MINUTES OF THE REGULAR MEETING OF THE ECLECTIC TOWN COUNCIL TOWN OF ECLECTIC, ALABAMA ECLECTIC MUNICIPAL COURT ROOM JUNE 17th, 2024 @ 7:00 P.M. At the regular meeting of the Eclectic Town Council held on June 17th, 2024 at 7:00 p.m. int the Eclectic Municipal Court Room, persons present included: Mayor Davenport, Linda Reed, Jackie Stearns, David Goodwin, Shannon Duck, Lindsay Mothershed, Chris George, Samuel Duck, Robert Head, Zac Lyles and Troy Stubbs. Proceedings were: aired live on Facebook. Mayor Gary Davenport called the meeting to order: 6:59 p.m. Invocation was then given by Mayor Gary Davenport. The consent agenda consist of thet following: Financial reports for May 2024 Overtime Reports Minutes oft the May 20th, 2024, Regular Council Meeting Minutes oft the June 5h, 2024, Special Called Meeting Mayor Davenport introduced and welcomed Representative Troy Stubbs from the Alabama State House of Representatives. Mr. Stubbs stated that after attending his second session, he discovered a need to update Municipalities as to what passed in the Legislature and how it pertains to the local government. Some of the highlights of this session included the passing of both the General Fund (3.4 Billion) and Education (9.35 Billion) budget. The School Choice Act Mr. Stubbs also explained that if we wish to pass local legislation it is helpful to have a unanimous vote, we must advertise, have a sponsor from the House and Senate andi hold al Public Hearing. Thel Mayor and Council thanked Mr. Stubbs for Mayor Davenport announced that any changes in Mayor and Council salaries must be done by written Ordinance on or before January 25th Council meeting. He further explained that municipal candidates are not required to file a weekly or monthly campaign disclosure report until they have reached the $1,000 threshold. And all candidates must report to the Secretary of State. Paperwork still needs to be filed with the Town Clerk as well as the Statement of Economic interest with the Chief Head went over a new time clock software that integrates with our payroll software. Motion passes. Shannon Duck went over the PD Task Force Financial statement she provided Council. She made the Council aware that we are still awaiting the June rent donation payment. The Town paid the bill already so as not to be late. Ar motion to dispense the reading at length for Resolution 2024-06-001 was made by Councilor Goodwin and seconded by Pro-Tem Reed. (4 yea, A motion to approve Resolution 2024-06-001 to Surplus guns was made by Pro-Tem Reed and seconded by Councilor Goodwin. (4yea, Stepney absent). July 22, July 29, August 5th and August 12th. The goal is to have the budget finalized and approved no later than September 30, 2024. Mayor's Comments: Mayor stated we need to update the Town policy manual and Employee handbook, rather than to keep amending policies we already have in place. He suggests once we pass the budget that we consider contracting out Shannon will provide the Council with al hard copy or PDF digital copy of both. with a company that specializes in that to keep us up to date.
