City Hall Fayette, Alabama February 11,2020 Ar regular meeting ofthe City Council oft the City ofFayette met at 5:00 o'clock, p.m. onl February Upon roll call the following were found to be present: Mayor Pro Tempore Cedric Wilson, Councilmembers Eddy Campbell, Jason Cowart and. Jerry Nichols. Also present were City Clerk Dawn Clapp, Police Chief Danny Jenkins and Fire Chief Shannon Taylor. Councilmember Linda McCraw was absent. Mayor Ray Nelson and City Attorney Dale Lawrence were in attendance atal later time during the 11,2020, int the Council Chambers oft the City Hall. meeting. The opening prayer was given by Councilmember Eddy Campbell. Mayor Pro Tempore Cedric Wilson announced a quorum was present and the meeting was open for the transaction of business. GUESTSAPPEARINGI BEFORE COUNCIL EDDIE WILLIAMS Mr. Eddie Williams spoke to the Council concerning storm shelters in the City. He said many people come to the Courthouse Annex for shelter during storms and itl has reached the point wherei it fills beyond capacity. He stated other storm shelters were needed within the City. 2. RUSSTAYLOR- Fayette County Emergency Management Director EMAI Director Russ Taylor spoke to the Council concerning storm shelters int the City. He agreed with Mr. Williams that more storm shelter were needed within the City. He stated there are fifteen shelters in the County. He said a storm shelter cost $1,100 per head and holds ninety-six people. The total cost is approximately $100,000.00 and there are grant funds available for their construction. He said another option would be another place for peoplet to go toi for shelter during storms. APPROVAL OF MINUTES Councilmember Cowart moved the minutes of the special meeting held on January 27, 2020, be approved. Upon the motion being seconded by Councilmember Nichols, it was unanimously approved. Police Chief Danny Jenkins recommended the Mayor hire Mr. Randall Kelley as a part-time police officer. Mr. Kelley is APOST certified and is also a full-time police officer with the Berry Police Department. Mayor Nelson had informed the Council he would hire Mr. Kelley upon obtaining the consent of the Council. Councilmember Cowart moved the Council consent to the Mayor hiring Mr. Randall Kelley as a part-time police officer. Upon the motion being seconded by Councilmember Police Chief. Jenkins also recommended the Mayor hire Mr. James Sanders as a full-time police officer. Mr. Sanders is APOST certified but he will be required to take a two week refresher course since he has not been employed in law enforcement in the last two years. The next refresher course is scheduled for June. Mayor Nelson had informed the Council he would hire Mr. Sanders upon obtaining the consent of the Council. Councilmember Cowart moved the Council consent tot the Mayor hiring Mr.. James Sanders asaf full-time police officer. Upon the motion being seconded by Councilmember Nichols, the same was Police Chief. Jenkins stated new bullet-proof vest had been ordered for all members oft the Police Department and new body cameras had also been ordered. FIREDEPARTMENT REPORT Fire Chief Shannon Taylor presented the fire report for the month of January 2020. The Fire Department received 17 calls. PROJECTUPDATE Mr. Luke Porter updated the Council on the City's projects. The update was as follows: 1. 251 Street and g" Avenue repaving project: Thej paving is complete 50% completed Striping, pavements markers and shoulder material are stillt to be done. 2. Industrial Park Pumping Station and Sewer Line Repair Project 3.P Paving ofl MLKI Drive and 10th Street Thej project isi int the design phase and repaving willl hopefully begin in. June. CHRISTMAS ATTHEI PARK] REPORT Mrs. Doris Brasher and Mr. John Brasher reported to the Council about "Christmas in the Park". They stated "Christmas in the Park" received $20,908.50 in donations this year. Mrs. Brasher said $6,000.00 was donated the firsty year and $8,000.00 was donated the second year. This is the 15 year for "Christmas int the Park." This year there were 67 scenes and animated light displays. There were visitors from 11 countries and 35 states. APPROVALOF CITY IMANCIALSTATEMENT Councilmember Nichols moved the City's financial statement be approved. Upon the motion Councilmember Cowart moved the Municipal Court financial statement be approved. Upon the Councilmember Cowart moved thel Park & Recreation financial statement be approved. Upon the City Clerk Dawn Clapp reported for the month of. January, the City received $262,707.36 ini non- designated sales tax and the Vaf sales tax for the hospital generated $36,545.96 for a combined total of Ms. Clapp also reported the City had received its annual payment from Alabama Power Company The Council presented Fayette County High School, Fayette Middle School and Fayette Elementary School with checks in the amount of $5,000.00 each. Dr. Jeremy Madden (FCHS), Mr. Ray Trull (FMS) and Mr. Matthew Lindsey (FES) accepted the donations on behalf oft their schools. being seconded by Councilmember Campbell, the same was unanimously approved. PRESENTATION OF APPROPRIATIONS TOSCHOOLS FAYETTE CHAMBER OF COMMERCE Mayor Nelson presented Fayette Chamber of Commerce Executive Director Danny White a $5,000.00 check pursuant to the contract with the Chamber to provide to the City services and programs for the promotion oft the City and for recruiting industrial and manufacturing operations to locate within the City. STORM SHELTER COMMITTEE Mayor Nelson appointed Councilmember Cowart as chairman of the Storm Shelter Committee. There beingi noi further business to come before the Council, upon the motion to adjourn being made by Councilmember Wilson and seconded by Councilmember Cowart, it was unanimously approved.
