Councilman Howell gave invocation. Upon the call ofroll, the following were found to be present: Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Mayor Nelson absent Attorney Johnny Lane and City clerk were present. Minutes from the council meeting held on, September 26, 2013 were presented. Councilman Howell made ai motion to accept the minutes from the last meeting. Councilwoman Moss seconded, all favored, none opposed, motion carried. The October 10 meeting has no minutes due to lack ofa quorum. Minutes from the special council meeting held on, October 18, 2013 were presented. Councilwoman Green made a motion to accept the minutes from the last meeting with the correction of Mayor's vote being changed to yes from abstained. Councilman Howell seconded, all favored, none opposed, motion carried. CITIZENSADDRESSINGTHE COUNCIL None RESOLUTIONS, ORDINANCES OTHER BUSINESS was just showing support for the Marina to stay the same. Councilwoman Green introduced the river delta Resolution. Councilwoman Green made ai motion to introduce the river delta resolution. Councilman Howell seconded, all favored, none opposed, motion carried. The resolution must be posted and brought back to next meeting. Mayor pro-tem Ivy asked for explanation of the River Delta resolution, it was explained that it Councilwoman Green made ai motion to suspend the rules for the bank resolution. UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that a request was mailed on October 15 to Commissioner Ludgood asking for computer and printer for the senior building. FINANCE November 4 at 6pm. Councilwoman Green made a motion to have a meeting with the police and fire chief Monday, Councilman Howell second, all favored, none opposed, motion carried. Councilwoman Green reported for the Community development group. The upcoming Halloween contest will be from 3-5pm at Studio 43.The Chevron donated 100 pizzas and the Dollar General donated $30.00 in candy. The contest will be for children dressed up from ages Councilwoman Green states that the Christmas parade will be on December 7. STREETS Councilman Howell spoke about a wreck on Lister Dairy that broke a culvert and it needs to be fixed. Councilman Howell asked chief to contact whoever is responsible or their insurance Councilman Howell spoke with advance disposal about some problems and Councilman Howell states to call Mr. Jordon Scott for all issues. Councilman Howell states that the city agreement with Advance disposal says they pick up on the 1St and 31d Monday of the month for outside debris. Councilman Howell states he told them there was a problem with the cans being left in the street ori in the drive ways and he was told this should not be aj problem anymore. The billing Mrs. Becky Smith said that someone has dumped piles of limbs on service road. What can be done for things like this? Council advised that if they knew who was dumping it should be reported, Mrs. Smith stated that she wasn't sure but Kenny Walker stated that he knew who was dumping the limbs and that they did not have garbage service. Mr. Kenny walker complained about garbage being dumped out at the end of streets also, they will get a number to contact Mr. Kenny Walker states he is mad with the mayor for signing off on Quinley Lane and the stop sign has not been replaced. What can be done? Mayor Pro-tem said that he had no answer as to whether the project was signed off on or not sol he would need to address the mayor. Councilwoman Green states Quinley Road and Criswell Rd needs to be addressed. Councilwoman Moss asked is it legal to send letter to whoever is dumping debris at the end of street. The attorney, Johnny Lane states that you need proof of who is dumping in order to send Councilwoman Moss made a motion to send letter to whomever Mr. Kenny Walker saw dumping debris.
