PRESENTATION: Mayor LeJeune presented a check to the Daphne High School Cheer Team in support of their traveling to compete in Nationals. PRESENTATION: Wilks Tickle presented on his proposed Eagle Scout Project. MOTION by Councilman Coleman to approve the project proposed by Wilks Tickle. Seconded by Councilwoman Conaway. MOTION CARRIED UNANIMOUSLY. 3. APPROVALOF MINUTES: The minutes from the January 2, 2024 regular meeting and January 8, 2024 Special Called Meeting were approved. 4. REPORT OF STANDING COMMITTEES: A. FINANCE COMMITTEE Councilwoman Phillips was absent. Councilwoman Conway said the minutes from the January 16h meeting are in the packet gave the Treasurer's Report for December 2023: Unrestricted Fund Balance-525,81,501; Total Cash Balance-s50,23,239: Sales tax for November 2023 - $2,192,062.30; Lodging Tax for November 2023- $116,759.61; Debt Summary for November 2023: Warants-533,545,42: Capital Leases: General Fund- MOTION by Councilwoman Conaway to authorize thel Mayor to enter into an agreement with Carey Technology for the City ofDaphne redistricting for the 2025 election cycle. No second was needed. $654,516; Enterprise Fund -$723,300. MOTION CARRIED UNANIMOUSLY. B. BUILDINGS & PROPERTY COMMITTEE Councilman Goodlin said the minutes from the December 2023 meeting and the December 2023 new Construction and Building Reports were in the packet. He said out of those reports were 33 certificates of occupancy, 175 permits issued with 6 new residential home permits totaling $39,504.17. He said the next meeting is March 11that 5:15pm. Daphne Public School Commission Downtown Redevelopment Authority D. Industrial Development Board Councilwoman Conaway said the next meeting will bel February 26h at 5:30pm at Daphne Middle School. Councilwoman Conaway said the next meeting is February 15th at 5:30pm. Councilman Scott said the Board had two meetings last month and are: making progress on the DISC project. No one came forward to speak. Public Participation closed at 6:19pm. 7. MAYOR'S REPORT: Mayor LeJeune said it was great to have the Daphne Cheerleaders and Boy Scouts represented in the City. He mentioned the City had multiple parades for thel Mardi Gras season. He said he was able to go with Troy Strunk to Washington, D.C. recently to meet with some officials. He shared that the City's Arbor Day event and Public City Attorney said there was no report except for the Council to consider going into Executive Session at the Works Day event is coming up soon. CITY ATTORNEY REPORT: end of the meeting for 15-20 minutes. DEPARTMENTI HEAD COMMENTS: 8. 9. Chief Gulsby, Police, mentioned the new K9 Officer started last week and other officers were in training at Ange Baggett, Marketing, shared about upcoming Mardi Gras events and invited everyone to the May 4th May Mary Kinney, Interim Library Director, invited the Council to upcoming events at the Library. Orange Beach. Day Celebration. Vickie Hinman, Human Resources, said the new Library Director will start February 21st and the City has Troy Strunk, City Development, said he was able to accompany the Mayor to Washington, D.C. and speak with members of Congress regarding the developments in Daphne.
