Rev. Chambers gave invocation. Upon the call ofr roll, the following were found to be present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Attorney Johnny Lane and City clerk were present. Minutes from the council meeting held on, December 12, 2013 were presented. Councilman Heathcoe made ai motion to accept the minutes from the last meeting. Councilwoman Moss seconded, all favored, none opposed, motion carried. CITIZENS. ADDRESSINGTHE COUNCIL No Business No business RESOLUTIONS, ORDINANCES OTHER BUSINESS PLANNING COMMITTEE Mr. Chambers states that an emergency meeting will be held after this council meeting. ZONING BOARD OF ADJUSTMENTS No business CM 1.9.14 Page 1 PARKS. AND RECREATION Councilman Howell asked about the community group using the tax id number. Councilwoman Moss states that the tax id number has already been set up. It was done November 1, 1993 under Creola Community Development Organization Inc. and it is a separate entity. They have the identification number and it is through the Alabama Secretary of State. The only thing that is needed is for Ms. Gaynell Lynch to sign off for someone else to be responsible and a new group formed. Mr. Johnny Layne states to hold a meeting and form new board. The park committee needs to hold ai meeting. Mayor suggests calling Mrs. Jackie Stewart about the board because she was one of the original members. UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that they are checking into the checking account fort the senior center. The seniors sent a thank you note for the Christmas baskets. Councilwoman Greene read report and gave bank balances. Councilman Howell seconded, all favored, none opposed, motion carried. Councilwoman Greene made a motion pay bills as presented. Councilman Ivy seconded, all favored, none opposed, motion carried. January bills total $2835.64 COMMUNITY GROUP Councilwoman Greene states that a meeting will be held this coming Tuesday at 6:30pm; the last meeting was rescheduled due to weather. Mrs. Davis states they will be discussing ideas for Mayor asked if the group, the Community Development Organization can combine with Community Group since they primarily have the same goals. Mr. Lane said there would be no community events this upcoming year and all were welcome. problem with that, they. just need tol have a meeting to make it official. POLICE AND FIRE cost around $110.00 CM1.9.14 Councilman Ivy states that Mr. Melvin Taylor has retired and would like to get him ai retirement plaque with his badge. Chief Taylor states that they would like to retire his badge and it would Councilman Ivy made a motion to purchase the retirement badge for Melvin Taylor. Councilwoman Greene second, all favored, none opposed, motion carried. Chief Taylor would like to present Melvin Taylor with his duty gun but needs council approval to sign title over. Councilman Howell made a motion to sign Melvin Taylor gun over tol him Councilman Ivy second, all favored, none opposed, motion carried. Mayor and Councilman Ivy would like tol be notified to be able to present it to him. STREETS Councilman Heathcoe states that there are a lot of pot holes and also Holmes road is in bad Mr. Kenny Walker asked about the street striping. Mayor states the 1st meeting in January it Mr. Boucher asked what had come oft the fire truck repair that broke down in Saraland. Someone had said that the Lemoyne water fund might be available. Councilwoman Green states that the truck was fixed and it cost around $650.00.-9700.00 and it was paid for out of general fund. Councilwoman Green states that the Lemoyne fund is set up: sO that a Purchase order number has to be given and approved to receive funds from there. ADDITIONAL NOTES Councilwoman Green presented Officer Jason Shaw with a plague in memory of canine Officer Councilwoman Green presented Mrs. Darla Gray, Call News with a plague for loyalty and devotion in covering the cities home town stories and wanted to thank her for her time and effort Chief Taylor presented Gary Davis with the assistant chiefs badge, his wife, Venus pinned his Councilwoman Moss asked for a Resolution from the town clerk, Mrs. Kim to get the mail and Razor. and also being honest, thorough and fair. badge him. open the mail and present it to the Mayor. Councilman Heathcoe seconded, Councilwoman Moss rescinded her motion Councilwoman Moss made ai motion for Kim to get all mail from post office. Councilman Howell asked who is toj pick it up when Kim is not here. CM1.9.14 Page 3 Councilwoman Moss made a motion that Mrs. Kim is to pick up the mail and if Kim is on vacation then Mrs. Linda is to pick it up or someone that Kim delegates if she is not available. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilwoman Moss states that the position for Mayor pro-tem should be set up on 6 months service at a time per each council member starting in. January to June and SO on. Councilwoman Moss made a motion to rotate mayor pro-tem when the mayor is out oftown. Attorney Johnny lane states that ifyou put this into effect it will be for each council term. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilwoman Green states that the municipal dinner is January 16 in Saraland at the Saraland Mr. Fisher asked the Mayor if the roads had been signed off as of yet. Mayor states that he has civic center. not sign off on anything yet. Adjournment Councilman Heathcoe made ai motion to adjourn the meeting.
