Councilman Howell gave invocation. Pledge of Allegiance Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Mayor Nelson absent Upon the call ofroll, the following were found to be present: Attorney Johnny Lane was present and Christie filled in for city clerk. Minutes from the council meeting held on, May 8, 2014 were presented. Councilman Howell made ai motion to accept the minutes from the last meeting. Councilman Heathcoe seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL Mr. Kittrell states that he had a document from Mobile County about Ducey Rd having 1023 feet annexed into city and would like to know what kind of attention the road was going to get. Councilman Greene states that the Attorney states that the road is a privately maintained road, that the county never took control ofit. Councilman Howell states that what the documents states is that the public has a right of way to travel down the road to get to their house or get visitors but it is a privately maintained road. The city can't do anything to help out until the full process has gone through. The attorney states that it will have to be surveyed, adopted and then brought back to the city to be 3 dedicated road. The attorney states that subdivision owners make the roads privately maintained SO they do not have to go thru county to get permits. Councilwoman Greene states that the city cannot spend money on privately maintained roads. Councilwoman Greene stats that she had sent an email to request help for the residents on Ducey Drive to see if Commissioner Ludgood could offer some. kind of assistance ini repairing the road. Councilwoman Greene states that Anthony Clarkbanks was supposed to come speak about running for state house district 102. (Showed up after meeting adjourned, caught in traffic) RESOLUTIONS, ORDINANCES OTHER BUSINESS Councilwoman Greene read Resolution 2014-05-1 requesting an attorney general opinion about Councilwoman Greene spoke about the litter problem in the city. Chief addressed the issue by saying that if they find trash on the side of the road and it has someone's name on it, they can be Councilman Howell states that Advance Disposal is picking up trash every Monday. Councilman Howell states that the building inspector Don Moss needs to go to the houses where the limbs are large and let them know that the limbs have to be cut small to fit on the truck. Councilwoman Greene states she will get in touch with Mr. Moss and let him know about this issue. If an extra truck is sent to a specific house and the limbs are not cut small, then resident can be charged extra fees. Councilman Howell states that if Advance Disposal truck does not come and pick up to call the company and give them your address. Mrs. Casie Bennet asked does advance let the customer know why they do not pick up their limbs if they are too big. Councilman Howell states that they leave a memo at the location. Councilman Howell states he asked. Advance to put a notice on the bill about not putting debris out by the road before 48 hours of pickup but advance states that they could not do that just for our citizens. The house hold Mr. Tim Ryals asked what to do about when someone puts debris out by the road but does not have trash pickup or pay for it. Chief states then a citation can be giving to the resident for littering. Mr. Tim Ryals states that Advance disposal does not always come down his road. Councilwoman Greene states that she called Advanced and asked them if they pickup tires. She was told they do not. Councilwoman Greene asked if anyone new of someone that would pick up the tires. They spoke about the county pick day for tires and electronics. Councilman Howell Councilwoman Moss spoke about purchasing 3 flags with the city emblem on it from Dixie decorations. (The flags would be put at the city hall, police department and the senior building). Before the flags would be made the council would have to approve the picture. Counciwoman Moss made motion to check into purchasing 3 flags with the city emblem. Councilman Howell second, all favored, none opposed, motion carried. the tar sands. cited a citation. garbage is still picked up on Wednesday. Councilman Howell states that they do have a big turnover with employees. states that the city has to pay for this service. PLANNING COMMIZTEE Rev. Chambers stated that the committee is going to start having workshop session to update the ordinance books sO there is a better understanding of the ordinance. They will meet 30 minutes before their regular meetings. They will be doing this with the help of Mrs. Nicole with SARPC. Rev. Chambers appreciated the input from the attorney about the Hicks issue and hopefully will be working it out to give some relieve to the families involved. ZONING BOARD OFADJUSTMENTS PARKS AND RECREATION No business Councilman Howell states that on May 27 the county should release $105,000 to Crenshaw Park and an additional $54,000 for walking trail at Crenshaw Park. Casie Bennet asked if a boat launch was included. Councilman Howell states no but it would be for canoes and such. Councilman Heathcoe was asked by someone who owned the property next to Crenshaw Park, they would like to purchase it and put a parking lot in. Councilwoman Greene spoke about CAT money to purchase more property along the creek for something like the forever wild nature style things. UTILITIES AND SENIOR CITIZEN Councilwoman Moss spoke about the Senior/ veteran breakfast states it turned out really well. Councilwoman Greene states that Hardee's donated 50 biscuits and McDonald's donated 50 Councilman Ivy asked about the door. Councilwoman Moss states that Lowes has been out to get measurement for the door. Councilwoman Moss states that the plumber has been out and completed the plumbing ini the storage room. FINANCE Next meeting COMMUNITY GROUP The group has a total of $2525.14. announce date once it's set up. Councilwoman Greene states that the group has purchased the death in family sign for $90.00. Councilwoman Greene states that the flag at the Senior building has been replaced and that Cub Scout troop 32 would like to have a flag disposal properly ceremony. The items will be split between Mr. Tim Ryals asked about the $1.00 donation that was on his water bill for the school funds. Councilwoman Greene states that money is put in the creax scholarship fund. Councilwoman Moss states that if you choose not to pay the $1.00 to contact Lemoyne water. Satsuma school and north mobile school. POLICE AND FIRE Councilwoman Greene states that ISO likes public education for ratings. STREETS Councilman Heathcoe states that they got 2 loads of gravel to go on Holmes Road. Councilman Heathcoe stated Mr. Bobby is doing a good job keeping up with everything and it just being him on streets. Councilwoman Greene states that during a finance meeting they will be discussing getting some part time, couple of days a week help.
