This meeting alsoi included items originally set fori the January 16, 2024 meeting which was cancelled due to closures due to a declare state ofe emergency caused by winter weather. present: Mayor Bob. Joslin called the meeting to order. Upon roll call, the following answered JOHNNY HART MIKEALLEN ALAN: MILLER MITCH STONE MARK GULLION Also] present were' Tony Willis (City Clerk), Katie. Jones (Administrative. Assistant), Rodney Edmondson (City. Attorney), city department heads, representatives oft the media, and thej public. Mayor. Joslin declared a quorum present and opened the meeting for thei transaction of business. Council Member Stone led thej pledge of allegiance. The invocation was given by Council Member Gullion. The minutes oft the January 2, 2024, regular meeting was approved by unanimous vote upon ai motion made by Council Member. Allen and seconded by Council Member Gullion. Mayor. Joslin reminded the Counsel of reports made ini the work session. With no further staff reports, or old business, thel Mayor then moved toi thei first item of new business, and declared a Public Hearing and opened the floor: for any comments related toi thej proposed updates & revisions to the City of Arab Zoning Ordinance. No one: sought recognition therefore the Mayor closed the publicl hearing. The Mayor then moved to the second item of new business, an Ordinance - Updating and Revising the City of Arab Zoning Ordinance. Council Member Allen moved to suspend the reading, Council Member Gullion seconded and all voted yes. Council Member Stone moved to suspend the Rules, Council Member Miller seconded and all voted yes. Council Member Allen moved to Adopt the Ordinance, Council Member Miller seconded and all voted yes. The Mayor then moved to thet third and: fourth items of new business (2) Historic Preservation Board Appointments. Mayor Joslin opened the: floor for nominations for the first 1 Appointment. Council Member Gullion nominated Christy Holmes for thej position. Council Member Allen moved to close thei nominations. Council Member Miller seconded, all voted yes. Upon roll call, Council Members Gullion, Hart, Stone, Allen, and Miller voted yes to appoint Christy Holmes to the Historic Preservation Board. Mayor Joslin then opened the: floor for nominations fori the second Appointment to the Historic! Preservation Board. Council Member Hart nominated Kathy Ramsy for the position. Council Member. The Mayor declared Christy Holmes, and Kathy Ramsy, appointed toi the Historic Preservation Board, The Mayor then moved toi the fifth item of new business, a Personnel Grievance Board Appointment. Council Member Gullion seconded, all voted yes. Upon roll call, Council Members Gullion, Hart, Stone, Allen, and Miller voted yes to appoint Clint Maze toi the Commercial Development Authority. The Mayor declared Clint Maze appointed toi the Commercial Development Authority. The Mayor then moved tot the: seventh item of new business, a Resolution Declaring Certain Items Surplus. The Mayor then moved toi the tenth item of new business, al Resolution to Approvea GMC. Agreement for Industrial Access Road (related tol Frogg Toggs). Adopt thel Resolution, Council Member Miller seconded and all voted yes. Mayor. Joslin then opened up the floor for public comment. Mr. Glen Cruze of Pine Lake Subdivision spoke at length explaining his recent ordinance violation charges/case: and recommending changes to Arab City Ordinances related toi fences. He gives history ofl he and his wifei in Pine Lake as well as specific issues with his lot and neighbors, especially related toi fences and barriers and problem with his neighbor. Also, hel has complained about his neighbor's dogs and has had no response. Hei is also concerned that the domestic power equipment time frame exception to the city's noise ordinance might apply tol home generators and needs tol be changed. Laura Upton of Autumn Creek says shel hasl been called into court by neighbors over her dogs barking and is concerned for herself and others because oft the vague "annoy" language of ordinance. She thinks the dog/cat noise violations should be more objective. With no one else desiring to comment, Council Member.
