Upon the call ofroll, the following were found to be present: Mayor Nelson Councilman K. Walker Councilman Ivy Councilman Moss Councilman Howell Councilman R. Walker City clerk and City attorney were present Minutes from the council meeting held March 8, 2012 were presented. Councilman Ivy made aj motion to accept the minutes from the previous meeting. Councilman Moss seconded, all favored, none opposed, motion carried. Tim States ditches are draining well since Street department worked ont them. CITIZENS ADDRESSING THE COUNCIL Mayor states Bobby and David are doing an awesome job. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mayor states Jay Ross delivered the lease agreement and the city needs to make a decision on accepting it. Councilman K. Walker made ai motion to accept the lease agreement. Councilman Ivy second, all favored, none opposed, motion carried. General discussion about park maintenance, Ms. Ludgood wants to remove pilings from the Gunnison Creek; she is concerned about the safety. Councilman K. Walker states he hates to see them go. A resolution was] presented a previous meeting for residents ofl Magnolia Court to annex into Creola. A petition was given to residents giving them the opportunity to voluntarily annex or not. Petition was returned to the city clerk after completion. Mayor Nelson read the names requesting annexation from the petition. Councilman K. Walker made ai motion to accept the resolution and petition final passage. Councilman Howell second, all favored, none opposed, motion carried. Mayor gave brief update on school situation from the small amount ofi information provided tol him. On decision from State no one. knows for sure. Mayor states that the Creola citizens asked for ai transfer policya at the last meeting and need to know what tuition would be. Mayor and Council had general discussion on the amount oft tuition. Mayor states that Saraland has annexed to the Canal house. Mayor Mayor states he has been hearing rumors about Creola annexing into Satsuma. Mayor states he met with Mayor Stewart and told him that the he can'tr make that decision that the citizens would have to make that decision. Councilman Howell states that Satsuma only wants parts of Creola. Mayor states he has also talked to the Mayor of Saraland. Mayor states iti is the citizen's decision on what they want tol happen. A citizen states that he appreciates what the council is doing for the children and the school issues and the has been speaking to land owners about Creola going to canal as well. effort he has made to stay informed and pass the information on to the citizens. PLANNING COMMITTEE Councilman K. Walker states that Mr. Mark Locklin came in to put up bill boards and also looking at property for Whataburger and a hotel. Council K. Walker states they need to know if Mr. Riley Chestang lot is big enough, Ifnot they said they will be speaking with Sandy Howard about different property. Mayor states that the 2 signs have been approved by the: zoning board. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION No business Councilman Howell states that the benches are installed and will be covering them with top at a later date. UTILITIES AND SENIOR CITIZENS Councilman Moss states that the floors at the SAIL center need to be waxed. Council states that the motion has already been passed to get the floors done every 6 months if needed and the center has the money. FINANCE No business POLICE AND FIRE Councilman Ivy states that the police department needs to hire a part- time dispatcher. Councilman Ivy made a motion tol hire a part time dispatcher. Councilman Howell second, all favored, none opposed, motion carried. STREETS Councilman R. Walker states they need a tractor and bush hog. Councilman R. Walker states he needs suggestions on where to get a good commercial type tractor and bush hog. Councilman K. Walker states to check with the State of Alabama for an auction. Councilman K. Walker states that he and Councilman R. Walker will go to the auction at the end of April to see what they have. Councilman R. Walker states Bobby needs side arms for one ofthe tractors and batteries. Councilman K. Walker made ai motion to; purchase batteries and side arms for John Deere. Councilman R. Walker second, all favored, none opposed, motion carried. Mayor states that the city got $80,000 for striping from the CDBG money; it was seen in the paper for comments. Councilman Howell wants to know does the council need to make a list of which roads need it. Mayor states that the roads have to meet certain criteria and qualify to use Mayor states that activity should be starting on Guthrie, Quinley, and Crisswell by end of. July Mr. Moss states that Mr. JR states that he talked to county and when the water lines are moved Councilman K. Walker asked to get Commissioner Ludgood and County Engineer Bill Melton to Mayor states he will get Mr. Marks, a citizen that lives on Ducey, to go with him to the county money on: roads. they should bel bid out. on Bell they should start working on the road within 65 days. come up and look at the standing water in ditches and talk about getting some work done on Ducey Rd. Councilman K. Walker says he needs rocks. ADDITIONAL NOTES A Citizen on Lister Lane asked what would be a realistic time frame on working on the drainage issue. Mayor states it would take some time, he would have to give a false time frame. Mayor asked the attorney if he had an answer to the question about building inspector taking a city car home. Mr. Erwin states there should not be any prohibition with a part time employee using a take home vehicle, Mr. Erwin cautioned to draft a policy for certain position and take home cars. Mayor states he will draft a policy and have it for next council meeting. Councilman K. Walker asked where the city employee buys gas from. Chief Taylor states they Mr. Moss states he has been getting gas at Pilot. Council states go to Chevron or Shell, not Mayor states back in 1998 the council passed a bond issue where they borrowed $690,000 and paved 5 streets. Mayor states that they can only pave one street every four years with the pay as Mayor spoke about a new bond to pave street and recommend doing another bond for $400,000 to pave 3 more streets and do some drainage work.
