PUBLIC COMMENTS Joe Bristow commented on behalf of 4 neighbors, all of whom live adjacent to the Olive Grove subdivision. Emphasized that the 4 acres ini the center oftown is a large fire hazard Mr. Jordan gave public comment about same area, shared concerns that the weed abatement process takes too long to produce results,and requested a way for weed Kate Laddish commented as Chair of the Natural Resources Commission and offered more weed abatement collaboration between that commission and City of Winters staff. Mr. Jordan reiterated a need for a faster process and requested a date for when weed and that needs to be abated as soon as possible. abatement to happen more expeditiously. abatement will occur for the 4-acre parcel in Olive Grow subdivision. Kate Laddish commented in support of an additional one-percent general sales tax ballot Council Member Casavecchia commented that he is not opposed to a sales tax ballot measure but thinks the process needs more time and research. In lieu of that, voting no. Motion by Council Member Loren defer citywide assessment adjustment to 2025 and to adopt Resolution No. 2024-46, Resolution No. 2024-47, and Resolution No. 2024-48 placing a one-percent general sales tax measure on November 5, 2024, ballot. PUBLIC COMMENTS: Paul Myer commented with emphasis on skunk-like odor that some plants generate and recommended that the ordinance be altered to prohibit cannabis plants that cause a skunk-like odor. Cathy Woodmant commented in support of Paul Myer's recommendation. Kate Laddish commented in support of altering ordinance to address skunk-like smell John Crespo commented in opposition to any change to outdoor grow and emphasized from some cannabis plants. that' Winters residents voted fori it in its present form.
