INTRODUCTION OF OFFICER ADMINISTERING OATH Mayor thanked everyone, recognized ChiefReeves and ChiefTaylor. Mayor introduced oath administrator, Judge Jay Ross. ADMINSTRATION OF OATH OF OFFICE IN DUPLICATE Judge Ross administrated the oath ofoffice to all council members. PRESENTATION OF NEW ADMINISTRATION  ROLL CALL Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilman Moss Councilman Howell  NOMINATIONS FOR PRO-TEMPORE MAYOR APPOINTMENT Councilman Howell made motion to appoint Councilman Ivy for Pro-Tempre mayor. Councilman Moss second, all favored, none opposed, motion carried.  ESTABLISHMENT OF TIME AND PLACE OF REGULAR MEETINGS    Councilman Moss made a motion for regular scheduled meeting to be held at city hall at 6:00pm  instead of7:00pm every 2nd and 4th Thursday of the month. Councilwoman Greene second, all favored, none opposed, motion carried.  Mayor asked city clerk to post the next meeting in November to November 13, due to the next  meeting falling on Thanksgiving Day. ADOPTIONS OF RULES OF PROCEDURE  Councilman Howell made a motion to continue using the Roberts Rule of order for the meetings.  Councilman Ivy second, all favored, none opposed, motion carried. APPOINTMENT OF COUNCIL COMMITTEES Mayor appointed the council to committees as follow:  Councilwoman Greene Councilman Moss Councilman Heathcoe Councilman Ivy Councilman Moss Councilman Howell zoning board.  Finance Finance Streets Police & Fire Utilities /senior building recreational parks  Councilman Howell made a motion to appoint Councilwoman Greene to the Planning and  Councilman Heathcoe second, all favored, none opposed, motion carried.  MUNICIPALJUDGE APPOINTMENT  Councilman Moss made a motion to reappoint Judge Jay Ross for the next 4 year term. Councilman Howell second, all favored, none opposed, motion carried.
