Councilman Heathcoe gave invocation. Upon the call ofroll, the following were found tol bej present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilman Moss Councilman Howell City Clerk was present. Minutes from the council meeting held on December 13, 2012. Councilman Ivy made a motion to accept the minutes from the last meeting held. Councilman Moss seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSINGTHE COUNCIL Ms. Sarah Atchison states that the City Facebook/ Voices of Creola Page is going well. RESOLUTIONS, ORDINANCES OTHER BUSINESS No business PLANNING COMMITTEE Councilwoman Greene spoke with owner of Creola Mart about moving trailers in behind the building and possibly renting them out, she told him no and that he needed to come to the Councilwoman Greene states that the new maps are nearly done hopefully will have final on planning committee meeting on Tuesday for any additional questions. Tuesday the 15th. Mayor spoke about the current county maps showing that Ducey Rd is in the city of Creola. Mayor states that the lady with SARPC: is researching this issue and will get back with city. Ms. Sarah asked ift there was anything on map about Walker lane, Mayor stated he does not think sO, that Attorney Ross states that the street can be used but not as a public road, that the city cannot put rocks on the street. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION No business Councilman Howell made ai motion to fix bleachers at the park. Councilman Ivy second, all favored, none opposed, motion carried. Councilman Howell made a motion to spend $700.00 or less for power washer. Councilman Ivy second, all favored, motion carried. Tommy, owner of Creola Mart seafood states to come by the store and he could sell the city one Councilwoman Greene states she has spoken with Tommy, owner of Creola Cajun market about doing a crawfish festival on April 19-20, 2013 for a fund raiser to benefit the Volunteer fire department. The volunteer fire department would work and sponsor the event and percentage would go back to them. Tommy would help out with entertainment and other businesses could buy a booth to set up and sell items. Tommy spoke about crawfish festival history that he has helped put on. Mayor states the council will talk to the attorney about liability, and for Mr. atar reasonable price. Tommy to get aj presentation together and bring back to the next meeting. UTILITIES AND SENIOR CITIZEN Councilman Moss states everything fixed at senior center. The center isi in need ofa new: flag. Council wants to know if Chief Reeves can inspect the fire extinguishers in the future. Chief Taylor states ChiefReeves refereed us to this company sO we. may need to continue using them. FINANCE Councilwoman Greene presented bills and finances. Councilman Howell made ai motion to accept the financial report. Councilman Ivy seconded, all: favored, none opposed, motion carried. Councilman Moss made a motion to pay bills as presented. Councilman Heathcoe seconded, all favored none opposed, motion carried POLICE AND FIRE No business STREETS Councilman Heathcoe states that two tractors have been sold. Councilman Ivy, states that he and Bobby went to look at. Ford and John Deere tractors. Mayor wants to fix dump truck and sell it. Councilman Moss made ai motion to fix dump truck and sell. Councilman Ivy second, all favored, none opposed, motion carried. ADDITIONAL NOTES Mayor states the county will open the sealed bids for Quinley, Criswell and Guthrie Rd on1/16/13 for paving. Mayor would like to pick up rocks off oft these roads and reuse within the city. Mayor states he has been talking to CDBG grant money for striping. They have released $80,000 to the City of Creola for striping but there is al hold up on1 the paper work process. Mayor states that the county will distribute the money between Dead lake Rd, Oak tree, Lister dairy Rd, I-65 service Rd, Ellison Ave, Hardy Dr, Quinnellly, Carol Ln are on the list to be Mayor states that Radcliff Rd is moving forward. Mayor states that a few weeks ago he had a meeting with the axis citizens and they showed no interest to be part oft the Creola strategic plan. Ms. Venus Davis with the Creola community project would like to do more events like Yard of month, needs to find out the process of signs, would like a small budget, Mayor and Ms. Venus would like to start the founders' day again, citizen of year, Business of year, maybe a pet in the Mayor asked the Council to set a budget for community group and bring back to next meeting. Councilman Howell states he would like to have ai meeting with Advance disposal. Councilman Ivy made a motion to cut tree down for $500.00 or less on Bentley Rd. Councilman Moss second, all favored, none opposed, motion carried. Councilwoman Greene will go look at the tree and see ifthe fire department can do anything with it. Councilman Heathcoe states Mobile County Municipal Association will meet in Saraland on striped. park day. January 17,2013. A citizen states that there is pothole on Theophilus that needs fixing. Mayor spoke about starting the rental property inspection. Mayor states he asked the building inspector to check with our neighboring cities to see how they do there rental property. Mayor Mr. Tim Ryals states people under tree have no license. Kim stated yes they do, each of them Mayor presented bids for replacing or repairing the roof over the fire department and storage building, some of the bids did not have all of the details necessary, the bidders will be contacted states they should have something to bring to the next meeting. have come in to get peddlers license, some even have paid for a whole year. and a decision will be made after that.
