City Hall Fayette, Alabama November 24, 2020 A regular meeting of the City Council of the City of Fayette met at 5:00 o'clock, p.m. on Upon roll call the following were found to be present: Mayor Rod Northam, Councilmembers Virettia L. Whiteside, Tommy Williams, Aliska Hughes-Monroe and Jerry Nichols. Also present were City Clerk Dawn Clapp, City Attorney Dale Lawrence, Police Chief Danny Jenkins, and Fire Chief The opening prayer was given by Wade. Jackson, a 5lh grade student at Fayette Middle School. Eady Porter, a 4th grade student at Fayette Elementary School, led the Pledge of Allegiance. Mayor Rod Northam announced a quorum was present and the meeting was open for the Councilmember Nichols moved the minutes of the meeting held on November 10, 2020, be approved. Upon the motion being seconded by Councilmember Hughes, it was unanimously approved. Mayor Rod Northam reported he had spoken with Fayette Medical Center Administrator Don Jones concerning COVID-19. Mr. Jones stated there were four patients in the hospital with COVID-19. Mr.. Jones stated there were no cases of COVID-19 in the Long Term Care Center at this time. Fayette County currently has one of the highest positivity rates of any county in Alabama when comparing the Mayor Northam encouraged everyone to social distance, wear masks and wash their hands. The requested reappointments tot the Civic Center Board had been presented tot the Council ati its Mayor Northam reported the Civic Center Board had requested Mrs. Joyce Prater be reappointed toi its Board. Councilmember Nichols moved Mrs. Joyce Prater be reappointed to the Civic Center Board. Upon the motion being seconded by Councilmember Whiteside, the same was unanimously approved. Mayor Northam reported the Civic Center Board had requested Mrs. Beverly McCollum, be reappointed to its Board. Councilmember Hughes-Monroe moved Mrs. Beverly McCollum be reappointed to the Civic Center Board. Upon the motion being seconded by Councilmember Nichols, the Mayor Northam reported the Civic Center Board had requested Mr. Clyde Stevens be reappointed to its Board. Mayor Northam reported the Fayette Gas Board had requested Mrs. Vicki Lawrence be appointed to its Board to fill the unexpired term created by his (Rod Northam's 's) resignation. Councilmember Nichols moved Mrs. Vicki Lawrence be appointed to the Fayette Gas Board to fill the unexpired term of Rod Northam that ends on August 1,2024. Upon the motion being seconded by Councilmember Hughes- Monroe, the same was unanimously approved. POLICEDEPARIMENT REPORT Police Chief Danny Jenkins presented the police report for the month of October 2020. The report was as follows: 45 incidents investigated; 17 accidents; 50 traffic citations; 56 traffic warnings and 60 arrests. CAMERAS FOR POLICE VEHICLES Police Chief Danny Jenkins stated he would like to start purchasing cameras for the police vehicles. He stated the camera purchases were in the budget. Chief Jenkins stated the cameras are compatible with the body cams the police officers already have. He said the bid he received for 11 cameras was from Watch Guard in the amount of $58,725.00. Chief Jenkins recommended this bid be BE IT RESOLVED, by the City Council of the City of Fayette that it hereby awards the bid for the 11 police vehicle cameras to the lowest responsible bidder, Watch Guard, in the amount of Upon the motion being seconded by Councilmember Whiteside, it was unanimously approved. Mayor Northam presented to the Council a request for a parade permit for the Fayette Old Fashion Christmas to be held on December 3, 2020, Councilmember Williams moved the permit be granted. Upon the motion being seconded by Councilmember Nichols, the same was unanimously accepted. Councilmember Nichols moved the Council adopt the following resolution: RESOLUTION $58,725.00. PARADEPERMIT approved. CITY CREDITCARD RESOLUTION 2020-13 RESOLUTION: 2020-13 Mayor Northam stated they were still in the process of obtaining a City credit card and Mayor Northam presented Resolution 2020-13 to the Council for their consideration. Resolution establishing the rules concerning its use. 2020-13 is as follows: RESOLUTION PROVIDING FOR THE1 PARTICIPATION OF THECITY OF FAYETTE: IN THE "SALES TAX: HOLIDAY" WHEREAS, during its 2012 Regular Session, the Alabama Legislature enacted Act No. 2012- 256, effective April 26, 2012, which provides an exemption of the state sales and use tax for certain severe weather preparedness supplies during the first full weekend in July of 2012 and the last full WHEREAS, Act No. 2012-256 authorizes the City Council to provide for an exemption of city sales and use taxes for purchases of items covered by the Act during the same time period in which the state sales and use tax exemption is inp place, provideda a resolution tot that effecti is adopted; and, WHEREAS, the Fayette City Council has affirmatively votedt to grant the exemption of City sales and use taxes on purchases covered by Act No. 2012-256 during the last full weekend of February 2021 beginning at 12:01 a.m. on Friday, February 26, 2021 and ending at twelve midnight on Sunday, February WHEREFORE BE IT RESOLVED. BYTHE FAYETTE CITY COUNCIL that it does hereby provide for an exemption of the City sales and use tax on purchases of items covered by Act No. 2012- 256 beginning at 12:01 a.m. on Friday, February 26, 2021 and ending at twelve midnight on Sunday, BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of the November 24, 2020, meeting oft the Fayette City Council, and be immediately forwarded to the Alabama weekend of February ins subsequent years; and, 28,2021, thel last full weekend of February in 2021; February 28, 2021. Upon the Councilmember Nichols moved the Municipal Court financial statement be approved. Upon the motion being seconded by Councilmember Hughes-Monroe, the same was unanimously approved. Councilmember Hughes-Monroe moved the Park & Recreation financial statement be approved. Upon the motion being seconded by Councilmember Whiteside, the same was unanimously approved. Councilmember Williams stated during the week of Thanksgiving, garbage would be picked up according to the normal schedule. He also stated November 30+h is the deadline to apply for a garbage motion being seconded by Councilmember Whiteside, the same was unanimously approved.
