City Hall Fayette, Alabama April 13, 2021 AI regular meeting of the City Council oft the City of Fayette met at5 5:00 o'clock, p.m. on April 13. Upon roll call the following were found to be present: Mayor Rod Northam, Councilmembers Virettia L. Whiteside, Eddy Campbell, Tommy Williams, Aliska Hughes-Monroe and Jerry Nichols. Also present were City Clerk Dawn Clapp, City Attorney Dale Lawrence, Police Chief Danny Jenkins and Fire 2021, int the Council Chambers oft the City Hall. Chief Shannon Taylor. Thec opening prayer was given by former Mayor Ray Nelson. Councilmember Jerry Nichols led the Pledge of Allegiance. Mayor Rod Northam announced a quorum was present and the meeting was open for the Councilmember Nichols moved the minutes of the regular meeting held on March 23, 2021, be approved. Upon the motion being seconded by Councilmember Campbell, it was unanimously approved. Councilmember Hughes-Monroe moved the minutes of the special meeting held on March 25, 2021, be approved. Upon the motion being seconded by Councilmember Nichols, it was unanimously Councilmember Campbell moved the minutes of the work session held on March 25, 2021, be approved. BEAUTIFICATION COMMITTEE REPORT CLEANUPDAY COMMITTEE REPORT Former Mayor Ray Nelson reported to the Council on the City Cleanup Day scheduled for April 24 beginning at 9:00 a.m. He stated each councilmember had committed tol lead a cleanup team. He said Bevill State and) Fayette County High School will alsol have cleanup teams. POLICE DEPARTMENT REPORT Police Chief Danny Jenkins presented the police report for the month of March 2021. The report was as follows: 46 incidents investigated; 14 accidents; 105 traffic citations; 53 traffic warnings and 71 arrests. Chief. Jenkins reported that Lt. Charles Walker will bei retiring on May 30, 2021. Chief. Jenkins reported on the traffic study on 2nd Avenue SW. He said the study revealed a low enforcement rating because the percentage of vehicles traveling above the enforcement limit was only Chief Jenkins reported ont the traffic study on 251h Street NW. He stated this study was one of the worst he could remember as to violations of the speed limit. He said there was an average of almost 950 cars a day on 25th Street NW and that 42% oft them were exceeding the enforcement limit. He said the 17.2%. Policel Department would continue to patrol the area for enforcement. EREDEPAKINMINIRLPOKT Fire Chief Shannon Taylor presented the fire report for the month of March 2021. The Fire Department received 16 calls. HIRINGOFI PART-TIME FIREFIGHTER Fire Chief Shannon Taylor recommended the Mayor hire Mr. Luke Pennington as part-time firefighter. Councilmember Williams moved that the Council consent to the Mayor hiring Mr. Luke Pennington as a part-time firefighter. Upon the motion being seconded by Councilmember Hughes- Monroe, thes same was unanimously approved. AIRI VACCOIRACTAIROAL Mayor Northam presented the Air Evac Contract for the Council's consideration. After a general discussion, Councilmember Whiteside moved to approve the Air Evac Contract in the amount of $22,764.00. Upon the motion being seconded by Councilmember Hughes-Monroe, the same was unanimously approved. REFINANCE OFBOND Mr. Rick McCabe reported on the refinance of the bond. He statedt the bond would be offered to the market this Friday and the City would know at that time what the interest rate would be. The current bondi interest ratei is around 3.5%. The City's credit rating is A+. ORDINANCE: 2021-02 Mayor Northam presented Ordinance 2021-02 to the Council for their consideration. He: stated as of Sunday, the hospital had no Covid-19 patients. He stated 6,989 doses oft the Covid- REPORTOFMAYOR 19 vaccine had been administered in Fayette County. Mayor Northam reported the unemployment rate in Fayette County for February was 3.1%. Mayor Northam announced two new businesses had opened in Fayette. The new businesses are Mayor Northam stated the City Cleanup is scheduled on April 24" and encouraged everyone to City Clerk Dawn Clapp reported for the month of March, the City received $213,858.00 in non- designated sales tax and the Yp sales tax for the hospital generated $34,474.00 for a combined total of $248,333.00.
