Rev. Chambers gave invocation. Upon the call ofroll, the following were found to be present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Attorney Johnny Lane and City Clerk were present. Minutes from the council meeting held on, January 23, 2014 were presented. Councilman Heathcoe made ai motion to accept the minutes from the last meeting. Councilwoman Greene seconded, all favored, none opposed, motion carried. CITIZENS. ADDRESSINGTHE COUNCIL Mrs. Casie Bennet states on Tuesday night the community group set all event dates for the year. Mrs. Bennet asked for the council to participate more with the community events. Mr. Definbaugh asked council to revisit the sewer: issue again and would like the city to make it mandatory. Mayor states that when they started this project, it would be an option for the citizens not mandatory. Mayor states that it would have to be done during a council meeting, would have toj put out a notice for Integra water sewer to be mandatory for citizens input. Mayor states that the council will honor what the citizens want. Mayor states he will talk to Mr. McDonald and will invite him down for the citizens to talk about sewer service. Definbaugh said no one asked him his opinion on sewer. CM 2.13.14 Page 1 Councilman Howell said when this process started if the citizens would have paid tap fee and bought grinder pump it was under $5,000.00. Councilman Howell stated that citizens could set Mr. Kenny Walker and Councilman Howell states that if enough people sign a petition for a certain area, then Integra said they would bring sewer. Mayor states that he will get in touch with Mr. Fisher states that at the last meeting there was not a lot updated. Mr. Fisher asked Mr. McDonald if he could guarantee each house hold sewer and if the price would be cheaper? Mr. McDonald is a business man and states that if everyone on the street hooked up it could be done but it would cost too much to only hook a couple of houses up on each street. Mayor will invite Integra down, put notices out and see what kind off feedback the citizens give about it. Mrs. Myers states that a lot oft the senior citizens may not be able to afford the price to hook up. Jeff Reeves introduced a youth named Lane Wright who is with Boy Scouts Troop 32 and is working toward getting citizenship pin. Mr. Reeves explains to receive this pin; he has to attend a meeting to observe how government operations work. Mayor invited Mr. Wright to come sit Councilwoman Green states that Mrs. Layla Knight had a goal of $400.00 dollars for the American heart association and she raised $431.00 and she was key student oft the month. up accounts at the Naheola credit union but no one participated. RESOLUTIONS, ORDINANCES OTHER BUSINESS No business PLANNING COMMITTEE Rev .Chambers states that they have a few things to cover in next meeting, like jurisdiction issues of certain areas that are outside of our city limits. Mayor states he can tell what the laws and codes say. We go out 5 mile on subdivision, it is 11-40-32- because he read it today in the subdivision ordinance and an agreement was signed with Commissioner Ludgood In 2012. Mayor states that ifitis a question about building inspection outside the city of Creola then we do not have authority to do inspections. Mr. Kenny Walker states that he thought they could inspect up to the police jurisdiction under the municipal book. Mayor states the City of Creola since 1978 until recently has not done an inspection outside city limits, but he has come to find out that a couple has been done. Mayor states he has talked to Pete Oliveria and will get the attorney Johnny Lane to check into it and bring a report back at the next meeting about going outside into jurisdiction and handling the flood zone administration and giving addresses. Rev. Chambers all parties needs to discuss at board meeting and get on the same page. Mayor Councilwoman Greene states that it is 1/18/14 at 61 pm if anyone is interested in coming. states he will be out oftown. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION No business Councilman Howell states that there is no business unless the lights issue is addressed. Mr. Kenny Walker asked about the bids for end of old 43. Mayor states that Mr. Bill Melton called earlier. Mayor states that he has the plans and should be moving forward around spring. CM 2.13.14 Page 2 UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that they need a sign pointing to the senior building location. Councilwoman Moss states that the check came in for $1500.00 from Commissioner Ludgood for Councilwoman Moss made a motion to purchase 2 signs (2sided) that says senior building to be put at Councilwoman Moss states that she is doing history on the City of Creola starting in the 1830's and she has found a cemetery on Faggards property. The history of Creola is very interesting and Councilwoman Moss states she would like to have 500 books published and sell for the scholarship fund for the school computer, copier, fax machine and printer for Sail center. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilman Howell made a motion pay bills as presented. Councilwoman Moss seconded, all favored, none opposed, motion carried COMMUNITY GROUP Councilwoman Greene states back in November Lenzing Fibers sponsored a turkey run on 11/23/13 and donated $500.00 to the Creola police and fire departments and a check $500.00 was donated to Dead lake marina and a check was donated to the Mobile Bay area food back for 500.00 and also 445 pounds of food that was donated by racers, Lenzing fiber, and Dance studio Councilwoman Greene states that they started a Creola citizen united group (CCU), officers have been selected, and there is a Creax scholarship program. Chief Jeff Reeves states that he took the brush truck down to precision to get it checked out and Councilwoman Greene states that $150.00 was paid to the Mobile County Volunteer Fire Councilwoman Greene states that the volunteer fire department made 17 medical calls in January Councilwoman Greene states that Johnathan Moss and Randy Flemings that are attending the ito cost $168.00. STREETS Councilman Heathcoe thanked everyone in the police department, fire department and Bobbie that helped put sand out. Councilman Heathcoe states that the weather has been bad; he sees the pot holes and will get them taken care of as soon as possible. Mr. Kenny walker states that Mr. Snow will work for minimum wage and they need someone else to help Bobby. Mayor states they will take a look into that option. Councilman Heathcoe states that they ordered over $1800.00 worth of street signs. Bobby is working real hard on getting them put out. Councilman Heathcoe and the Mayor state that they opened the bids yesterday (2/12/14) for street stripping but the county attorney has 30 days to review them. Councilwoman Greene thanked Assistant Chief Gary Davis for doing a good job during the ice storm. Chief Reeves was careful on medical calls, 1 officer slept in jail and 5 volunteer fire stayed at the office during the storm. ADDITIONAL NOTES Asst. Chief Gary Davis and Chief Reeves states that the gps are directing 18 wheelers to turn down Grimsley Rd over off. Jackson and the 18 wheeler are getting stuck trying to tur around to get out, can the city put up a sign that says no trucks thru, or no outlet. Councilman Heathcoe will check into it. The Leash Law ordinance will be ready next week. Councilwoman Greene states that it will cost $680.00 for the city sign and will add the senior Email rental agreement to attorney Johnny Lane to review and bring back to the next meeting. Mayor said the rental ordinance has been in place for 2 years and has not been enforced, city clerk said that the ordinance has been in place longer than that but the council hadn't acted on it, the inspector collected a list of property owners and is just waiting on the council to put it in sign. affect. CM 2.13.14 Page 4 Mayor spoke on property on Ducey Rd and the citizens over there that wanted to come into the city, the mayor said that the council needs to be careful of annexing in property, the city will be required to maintain upkeep once iti is taken in. Councilman Heathcoe and Councilwoman Moss Councilwoman Greene made a motion to work on existing annexation files, she understands that several residents have already signed to be annexed in back in 2006 but there hasn't been anything done in several year and she would like to assist anyone that wants to work on the stated that Ducey may be a good project to turn in on pay as you go. project to get it completed.
