City Hall Fayette, Alabama May 25,2021 AI regular meeting of the City Council ofthe City of Fayette met at 5:00 o'clock, p.m. on May 25, Upon roll call the following were found to be present: Mayor Rod Northam, Councilmembers Virettia L. Whiteside, Eddy Campbell, Tommy Williams, Aliska Hughes-Monroe: and. Jerry Nichols. Also present were City Clerk Dawn Clapp, City Attorney Dale Lawrence, Police Chief Danny Jenkins and Fire 2021, int the Council Chambers oft the City Hall. Chief Shannon Taylor. The opening prayer was given by Police ChiefI Danny Jenkins. Thel Pledge of Allegiance was led by Councilmember Eddy Campbell. Mayor Rod Northam announced a quorum was present and the meeting was open for the Councilmember Campbell moved the minutes oft the regular meeting held on May 11, 2021, be approved. Upon the motion being seconded by Councilmember Williams, ity was unanimously approved. Mayor Northam presented to the Council a request from Ms. Jessica Locke with Harmony Lane Apartments for a parade permit to close 20th Street SW from 8:00 a.m. to 8:00 p.m. on. June 26, 2021. Councilmember Campbell moved the permit be granted. Upon the motion. being seconded by transaction ofbusiness. APPROVAL OF MINUTES PARADE! PERMIT Councilmember Hughes-Monroe, the same was unanimously approved POLICE DEPARTMENT PURCHASE OF IN-CAR COMPUTERS ANDI PRINTERS Police Chief Jenkins discussed the purchase of the eleven new in-car computers and printers for the Police Department. He said at the last council meeting the Council had approved the purchase of the new computers and printers ata a cost of $10,128.89. He stated, unfortunately the price had expired and it would now cost ana additional $1,293.73 toj purchase them. Councilmember Whiteside moved the Council authorize the purchase oft the eleven new in-car computers and printers ata cost of$11,422.62. Upon the motion being seconded by Councilmember Hughes-Monroe, the same was unanimously approved. ABATIMENTOFNUISANCE Fire Chief Taylor reported sixteen notices to abate grass nuisances had been sent. He reviewed with the Council the properties that had been notified that nuisances needed to be abated. AIRPORT FENCEPROJECT Mayor Northam reported on the bids for the Airport Fence Project. He said two bids were submitted and they were as follows: (I) Columbus Fence Company, LLC submitted a bid of$40,400.00; and, (2) Southern Civil Contracting, Inc., submitted a bid of $63,250.00. Mayor Northam reported the City's Airport Consultant, Ms. Natalie Hobbs recommended the Council accept the low bid from Columbus Fence Company, LLC, in the amount of $40,400.00. Councilmember Whiteside moved the BE IT RESOLVED, by the City Council oft the City of Fayette that it hereby awards the bid for the Airport Fence Project to the lowest responsible bidder, Columbus Fence Company, LLC, in the Upont the motion being seconded by Councilmember Nichols, it was unanimously approved Council adopt the following resolution: RESOLUTION amount of $40,400.00. Mayor Northam statedt this project would beal 100% grant. CITY SHOP) PROPERTYLEASE Mayor Northam stated the City is currently paying $150.00 per month for the lease of part of the City Shop property. He said the property owner now has requested the City pay $250.00 per month. Mayor Northam asked the Council to consider whether the City should enter into a new the lease and, if so, for what term. Councilmember Nichols stated he would like for the City to move off of the leased property. Councilmember Campbell felt a two year term would be appropriate. After a general discussion, the Council askedi for a work session tob be held to discuss this matter further. REVIEW OF FINANCIALS Mayor Northam reviewed with the Council the financials of the City, Municipal Court, Park & Mayor Northam announced the following new businesses have opened in Fayette: Dove Lawn Mayor Northam said twoj jobs had been posted: Clerk/Receptionist and Waste Water Operator. Mayor Northam statedt the candidates for the police officer position would be interviewed soon. Mayor Northam called as special meeting for Friday, May 28, 2021, at 2:30 p.m. Mayor Northam stated the summer work program would begin on. June 3ud, Recreation Department and Waste Water Department. REPORT OF MAYOR Care and Scottie'sMarket. He reported Fayette County's unemployment rate is 2.5%. Mayor Northam reported on the meeting concerning the City's Strategic Plan.
