MINUTES OF THE REGULAR MEETING OF THE ECLECTIC TOWN COUNCIL TOWN OF ECLECTIC, ALABAMA ECLECTIC MUNICIPAL COURT ROOM April 15th, 2024 @ 7:00 P.M. At the regular meeting oft the Eclectic Town Council held on April 15th, 2024a at 7:00 p.m. in the Eclectic Municipal Court Room, persons present included, Maggin Edwards, Mayor Davenport, Linda Reed, Jackie! Stearns, David Goodwin, Shannon Duck, Lindsay Mothershed, Chris George, Samuel Duck, Robert Head, Kyle Wall, Tim Thornton, Kelly Bailey, Antonio Brown, and Zac Lyles. Proceedings were aired live on Facebook. Mayor Gary Davenport called the meeting to order: 7:48 p.m. Invocation was then given by Mayor Gary Davenport. The consent agenda consist of the following: Financial reports for March 2024 Overtime Reports Minutes of the March 18th, 2024, Regular Council Meeting Minutes oft the March 25h, 2024, Special Called Meeting Mayor allowed Shannon to present a software alert system for water works and town wide communication. Text My Gov costs $1800 yearly compared to Mayor Command at roughly $6,000 yearly, with additional capabilities. Shannon proposed this software after extensive research with similar products. She stated that this software will assist our offices to communicate with citizens in emergencies such as the water outage on Hwy 63 for several days. Ar motion to contract with Text-My-Gov was made by Councilor Goodwin and seconded by Councilor Mothershed. (4y yea, Stepney absent). Motion passes. Mayor allowed Kelly Bailey to express heri interest in donating the rent, equipment, and utilities for the building at 21 Kowaliga Road in honor of her late husband Desmond Bailey, to use for investigative purposes for the police departmentistate task force. Her goal was never to step on the Councils toes when she did this. Councilors Stearns and Mothershed and Pro-Tem Reed expressed deep concern that this was not! brought tot them beforehand and was rushed. They feltt the Council Mayor Davenport explained that the Town insurance will not insure the building since the lease is not in the Town's name, therefore the Mayor extends interest in the Council to transfer the lease into the Town's namet for one year. was unable to be given proper time to decide. He will be starting work within the next couple of Phase two oft the Quality-of-Life project has a meeting scheduled April 16th at 10 Network Eclectic has another scheduled meeting June 3rd at 8:15 a.m.at. Annie Rae's. Shannon and Maggin are both attending the National conference in Birmingham on May 5-8tht to represent our Town.
