February 19, 2024 CITY COUNCIL MEETING REGULAR BUSINESS MEETING 1705 MAIN STREET DAPHNE, AL 6:001 P.M. 1. 2. CALLTO ORDER: ROLL CALL: Phillips and Joel Coleman There being a quorum present Council Pro-Tem Ron Scott called the meeting to order at 6:00pm. COUNCIL MEMBERS PRESENT: Tommie Conaway, Ron Scott, Doug Goodlin, Ben Hughes, Angie Also Present: Jay Ross, City Attorney; Candace Antinarella, City Clerk; Lt. APPROVALOE MINUTES: REPORTOF: STANDING COMMITTEES: Councilwoman Phillips said the Committee met earlier, A. FINANCE COMMITTEE MOTION by Councilwoman Phillips to renew the City's annual insurance policy with Robertson Insurance. Agency, Inc. for the third year discounted term of the three year policy oft the amount of $816,854 including changing the Law Enforcement Liability Deductible from $5,000 to $10,000 and a new Cyber Policy with CFC. No second was needed. MOTION CARRIED UNANIMOUSLY. B. BUILDINGS & PROPERTY COMMITTEE Councilman Goodlin said the minutes from the January 2024 meeting and the January 2024 new Construction and Building Reports were in the packet. He said out of those reports were 22 certificates of occupancy, 296 permits issued with 64 new residential home permits totaling $171,783.56. He said the next meeting is March 11tha at 5:15pm. C. I PUBLIC SAFETY COMMITTEE Councilman Hughes said the next meeting is March 11th at 4:30pm. D. CODE ENFORCEMENTIORDINANCE COMMITTEE Councilman Scott said the next meeting is March 4th at 4:30pm. Industrial Development Board Councilman Scott said the minutes from the. January 4th meeting and the summarization from the February 1st Councilwoman Conaway said the next meeting will bel February 26th at 5:30pm at Daphne Middle School. Councilwoman Conaway said the next meeting is March 215t at 5:30pm. Councilman Scott said the next meeting is February 20th at 4:30pm. Councilman Goodlin said the next meeting is March 14th at 4:30pm. E. Library Board F. Planning Commission Councilman Olen was absent. G. Recreation Board H. Utility Board Councilman Hughes said the next meeting is February 21st at 6:00pm. Councilman Coleman said the next meeting is February 28th at 5:00pm and the minutes from the November meeting are in the packet. PUBLIC PARTICIPATION: Public Participation opened at 6:07pm. 6. DEPARIMENTHEAD COMMENTS: Bozeman, for his work with citizens. ChiefTacon, Fire, said ISO will be in the City on March Sth. She commended Deputy Fire Marshal, Tommy Mary Kinney, Interim Library Director, gave information for recent library circulation and patrons. Ben Davis, Recreation, said basketball is ending and baseball season is starting. Kelli Reid, Finance, reminded everyone that Severe Weather Preparedness Tax Free Holiday is coming up. 10. RESOLUTIONS: 2024-05-2024-B-Concrete Material -1 Negotiated - Bid Award: Ready Mix USA 2024-06-Apropiation for Additional Cyber Insurance Coverage - $15,000 MOTION by Councilwoman Phillips to waive the reading ofl Resolutions 2024-05 and 2024-06. Seconded by Councilwoman Conaway. MOTION CARRIED UNANIMOUSLY. MOTION by Councilwoman Phillips to adopt Resolution 2024-05. Seconded by Councilwoman Conaway. MOTION CARRIEDUNANANIMOUSLY.
