Rev. Chambers gave invocation.  Upon the call ofroll, the following were: found to be present:  Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilman Howell Councilman Moss was absent City Clerk was present.  Minutes from the council meeting held on February 14, 2013.  Councilman Ivy made a motion to accept the minutes from the last meeting held. Councilwoman Heathcoe seconded, all favored, none opposed, motion carried.  CITIZENS ADDRESSINGTHE COUNCIL  None  RESOLUTIONS, ORDINANCES OTHER BUSINESS Mayor introduced ordinance 2013-003 prohibiting smoking inj public places. Councilman Howell made ai motion to introduce ordinance 2013-003. Councilman Heathcoe second, none opposed, motion carried.  Mayor states to bring the ordinance back after the council looks over it and vote on it at the next Mayor states that the county will start paying lodging tax on the marina under the Lodging tax  meeting. ordinance.    Mayor explained that there was a problem with the annexation on Ducey Rd. Mayor states that within the next couple ofmeetings there will be a correction that will be voted on. Mayor states that 160 acres on Radcliff may be annexed and would like ai motion from the city to pay for advertisement, any legal advice and associated cost related to annexing property on Councilman Howell motioned for city to pay for any and all related expenses to the annexing of  Radcliffrd. 160 acre on Radcliff rd. PLANNING COMMITTEE  Councilman Ivy second, all favored, none opposed, motion carried.  Rev. Chambers states they are still waiting on maps.  Rev. Bill Chambers asked how property was annexed accidentally on Ducey Rd. Mayor explained how the property was annexed and howi it willl be fixed.  Rev. Bill Chambers states American Tank wash needs to still get aj permit for the new sign, After looking at the plans before the meeting it was noticed that the tank wash company had already submitted plans with the sign that the committee may have overlooked. City clerk will contact  representative and have them come up and pay: for aj permit. ZONING BOARD OF ADJUSTMENTS  Councilwoman Greene states city passed ordinance to extend planning area up to 5 miles to include subdivision. Councilwoman Greene asked what did that actually cover and how did it affect mobile homes and things. Council have general discussion about planning area- SAPRC  will bring opinion back and the board will bring back to next meeting.  PARKS AND RECREATION  Councilman Howell states he got a contact person about trees from Major Holt and will give the Councilman Heathcoe asked if the hand rails were up on the bleachers. Councilman Ivy made a motion to send Sargent Melvin Taylor to attend street crime seminar in  Birmingham on April 3,2013 for the amount of $400.00.  Councilwoman Greene second, all favored, none opposed, motion carried.  ChiefTaylor spoke refinancing loans tol buy new cars, he asked ifl he could pursue this with Kim, Chief Jeff Reeves needs fuel filter fixed on the rescue truck estimated price to fix around  Mayor states that he can check into it but take no action.  $250.00,ifiti runs over the amount ChiefReeves will bring it back to council. Councilwoman Greene made a motion to get rescue truck repaired. Councilman Heathcoe second all favored, none opposed, motion carried. There will be a community watch meeting on March 5 at 6pm  Chief Reeves states that the boy scouts will have a pine wood derby at the senior center this  Saturday. STREETS  Councilman Heathcoe states the street department has been busy cleaning ditches and has asked Mayor states that a shed needs to be purchased to protect to tractor and all of the other  police department to look out for burning leaves in ditches.  Mayor states that a 50 horse power tractor with bush hog has been purchased. equipment. A price was presented by Trotter for 20x21 shed for $1,045. Councilman Howell made ai motion to buy shed from Trotter's. Councilman Ivy second, all favored, none opposed, motion carried. Mayor states that counter weights need to be put on tractor.  ADDITIONAL NOTES  Mayor states that on Quinley, Crisswell, and Guthrie, He is trying to preserve Oak trees. Mayor states Walton construction have been awarded the contract to pave streets. Mayor states that the CDBG striping money is moving forward. Mayor states that the County did not approve fire truck or Lister Lane, But Oak tree was approved on the 2012 pay as you go program and resurfacing of Rio Honda drive. Councilman Ivy states Bobby needs rocks but they are not being sold, asked for suggestions on Mayor states that Mr. Bill Melton states that a $150k grant for Crenshaw Park has been  other places to get rocks from.  approved.
