City Hall Fayette, Alabama November 10, 2020 A regular meeting of the City Council of the City of Fayette met at 5:00 o'clock, p.m. on Upon roll call the following were found to be present: Mayor Rod Northam, Councilmembers Virettial L. Whiteside, Eddy Campbell, Tommy Williams, Aliska Hughes-Monroe and. Jerry Nichols. Also present were City Clerk Dawn Clapp, City Attorney Dale Lawrence, Assistant Police Chief John The opening prayer was given by Sean Whiteside, son of Councilmember Virettia L. Whiteside. Mayor Rod Northam announced a quorum was present and the meeting was open for the Councilmember Campbell moved the minutes of the meeting held on October 27, 2020, be approved. Upon the motion being seconded by Councilmember Nichols, it was unanimously approved. Councilmember Nichols moved the minutes of the meeting held on November 2, 2020, be approved. Upon the motion being seconded by Councilmember Hughes, the same was unanimously November 10, 2020, int the Council Chambers oft the City Hall. APPOINTMENT OF CITY CLERKTREASURER Councilmember Campbell moved that Mrs. Dawn Clapp be reappointed as City Clerk and Treasurer at her present salary for the term of the Council. Upon the motion being seconded by Councilmember Nichols the same was unanimously approved. APPOINTMENTOP CITY ATTORNEY Councilmember Nichols moved that Mr. Dale Lawrence of Holder, Moore, Lawrence & Langley be reappointed as City Attorney at his present rate of compensation for the term of the Council. Upon the motion being seconded by Councilmember Williams the same was unanimously approved. APPOINTMENTOFI POLICECHIEF Councilmember Nichols moved that Mr. Danny Jenkins be reappointed as Police Chief at his present rate of compensation for the term of the Council. Upon the motion being seconded by Councilmember Whiteside, the same was unanimously approved. BOARDAPPOINTMENTS Mayor Northam presented the Council with the board appointment recommendations of the Gas Assistant Police Chief John Underwood stated the Police Department report would be presented Fire Chief Shannon Taylor presented the fire report for the month of October 2020. The Fire Fire Chief Taylor Shannon Taylor reported to the Council that Showa Glove wanted to locate certain equipment and facilities on the north side of their property which is along the south side ofgh Street. He said a portion oft the land upon which they wanted to place their equipment and facilities was located within the City's right-of-way. He stated Showal had agreed to pay for the relocation of all ofthe utilities and to make repairs to the street that had been damaged by their vehicles. Chief Taylor stated the Board and the Civic Center Board for their consideration. No action wast taken. POLICEDEPARTMENTREPORT FIREI DEPARTMENT REPORT SHOWA GLOVEREPORT att the next meeting. Department received 24 calls. Council had the three following options: (I) deny Showa's request to use a portion of the City's right-of- way; (2) allow Showa to build within the City'sr right-of-way; or, (3) vacate that portion of the right-of- After a general discussion, Councilmember Williams moved the Council proceed with vacating the portion of the south right of way of gth Street adjacent to Showa Glove. Upon the motion being way that Showa needs for its expansion. seconded by Councilmember Nichols, the same was unanimously approved. ZBA HEARING Mayor Northam informed the Council that a Zoning Board of Adjustment hearing would take Mayor Northam presented al hangar lease agreement with Mr. Earnie Duckworth to the Council for their consideration. Councilmember Nichols moved the City enter into the hanger lease agreement with Mr. Duckworth. Upon the motion being seconded my Councilmember Hughes-Monroe, the same place on November 19, 2020, at 6:00 p.m. HANGAR LEASE, AGREEMENT was unanimously approved. SEVERE WEATHER TAXHOLIDAY Mayor Northam reported to the Council about the Severe Weather Tax Holiday set for February Mayor Northam presented to the Council a request for a parade permit for the Christmas Parade tol bel held on December 7, 2020. Councilmember Hughes-Monroe moved the permit be granted. Upon the motion being seconded by Councilmember Nichols, the same was unanimously approved. 26-28,2021. A resolution will be prepared for the Council to consider at its next meeting, PARADEI PERMIT CITY CREDIT CARD Mayor Northam reported the City did not have a credit card resulting in certain purchases having to be made on the personal credit cards of employees. He recommended the City obtain a credit card and. that proper controls be implemented for its use. He stated his intent would be for the credit card to remain at City Hall ata all times." The consensus oft the Council was to proceed with obtaining a City credit card. UPCOMING COMMUNITY ACTIVITIES Mayor Northam reported on the following upcoming community activities: Veterans Tree Lighting on Courthouse lawn onl November 16, 2020 2. Old Fashion Christmas in Downtown Fayette onl December 3, 2020. 5. 200th Anniversary oft the City on. January 15, 2021. Avenue. WORK SESSION Mayor Northam stated a work session willl bel held onl November 23, 2020, at 6:00 p.m. APPROVALOFI FINANCIAL! STATEMENT Councilmember Nichols moved the City's financial statement be approved. Upon the motion Mayor Northam stated the City's street lighting expense had increased by $2,000.00 per month. Councilmember Campbell moved the Municipal Court financial statement be approved. Upon the being seconded by Councilmember Whiteside, the same was unanimously approved. The Council discussed the reasons for the increase. APPROVALOFI MUNICIPAL COURT FINANCIAL: STATEMENT motion being seconded by Councilmember Nichols, the same was unanimously approved. APPROVAL OF PARK & RECREATION NANCIALSTATEMENT Councilmember Hughes-Monroe moved the Park & Recreation financial statement be approved. Upont the motion being seconded by Councilmember Whiteside, the same was unanimously approved. City Clerk Dawn Clapp reported for the month of October, the City received $241,838.00 ini non- designated sales tax and the %f sales tax for the hospital generated $38,620.00 for a combined total of REPORTOFCIYCLERK $280,458.00. She reported the City received $10,366.00 in alcohol taxes. REPORTOF COUNCILMEMBER WILLIAMS Councilmember Williams thanked the Police Department for their assistance with the Trunk and Councilmember Hughes-Monroe stated the Park and Recreation winter basketball season is on hold. She also stated a $40,000.00 grant from the Fayette Community Foundation was received for the Treat at Fayette First Baptist Church.
