Councilman R. Walker gave the invocation. Upon the call ofroll, the following were found to bej present: Councilman R. Walker Councilman K. Walker Councilman Ivy Councilman Howell Councilman Moss Mayor Nelson was absent. Christie filledi in for City clerk and City attorney was present. Minutes from the council meeting held December 8, 2011 were presented. Councilman Moss made. ai motion to accept the minutes from the previous meeting. Councilman R. Walker seconded, all favored, none opposed, motion carried. Minutes from the council meeting held December 22, 2011 were presented. Councilman R.Walker made a motion to accept the minutes from the previous meeting. Councilman Howell seconded, all favored, none opposed, motion carried. Minutes from the special council meeting held January 4, 2012 were presented. Councilman Moss made aj motion to accept the minutes from the previous meeting. Councilman Howell seconded, all favored, none opposed, motion carried. CITIZENS. ADDRESSING THE COUNCIL Mr. Tim Ryals has a concern about the dump trucks traveling through the city with steel on the back. When the trucks stop the steel is falling off of the trucks into the street. ChiefTaylor states that a couple of citations have been wrote to the steel and concrete trucks coming through town. Chief Taylor states that the concrete plant states that they have been before council and that council gave them permission to travel from Service Rd, Lister Dairy to get to Hwy 43. Council states that is not what was said, the council said they had to go shortest route which would be to Mr. Wayne Fisher asked for an update for the paving project of Guthrie Lane. Councilman Howell states that they were waiting on the reconfiguration and finalization of Quinnellly Rd. Mr. Erwin states that all projects on the pay as you go have been through the process and ready Mr. Joseph Adams is leasing the building in the Shell station and would like to open a liquor store. Councilman Ivy and Mr. Erwin state to get the state license permitted and then bring it travel the interstate to Hwy43. to go. back to council. No business RESOLUTIONS, ORDINANCES OTHER BUSINESS PLANNING COMMITTEE Mrs. Leanne Green states that the board has two (2) applications for the next meeting. Councilman K. Walker asked about the business called Skinners. Mrs. Leanne states he did not come before the board. Council states to send Building Inspector around to the business to check itout. No business No business ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION UTILITIES AND SENIOR CITIZENS Ifmore bring back to council. Councilman Moss states that 3 lights need to be fixed outside oft the Sail center. Councilman Moss second, all favored, none opposed, motion carried. Councilman K. Walker: made a motion to purchase lights to fix if the price is $250.00 and under. FINANCE Councilman Moss presented the bills to pay Councilman Howell made ai motion to pay bills as presented. Councilman R. Walker second, all favored, none opposed, motion POLICE AND FIRE Chief Taylor states that the radios are going to be reprogrammed and replaced beginning in March. Chief Taylor states that in order for radios to be replaced, they have to be in working order and the police department has 6 radios that do not work. Chief states that Hurricane 's will fix the radios for an estimate of $1500-52,000.00. Chief states that if the price goes over he will bring back to council. Councilman K. Walker made aj motion to repair radios through Hurricanes'. Councilman Moss second, all favored, none opposed, motion carried. Asst. Fire Chief Randy Fleming states that the Fire department will have to do the same thing Asst. Fire Chief Randy states that the fire department sewer lines are backing up again due to the add on to the building. Asst. Fire Chief states that Chief Reeves has got a quote from Mr. Rooter for $7,850.00. The quote also states the reason for the backup is because the drains has several low spots in the slab and the pipe is not designed to be under a lot of weight when put in. Mr. Rooter Company ran a camera thru the pipe and found 5 low spots, 3 holes in the pipe and a 90 with the radios being reprogrammed. degree angle which is not supposed to be used in a drainage pipe. Councilman Howell states to get a few more estimates. Councilman K. Walker states he knows someone that will do it for $3500.00. Councilman K. Walker states he will get a licensed plumber tol look at it. Council asked ifit was possible to move the bathroom to the front oft the building. STREETS Councilman R. Walker states that everything is working sO far. Councilman R. Walker talks about all the trash on the streets and ask for the citizens to help out by getting tag numbers of people that is throwing trash on the ground and turn it in to the police Councilman K. Walker state that the police department has been doing an Chief Taylor presented Officer Doug Kirkland with a certificate of appreciation. Chief Taylor presented Officer Ronald Moody with Officer ofthe Year award. These two officers could not be in attendance of the Christmas dinner when the awards were given. Councilman K.
