MINUTES OF THE REGULAR MEETING OF THE ECLECTIC TOWN COUNCIL TOWN OF ECLECTIC, ALABAMA ECLECTIC MUNICIPAL COURT ROOM May 20th, 2024 @ 7:00 P.M. At the regular meeting of the Eclectic Town Council held on May 20th, 2024 at 7:00 p.m. in the Eclectic Municipal Court Room, persons present included: Maggin Edwards, Mayor Davenport, Linda Reed, Jackie Stearns, David Goodwin, Shannon Duck, Lindsay Mothershed, Stephanie Stepney, Robert Head, Kyle Wall, Zach Davidson, Zac Lyles and Peter Golden. Mayor Gary Davenport called the meeting to order: 7:08 p.m. Invocation was then given by Mayor Gary Davenport. The Pledge of Allegiance was led by Mayor Davenport. Roll call was conducted by Shannon Duck: Proceedings were aired live on Facebook. Mayor: Mayor Pro-tem Councilmembers There is a quorum. passes. (4 yea, Stepney abstains). Motion The consent agenda consist of the following: Financial reports for April 2024 Overtime Reports Minutes oft the April 15th, 2024, Regular Council Meeting Ar motion to pass the Municipal Pollution Prevention Resolution Form was made by Pro-Tem Reed and seconded by Councilor Mothershed. (5 yea). Ar motion to allow for spending of $4,000 from the Recycle fund to purchase Cotton Festival Banners and/or Christmas pole decorations was made by Councilor Goodwin and seconded by Councilor Stepney (5 yea). Motion A motion to remove the tree at 170 First Avenue and the Fire station was made by Councilor Mothershed and seconded by Councilor Stearns (5yea). Councilor Mothershed explained the need for an updated outside employment policy. He wrote a draft as a starting point and wishes going forward, to improve the policy to prevent the use ofj jobs for personal gain with regards to employees. A motion to not appropriate funds to the Elmore County Resource Center was made by Pro-Tem Reed and seconded by Councilor Mothershed (4 yea, The Mayor presented the Elected Official Training bill that passed through legislation. It is supposed to require training of all elected officials beginning January 1st, 2025. Councilor Goodwin stated that the billl had no repercussions and Motion passes. passes. Motion passes. Page 2 May 20th, 2024 Regular Council Meeting Officer Kyle Wall presented to the Council ar request fori funds for 9 mm Glocks and tasers to update the aging fleet of weapons the Police department currently has. Ar motion to approve the expenditure in the amount of $8,000 from the police department fund to purchase 91 mm guns and tasers was made by Councilor Stepney and seconded by Councilor Goodwin. (5 yea). Motion passes. Departmental Reports: Reports in packet. No questions. Old Business: Shannon Duck thanked the Council for their approval of her and Maggin to attend the Main Street conference in Birmingham. The trip certainly will Mayor's Comments: Mayor stated that Representative Stubbs will be attending our June Council meeting to brief us on the happenings in the area as well as ask the community what needs should be addressed ini the near future. Council Comments: Councilor Stearns requests the Water Works Office manager be present at the next meeting and to bring the budget numbers as of Councilor Stears also requested that Public Works look at the few leaks that the library has and also wishes to address thet fact that someone is using the An motion to go into executive session at 7:36 to discuss personnel matters was made by Pro-Tem Reed and seconded by Councilor Stepney (5 yea). Ar motion to return to the Regular Council meeting was made by Councilor Mothershed and seconded by Pro-Tem Reed (5) yea). Motion passes. A motion to allow Mayor Davenport to adjust the pay for employees discussed during executive session was made by Pro-Tem Reed and benefit the Town with the knowledge we received.
