Pastor Ellen Leslie gave: invocation. Upon the call ofroll, the following were found to be present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilman Howell Councilman Moss was absent Mayor read letter from Councilman Moss and asked for special prayer request. City Clerk was present. Minutes from the council meeting held on March 14, 2013. Councilman Heathcoe made a motion to accept the: minutes from the last meeting held. Councilman Howell seconded, all favored, none opposed, motion carried. CITIZENS, ADDRESSING THE COUNCIL Rev. Bill Chambers brought representatives from Creola Church communities to support the A gentleman that has 7 1/2 acres on Lyons Rd wants to get drainage ditch dug out and then built up. Mayor states that he does not think Lyons isi in city but he will see what he can do to help. A gentleman states he called police department about someone shooting 60 rounds and the police department said nothing can be done because it is in the county. ChiefTaylor spoke on this issue and explained that it isn'ti illegal to shoot in certain areas, and the area the gentleman called about smoking ordinance. Mayor states that Bell Drive has been paved. the shooting is allowable as long as it isn'tin a dwelling or near a residence. Mayor asked the citizens to call back ift the problem occurs again. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mayor and council looked over and discussed smoking ordinance; Mayor and council have a long discussion about the ordinance. Council will have work shop to talk about ordinance on 3/28/13 at 5:00pm. PLANNING COMMITTEE Ar meeting is planned for March 19 at 6pm. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION No business Councilman Howell states that Major Holt would like to put up a 3 foot fence around the soccer field. Councilman Howell made ai motion to let Major put up: fence. Councilman Ivy second, all favored, none opposed, motion carried. Councilman Howell states that Advance Disposal garbage/trash will still be picking up garbage and trash within the city limits of Creola but will not be collecting outside city limits. Councilman Howell states they will be picking garbage not household trash ever Monday in City Mrs. Davis spoke about the Creola Community group activities. They have been speaking with representative from Keep Mobile beautiful and would like to do a cleanup day in Creola. The group will hold a meeting to discuss the cleanup day on 3/21 at 6pm. Mr. and Mrs. Brown on limits for a short time. Sheffield circle received yard of the month. UTILITIES AND SENIOR CITIZEN 3/19/13. at llam, all are welcome to attend. Creola Methodist church is giving a fried fish senior lunch at the Creola Senior building on FINANCE Councilwoman Greene presented bills and finances. Councilman Ivy made a motion to accept the: financial report. Councilwoman Greene seconded, all favored, none opposed, motion carried. Councilman Ivy made a motion to pay bills as presented. Councilman Heathcoe seconded, all: favored none opposed, motion carried POLICE. AND FIRE Councilman Ivy states that there is an opportunity to purchased Two 2010 Crown Victoria cars for $24,000. The police department has $4,000.00 in there fund to pay down and would like to borrow $17,000 from the general fund. The police department would pay it back in 5 months through the task force refunds. Councilman Ivy made a motion to purchase the 2 cars. Councilman Heathcoe seconded, all: favored, none opposed, motion carried. Mayor recommends to the council to remove ChiefTaylor from exempt status pay ChiefTaylor for over time instead of comp time. Councilman Ivy made a motion to pay ChiefTaylor over time. Councilwoman Greene second, all favored, none opposed, motion carried. Councilwoman Greene states that Chief Reeves has not got a quote for rescue 1 and He will also have to talk to another mechanic due to the mechanic that he had chosen does not have the equipment but it will not go over: $250.00 ori it will be brought back before council. STREETS will try to check into it. check into. Councilman Ivy states he went with Bobby to look at a ditch on Ellison Ave. Mayor states he Councilman Howell states that on the west side of old Hwy 43 there is a drainage problem and culvert problems which causes property on Carol Lane to flood, this is something that we need to ADDITIONAL NOTES Mayor states that the county is moving forward with Quinnellly, Crisswell and Guthrie and should be equipment on Brown Rd lateri in the month. Mayor states that the CBDG striping is moving forward. Mayor states that the refinancing bond issue is moving forward as well. Mayor states that the shed has been ordered for the tractor. Mayor states that he is trying to get a meeting with commission Ludgood about property on Councilwoman Greene states that the mobile county association and the LEPC thanked the city. A citizen asked about the red light at Jackson Rd. Mayor states that he was told that they will Councilwoman Greene states that the community development group is having a yard sale at the park pavilion on Saturday, March 23 at 7am.
