Rev. Chambers gave invocation. Pledge of Allegiance was recited. Upon the call ofroll, the following were found tol be present: Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Attorney Johnny Lane was present. Christie filled in for City clerk. Minutes from the council meeting held on, April 10, 2014 were presented. Councilman Howell seconded, all favored, none opposed, motion carried. Councilman Ivy made ai motion to accept the minutes from the last meeting with the corrections. CITIZENS. ADDRESSINGTHE COUNCIL Mr. Bryan D'Angelo, running for District Judge, spoke to the citizens and asked for their support Mrs. Joan Stringfellow asked who was running against Mr. D'Angelo. He stated Mr. Jay York. A citizen states that Ducey Drive is sO bad that she can't get over there to see. her grandchildren. Mayor states that Councilwoman Greene is trying to get through Community Development Block grant to help with the road but as of right know everything is stating that Ducey Rd is a private rd. councilwoman Greene states that she is going to talk with Nicole at South Alabama Regional Planning Commission to see what help they can provide. Councilwoman Greene has also called SSAB about getting slag for $12.00 a ton. This is after the council finds out that everything is alright then they would like to have a meeting with the residents of Ducey to by voting on. June 3. Cm 4.24.14 Page 1 discuss how to handle the situation. Councilwoman Greene states that tonight they will make a motion to summit the CDBG for 2014 and at least it will be in for 2015. Mayor states he does not know to ask Mr. George Knight, who works with the elections. Mr. Knight states he does not know either to ask the people at the court house. Mayor Mrs. Lawana Brown asked how they can get it from being private to public Road. Mayor states first they have to determine ifi it is private or not. Mayor states that they have to do research to see ifit is or is not. Councilwoman Greene states that the road will have to be probated. Mayor A citizen states he lives on Lyons Drive, and the road is damaging his vehicle and the people are coming are tearing his property up by driving in his yard to keep from driving in the big holes on the road. It is a green sign on this road. Mayor states that they will check into seeing ift the roads Mrs. Janice Tarver asked what about all the petitions that they have signed to come into the city. Mayor states that the petitions had nothing to do with the roads, by signing the petition that was to bring your land into the city. Mrs. Tarver states that the road should be included. The attorney submitted to Cathy Byrd. have trouble getting down Ducey Drive. he has come across states that Ducey is a private road. states that he is not going to get into the voting process. states that it will not happen overnight. are private or public. states that the road is a dedicated street. RESOLUTIONS, ORDINANCES OTHER BUSINESS No business PLANNING COMMITTEE Hicks Pallet and Sailor Rd. Rev. Chambers states that a newi motorcycle business is setting up in Mr. Calcote building. Rev. Chambers states that the next meeting they will meet with SARPC to discuss the issue with ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION No business No business UTILITIES AND SENIOR CITIZEN Councilwoman Moss would like to purchase a front door for the SAIL center because it is broken. The cost will be $800.00-$1300.00 depends on the measurements. The door will be double glass and blinds inside the glass. The Sail center will pay out ofits account. FINANCE Councilwoman Greene made a motion to send Kim Pettway, city clerk and Linda Hoiles, court clerk to school May 1-2i in Gulf shores. The court will pay for the school. Councilman Heathcoe second, all favored, none opposed, motion carried. COMMUNITY GROUP Councilwoman Greene states that the Easter egg hunt at Creola Assembly of God went great and Officer. Jason Shaw and his k-9j partner Hix did a demonstration of what Hix does. *National Prayer day is Thursday, May 1 at 1lam at the Police department. Pastor Troy Bland *May 17 is the Veterans breakfast at the senior building put on by the community group. *Layla Knight received a letter stating the she will receive an invitation to 2015 people to people world leadership in Washington DC. She was nominated by educator Mrs. Brenda Sharp at and other pastors will be praying. Everyone is invited to attend. *Billy Myers was accepted into the PACE program. Robert ELee. Councilman Heathcoe states that the grass is getting high and Mr. Bobbie has been doing a great Mayor asked Councilman Heathcoe why the truck was at Mr. Howells to be fixed. Councilman Heathcoe states because our regular guy had back surgery and was down. Mayor and Councilman Howell states for the record they typical do not use family to work on city vehicles. Councilman Heathcoe states that May 2, there is a conference in Spanish fort, for funding for our Councilwoman Greene made a motion to send Counciman Heathcoe to this conference and the Councilman Heathcoe states that the flatbed truck is ini the shop. Councilwoman Greene states that the blinker lights were out. highways and streets. cost is $40.00. Councilman Howell second, all favored, none opposed, motion carried. Mayor asked Councilman Heathcoe to start getting involved and go down to the county and talk to Mrs. Rhonda Gulledge about the issue on Ducey Drive and bring back the information to the Councilwoman Greene states that the CDBG grant is filled out and ready to go for Ducey Drive. Mayor explained how the CDBG grant money works and how the city receives it and also spoke next council meeting. on Pay as you go programs. Mayor states that it was a mistake ifit was done ADDITIONAL NOTES Councilwoman Moss made a motion to make the city seal the one with the eagle in it. Councilman Howell second, all favored none opposed, motion carried. Councilwoman Greene made a motion to turn the application in for the 2014 mobile county commission to have Ducey Road paved. Councilwoman Moss second, all favored, none opposed, motion carried. Councilwoman Greene states that Mr. Bobbie Smith is going to paint the city seal by hand and A citizen states not to forget about Brown Rd. Mayor states that under the CDBG grant money, Mrs. Tarver asked about the roads that go to Ducey like Bell, Lyons and Hurst. Mayor states that they are going to check into them but these are some of the newest roads brought into the city and there are roads ahead of them that need things done first. Mayor states that we can do some Mrs. Tarver asked about getting slag put on Lyons, Hall and Hurst up to Ducey just to help out on those roads being they are public roads. Mayor states that they are checking into the roads to see what can be done.
