Work Session City) Hall Fayette, Alabama June 3,2021 The City Council oft the City of Fayette held a work session at 5:00 o'clock, p.m. on. June 3, 2021, Upon roll call the following were found to be present: Mayor Rod Northam, Councilmembers Virettia L. Whiteside, Eddy Campbell, Tommy Williams, Aliska Hughes-Monroe and Jerry Nichols. Also int the Council Chambers oft the City Hall. present were City Clerk Dawn Clapp and City Attorney Dale Lawrence. The opening prayer was given by Mr. Rick McCabe. The Pledge of Allegiance was led by Mayor Rod Northam. Mayor Northam announced a quorum was present and the meeting was open for the transaction Mayor Northam reported that thel Fayette County Commission had requested the City support the County Commission's CDBG grant application in which they are seeking funds for a new medical clinic. Itv was the consensus oft the Council tos support the County Commission's grant application. oft business. COUNTY CDBGGRANT SHOPI PROPERTY DISCUSSION Mayor Northam led the Council in a discussion concerning the City's renewing the lease for the part of the City Shop property not owned by the City. The current rent is $150.00 and the owners have requested the rent bei increased to $250.00. The owners have asked the City what term they desire. Councilmember Campbell said the City should lease the property for three years so a new shop could be built at another location. Councilmember Nichols stated the City should move off the leased property as soon as possible. He said the current shop building where the employees eat lunch is not in good shape. Councilmember Williams stated the shop building and the loti iti is oni ist too small. He did not The Council discussed how long it would take to devise a plan to relocate the shop and implement it. Mayor Northam said he would start working on a lease for the property. The consensus of think the property met the City's long term needs. the Council was to appoint a committee to devise a long term plan for the City Shop. RESCUEACTFUNDS Mayor Northam stated the City would receive $792,000. 00 through the Rescue Act Fund. He said there will bes specific things the City can spend the funds on, such as sewer, water and broadband. Mayor Northam stated the funds could not be used for street paving. He stated it can include provisions for emergency responders and other employees. Mayor Northam suggested the Council wait to the funds are received before deciding how tos spendi it. FROGLEVELI FESTIVAL Mr. Daniel White stated planning for the Frog Level Festival continues. He said hei is looking for a" "headliner" band for the concert connected with the 200th Anniversary Celebration. He said he needed a firm number sol he would know how to allocate the funds. He said "headliner" acts cost several thousand dollars. He also stated there needed to be activities for the children. He said right now he had two food venders and fifteen to twenty arts and crafts vendors. Mayor Northam and Mr. White stated they would work ons seeing what acts were available and their costs, along with checking on aj potential "Kids Zone." Mr. Daniel White reported on Fayette's Strategic Plan. He said broadband was very important to attract businesses to the City. He thought this should be one of the City's top priorities. He asked the AYETIESTRATKGICFIAN Council members tos send him their Top 10 priorities and he would compile them.
