City Hall Fayette, Alabama July 14, 2020 A regular meeting of the City Council oft the City of Fayette met at 5:00 o'clock, p.m. on July 14, Upon roll call the following were found to be present: Mayor Ray Nelson, Councilmembers Eddy Campbell, Jason Cowart, Cedric Wilson and Jerry Nichols. Also present were City Clerk Dawn Clapp, City Attorney Dale Lawrence, Police Chief Danny Jenkins and Fire Chief Shannon Taylor. 2020, in the Council Chambers of the City Hall. Councilmember Linda McCraw was absent. The opening prayer was given by Councilmember Eddy Campbell. Mayor Ray Nelson announced a quorum was present and the meeting was open for the transaction of business. APPROVALOF MINUTES Councilmember Cowart moved the minutes of the regular meeting held on June 23, 2020, be approved. Upon the motion being seconded by Councilmember Nichols, it was unanimously approved. FAYETTE/ AQUATIC CENTER REPORT Mr. Chris Champion reported to the Council on the operations of the Fayette Aquatic Center. He stated through Monday, July 13, the average daily paid attendance was 189 and the total paid attendance was 5,485. For the same dates last year (June 15 - July 12) paid attendance was 9,870. He said high attendance sO far was Saturday, July 11 with 487 paid attendees. On July 11", the Aquatic Center did have more than 350 at one time, but it did not go over the 50% capacity restriction of no more than 460. Hes said through July 13th, there had been 29 private parties, with four of those having to be rescheduled. Mr. Champion said due to weather, the Aquatic Center did not open on July 1*. He said there was ad direct link in the number of bad/threatening weather days and the daily attendance. He reported the bank balance on opening day (June 15th) was $74,752.19 and as of now, the balance is $98,965.52. He said $90,351.69 has been deposited from admissions, concessions, season passes and private parties since opening day. Mr. Champion said the Aquatic Center's COVID-19 precautions are to limit capacity to 350. Two extra lifeguards per shift have been added and these two additional spots are for cleaning and sanitizing. Everyone who enters has their temperature taken and if they have a temperature they are not allowed in and neither is anyone else in the group. He said Cintas cleans the facility on a weekly basis. POLICE DEPARTMENT REPORT Police Chief Danny Jenkins presented the police report for the month of June 2020. The report Chief. Jenkins reported on the 6"h Way NW traffic study. He stated a traffic counter was set up for a week and 10% of the cars exceeded the speed limit. He said this was one of the lowest excessive speeding counts he had seen. Chief Jenkins said there was not enough speeding to warrant a speed bump. Chief. Jenkins stated the two new police vehicles have now been received. He, also, stated both was as follows: 29 incidents investigated; 10 accidents; 97 traffic citations; and 38 arrests. recent police officer hires had been accepted into the Police Academy. FIRE DEPARTMENTI REPORT Fire Chief Shannon Taylor presented the fire report for the month of June 2020. The Fire Department received 25 calls. RESOLUTION 2020-05 AF RESOLUTION AUTHORIZING THE CITY OF FAYETTE TO PROVIDE TIERI RETIREMENT BENEFITS TO ITS TIER II PLAN MEMBERS VHEREAS, under the provisions of Act 2019-132, employers who participate in the Employees" Retirement System pursuant to Ala. Code $ 36-27-61 may elect to provide Tier I retirement benefits to Tier WHEREAS, the City of Fayette participates in the Employees' Retirement System pursuant to Ala. Code $ 36-27-6 and wishes to improve retirement benefits fori its Tier II plan members; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTE, that the City of Fayette elects to provide Tier I retirement benefits to its Tier II plan members, subject to approval by the Employees' Retirement System Board of Control; that, ifa approved, BE IT FURTHER RESOLVED, that the City of Fayette has reviewed the actuarial cost estimates provide by the Employees' Retirement System for such election and agrees to pay any resulting BE IT FURTHER RESOLVED, that beginning in the month that such election is effective, the City of Fayette's Tier II plan members shall contribute 7.5% of their earnable compensation to the Employees' Retirement System and the City of Fayette's Tier II plan members who are firefighters or law enforcement officers, as defined by Ala. TIMBER CRUISE OF OLD INDUSTRIALPARK Mayor Nelson reported he had engaged Mr. Jimmy Trice of Timberland Services to perform a timber cruise on aj portion of the old Industrial Park. The timber cruise was given to the Council for their review. No action was taken. OLDCITY HALL LEASE Mayor Nelson presented the 5th Amendment to the lease of the old City Hall for the Councils review. No action was taken. APPROVALOF PARK & RECREATION FINANCIALSTATEMENT Councilmember Cowart moved the Park & Recreation financial statement be approved. Upon the motion being seconded by Councilmember Wilson, the same was unanimously approved. AND 10TH STREET PAVING PROJECT REPORTOFC CITY CLERK City Clerk Dawn Clapp reported for the month of. June, the City received $274,681.00 in non- designated sales tax and the Vf sales tax for the hospital generated $43,804.00 for a combined total of $318,486.00. She stated the City received $16,799.00 in sales tax from online sales. She stated the City received $16,283.00 in alcohol taxes. REPORTOF COUNCILMEMBER CAMPBELL Councilmember Campbell stated a big issue the City is having is with people not mowing their lawns. He said the main problem is with people who own property here but live out of town. REPORT OF COUNCILMEMBER NICHOLS Councilmember Nichols stated he had received complaints about people running the stop sign near Southside Baptist Church. REPORTOF STEVE FOWLER Mr. Steve Fowler reported on the Growing Fayette Initiative. He stated the goal was to bring Mr. Fowler stated the City has a great airport. Because the City operates the airport, the fuel is less expensive and this helps draw pilots. He also stated the City needed to have more Uber drivers. more residents to the City.
