Work Session City Hall Fayette, Alabama March 12,2019 The City Council of the City of Fayette held a work session at 5:30 o'clock, p.m. on March 12, Upon roll call the following were found to be present: Mayor Ray Nelson, Councilmembers Linda McCraw, Eddy Campbell, Jason Cowart, Cedric Wilson and Jerry Nichols. Also present were Police Chief Danny Jenkins, City Attorney Dale Lawrence, City Clerk Dawn Clapp, Fire Chief Shannon Mayor Ray Nelson announced a quorum was present and the meeting was open for the Mr. Luke Porter updated the Council on the joint City-County paving project. He stated ALDOT isn now int the process of editing the design plans. He said the project was on track to be let in June. Mr. Porter stated at a later date, the City would enter into an agreement with the County whereby the City would pay the County's match by using the City's ST funds. OLDINDUSTRIALPARK PUMPINGSTATIONI UPDATE Mr. Lukel Porter updated the Council on the sewer pumping station att the old industrial park. The most urgent problem ist the force main and the pumps att the pumping station. The cost to replace the force main line would be approximately $300,000.00 and this does not include the cost of the new pumps. Mayor Nelson stated the Council may want to consider charging the Water Works Board a user charge for Street Superintendent Marty Weeks said they had run a camera in 500 feet of the gravity line located between Bankhead Cemetery and the old AVC: School and found four major blockages. Mayor Nelson stated the City hadi received al Fayette Community Foundation grant for paving the Fire Chief Shannon Taylor reviewed with the Council the proposed Building and Life Safety Department. He said it would combine multiple functions under a single organization including building permits, business licensing, inspections, zoning, flood plain management, abatements, application ofother ordinances as necessary and mitigation of City and community safety issues. By having these under one department, it would allow for all ordinances, codes, and standards to be applied uniformly. its discharge. PROPOSED BUILDING/ ANDL LIFE SAFETY DEPARTMENT FUTURE PAVING PROJECTS Mr. Rick McCabe said because of the City's current projects and grants, it would be difficult to do any paving projects this year. He said one option would be a new bond issue; however, this would raise the City's monthly payments and there would also be fees for the bond issue. Mayor Nelson stated he would like to develop a five year paving plan. Street Superintendent Marty Weeks and Mr. Paul Mayor Nelsen said I, in the meantime, perhaps the City could have aj paving contractor patch potholes ins some of the problem areas. The Council discussed this and reached a consensus of spending Burkhalter presented ap proposed pavings schedule for the fives year paving plan. $30,000 to $40,000 ont this type of project. RAILS TOTRAILS! PROJECT Mr. Paul Burkhalter discussed with the Council the proposed Rails to Trails project. He estimated the project would cost approximately $800,000.00. He stated the first phase would be from Taylor Road to Martin Luther King Drive. He said the second phase would be from the First Church Baptist onl Martin Luther King Drive tot the old Arvin Building. ADJOURNMENT There being no further business to come before the Council, upon the motion to adjourn being made by Councilmember Cowart and seconded by Councilmember Nichols, the same was unanimously adopted.
