Chairperson Ally Hernandez was absent. Staff present included Recreation Superintendent Sonia Batres, Recreation Supervisor Maurisabel Camacho, Recreation Supervisor Rosie Lozoya, Recreation Coordinator Allison Franco, Recreation Coordinator Susan Colon, Recreation Leader III James Pedroza, Recreation Leader III Isabel Gil, and Office Assistant III Lorraine Mendoza. APPROVAL OF MINUTES Commissioner Berberabe motioned to accept the May 9, 2024 meeting minutes. Commissioner Martinez seconded the motion. All in favor. REPORTS Presentation: Summer Program Overview Recreation Supervisor Lozoya gave a presentation on the 2024 Summer Programs. She shared detailed information on the Summer Concerts and Front Street Friday Night Series. The performers will vary throughout the series occurring one Friday a month from 6 to 9 p.m. Each event will include food, exhibitors, art venders, a photo booth and al kids area. The Summer Concerts will be at the Civic Center Lawn at City Hall. These concerts will be every Wednesday beginning July 2 through August 14. The concert events will also include food trucks, games and more. She shared the Teen Center summer schedule of events. The teens will enjoy pool nights at the Aquatic Pavilion each month. They will attend a teen BBQ on June 29, and a Smoothie Event on August 22 at the Teen Center Facility. The free teen summer excursions includes a trip to Point Vicente Beach for a walk and hike, a tour of the CSUF campus, and a trip to downtown Disney. For a fee the teens can also enjoy a fun day at Bolsa Chica State Beach, and a visit to Six Flags all during the summer months. Recreation Coordinator Colon gave an overview on the Cultural Arts Center and shared some information on classes, class schedules, programs and activities that are offered. The Hargitt Museum will have a free Ice Cream Social for the whole family on June 15. During the social everyone is welcome to tour the historic home. Creative Kids has a summer schedule that includes art, cooking, gardening, and scuipting. All classes will be at the Cultural Arts Center and residents can register on-line or in person. There will be 9 weeks of Day Camp from June 10 through August 9. Day Camp allows kids to make friends, swim, play games, make crafts, and enjoy excursions. Two family bus trips to Sea Side Lagoon in Redondo Beach are scheduled for June 27 and July 18. Transportation and lunch are included for Minutes oft the Regular Meeting Parks and Recreation Commission Meeting June 13, 2024 $5 per person. Early Education Programs are available for 3 to 5 year olds to enjoy fun summer activities while preparing for school. During the summer there will be Park Pals from June 10 through August 9 at various parks throughout the city for kids to play games, make crafts and meet friends. Parks with spray pools will be available from 12 to 2 p.m. The free Summer Lunch Program is open to participants ages 1 to 18 years old. Lunch is only provided at participating park locations. Movie nights will be held at three different park locations for the months of June, July, and August. Pee-wee and youth sports offered this summer include kickball and football. The next adult sport will be basketball and it will run from August through October. Recreation Leader III Gil reported on the Aquatics Pavilion. Special events include Dive-In-Movie Nights on June 22, July 13, and August 3. The Aquatics Pavilion offers swimming lessons, water aerobics, and lap swim. Recreation swim is offered Monday through Friday from June 10 to August 16, and Saturdays from June 15 to August 17. Recreation Leader Gil spoke about the Norwalk Arts and Sports Complex contract classes, senior programming, and shared that the Rich Rehearsal Hall is getting a new pergola this Fall. At the City Council Meeting on June 18, July will be proclaimed as Parks and Recreation Month. There will be a contest with an event pass, with an opportunity for a community member to win a prize. Presentation: Teen Alliance Program (TAP) Overview Recreation Leader III Pedroza gave a presentation on the Teen Alliance Program. He shared the history and gave some background information on the youth volunteer program. Currently there are 430 active participants with up to 640 hours of service. The program is funded by the City of Norwalk and donations. This program helps develop professional, social, and personal skills. The participants volunteer for City events, they support local organizations and businesses, they receive job training, and participate in mock interviews. They also engage with the public and receive mentoring. Recreation Leader III Pedroza explained how they market the program and what the recruitment process looks like. A short video was played to show how this program will produce and has produced many past, current, and future City employees. Presentation: 5K Recap - Overview This item is tabled for the next Parks and Recreation Commission meeting. Presentation: Park Projects Update Supervisor Camacho updated the Commissioners on the ongoing park projects. At the June 18 City Council Meeting, City Council will present a communication plan on Hermosillo Park. Groundbreaking is expected on November 1, 2024. Lakeside Park snack bar before and after pictures were shown. Zimmerman Park and Holifield Park are undergoing park facility improvements beginning in September 2024. At that time each field will close for eight weeks. STAFF COMMENTS Superintendent Batres gave a brief recap on the Norwalk 5K Run Event and asked the Commissioners if they had anything to share regarding the event. She thanked everyone for participating and coming out to volunteer. She advised that more Hermosillo Park updates will be given at the next meeting and invited the Commissioners to attend the City Council meeting. Vice Chair King asked about an incident that occurred at Gerdes Park. Superintendent Batres addressed the question. COMMISISONER'S COMMENTS Vice Chair King The 5K event went really well and commented on how smoothly the bib pick up was in the Rich Rehearsal Hall. The drone was really cool and a great idea. Commented on the route and asked if it would continue with the same route. Loved the Commissioner Carbajal - Volunteered at the 5K event and thought staff did a great Commissioner Garcia - Enjoyed the 5K event and all the DJ's. Everyone did a great Commissioner Armendarez - Norwalk 5K was awesome and would like to see this event continue. Would like to see the band perform throughout the whole event. Cannot Commissioner Juan - Appreciates the Creative LI'L Hands program and thanked all the staff. Enjoyed the 5K event and all the stations while running. Suggested the band perform during the event. Loved the drone at the event. Gave a huge compliment for a Recreation Leader who worked the event. Asked for a parks project budget report a the Commissioner Martinez = Spoke about exploring homeschool opportunities within the City. She is looking for social activities and is interested in starting up park meets for the Commissioner Napier - Happy to see a good turnout at the 5K event. Requested to have a designated area at the Independence Day Celebration. Requested the lights project at Los Alisos get completed as soon as possible. Also commented on the Los Alisos snack bar and restrooms that are in desperate need of renovating. Commissioner Berberabe = He attended the 5K event and appreciated the free parking. Minutes oft the Regular Meeting Parks and Recreation Commission Meeting June 13, 2024 Commissioner Valenzuela - Thanked the staff for all the summer events and is happy with all the upcoming programs. ORAL COMMUNICATIONS Director of Public Safety Ozzie Ramos thanked everyone who participated in the Norwalk 5K Event. He heard positive feedback from the community. Confirmed there was an incident at Gerdes Park. He advised that he is concerned about the safety of the park and is working on a plan for park safety this summer.
