Mr. Bill Crisswell gave invocation. Upon the call ofroll, the following were found to be present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilman Howell Councilman Moss was absent City Clerk was present. Minutes from the council meeting held on January 24, 2013. Councilman Heathcoe made ai motion to accept the minutes from the last meeting held. Councilwoman Greene seconded, all favored, none opposed, motion carried. CITIZENS. ADDRESSINGTHE COUNCIL Mayor welcomed reporter Mr. Mack. Ms. Becky asked if any news about school situation. Mayor says the responses have been vague, some parents stated that several kids were removed from the system that were nonresidents but no other details were given to them. Mayor has spoken with Saraland school system representative. Mayor gave a general update on system progress and expansion projects. Mayor wants to set up a tour of the schools for citizens. Mayor states he will send out flyer to get citizens support and information. Ms. Beck state's children aren't getting quality education at Satsuma. Councilwoman Greene asked if the presentation of the schools was about annexation. Mayor states no, just a tour of school. The council and citizens have a discussion about school and annexing or not. The Citizens want Mayor to pursue presentation and touring the school only. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mr. Chambers asked about the smoking ordinance. Mayor states nothing has been done but will bel brought back at the next meeting. Mac'si is non-smoking inside. Eddie Menton needs council support for the next term for the Racing Commission. Councilman Howell made ai motion for Mobile county Racing. Councilman Ivy second, all favored, none opposed, motion carried. PLANNING COMMITTEE update ifnecessary. Zoning books are coming, SARPC and the board will be going through books to simplify and Mayor says the county made a mistake in filing annexation papers several years back, he states that an amendment is being prepared to correct the issue concerning parcels in Ducey Road area. Mr. George Knight states residents voted from Ducey Rd. Councilman Howell states county needs to figure out discrepancy. Open Arms ministry will be at next meeting to open ai thrift shop. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION available to citizens also or just the city. UTILITIES AND SENIOR CITIZEN No business Major Holt wants to donate trees, will contact and get back to council. Mayor stats ask if All ok, Rio Honda has pot] hole that needs to be looked at. Councilwoman Greene presented bills and finances. FINANCE Councilwoman Greene made ai motion to accept the financial report. Councilman Howell seconded, all favored, none opposed, motion carried. Councilman Ivy made ai motion to pay bills as presented. Councilman Howell seconded, all favored none opposed, motion carried Councilman Howell asked Kim if we are. receiving revenue for lodging at marina. Kim states that Mr. Jay Ross will check into that. POLICE AND FIRE Police Department -1 nothing Councilwoman Greene states that the steering pump is out on Jeff Reeves car. Mobile county Fire association dues are due. Councilwoman Greene made a motion to pay the Mobile county Fire Association dues in the amount of $150.00. Councilman Ivy second, all favored, none opposed, motion carried. Four people are going to Fire College, the cost is $23.00 per person, and the city will as always provide meals, lodging and travel. Councilwoman Greene made ai motion to send four people to Fire College. Councilman Heathcoe second all favored, none opposed, motion carried. Council stated it was ok for Lee Anne to use Sail center March 4 and March 14 if not already Councilwoman Greene made a motion to use Sail Center on March 4 & March 14. Councilman Heathcoe second, all favored, none opposed, motion carried. Need volunteers for community group, spoke about upcoming projects. Councilman Ivy second, all favored, none opposed, motion carried. booked for MFA and LEPD meetings. Councilman Howell made a motion for the community group to host a yard sale at the pavilion on March 23, 2013. Councilwoman Greene made a motion for the community group to start with $1,000 in the group account. The report must show up on the financial statement giving during council meetings. Councilman Howell seconded, all favored, none opposed, motion carried. STREETS Dump truck sold Bids for tractor were open. $20,975.00 total $20,979. 1. Toomey presented a bid for Kubota tractor /4wd $18,350( 6ft Bush Hog $2625.00) total 2. Beard presented a bid for John Deere 3 year old with a 5 year warranty and Bush hog 3. King line presented a bid for gear box 6 year warranty for $23,359. 4. Councilman Howell states to buy the tractor with the best warranty,just) have Kim or the Mayor toc call and compare warranties and then order tractor. Table bids until warranty issue answered. Councilman Ivy made a motion toj purchase the tractor and bush hog with the best warranty. Councilman Howell second, all favored, none opposed, motion carried. ADDITIONAL NOTES Councilman Howell asked for the rate for ball park lights. Mr. Tim Ryals asked ift the city was annexing Creax Rd- must check to see ifcontiguous. Mayor will check. John Walton construction awarded paved contract Striping project moving county to solicit bids Uverse 2nd quarter hall branch area CDBG lister and fire truck submitted- no meeting yet. Bond meeting asked council to consider bond opt to pave roads refinance bond 1% cheaper than current rate, Council members and Avis Walker says that drainage should be considered first before paving ori it will be useless.
