Mayor states that the city was incorporated in 1978 they have said prayer for 30 plus years and will continue to pray. Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Attorney Johnny Lane and city clerk was present, Minutes from the council meeting held on, April 24, 2014 were presented. Councilman Howell made a motion to accept the minutes from the last meeting. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Mrs. Casie Bennet presented Officer Jason Shaw a vest for Officer K-9 Hicks and a heat alarm that will be installed in his police truck. All funds were raised thru fundraising and were no cost to the city. CITIZENS ADDRESSINGTHE COUNCIL Mr. Earl Definbaugh asked why meetings are not being posted around town. Mayor states that they are posted in three places which are post office, Macs and Platt's. Mr. Definbaugh asked about sewer south of I-65. Mayor states that he has invited Mr. McDonald to come down to speak. Mr. Definbaugh said toj just make it mandatory. Mayor states that will be up to the citizens Cm 5.8.14 Page 1 to sign up or either have a vote but the council or city has no intent on forcing anyone to tie into Mr. Fisher states that the city workers are doing an excellent job of picking up trash and keeping it clean on Lister Dairy Rd. Mr. Fisher states that he come out today and trash is everywhere Mrs. Heathcoe commends council for attending conference and thinks all council needs to attend the sewer at this time. again. RESOLUTIONS, ORDINANCES OTHER BUSINESS No business PLANNING COMMITTEE Councilwoman Greene states that she spoke with Don Moss, building inspector about meeting with the. Alabama Choppers business owner and asked why he had not been at a council meeting. Mr. Moss stated that he was told he could not drive a city vehicle to council meetings. Mayor states that is correct and that the inspector works for him and he does not need to be at the meetings. Councilwoman Greene states that she feels it is important for the building inspector to be at the meetings and should the council as a whole have made the decision instead of the mayor only. The mayor said no it was his decision to save the city money. Councilwoman Greene made a motion for the building inspector to be able to drive the city vehicle to council meetings. Mayor states to Councilwoman Greene that shel has brought up something that was not brought up in the workshop. Mayor states that when Mr. Moss was hired he was told he could drive the vehicle home and back to work for daily activities. Councilwoman Greene states to the Mayor that you do not think it is important for him to report to the council. Mayor states that he reports tol him not to the council. Mayor states he can drive to work but not to council meetings. Councilman Heathcoe asked what was the difference in him driving home and coming back to work and driving home and coming back to the council meetings. Mayor states he told him he was not needed at the council meetings. Mayor asked what purpose he had at the council meeting. Mrs. Bennet asked was it not important for him to report things at the meetings like other departments and Mayor called her out oforder. Mayor states for planning board issues Mr. Chambers and Councilwoman Greene is here to answer questions. Councilwoman Greene asked attorney if this was a decision the Mayor should make on his own, the attorney stated it seemed ok. Mayor states that he is looking to try to save money because money is starting to get tight again Councilwoman Greene asked the Mayor about the economic development board that was mentioned in the Call News was he still planning on creating one, Mayor stated that he did not say he would create an Economic Development Board, Darla with the Call News and several others stated that he in fact state it and it was printed. Mayor stated that Councilwoman Greene had him flustered SO he may have misunderstood. He stated he had not taken any action on developing al board. A citizen asked isn't that the same thing that the CDG does. Councilwoman Greene states that citizens were asking about the Pipeline resolution that was being worked on the attorney general. Attorney states that he is working on it. ZONING BOARD OF ADJUSTMENTS No business Cm 5.8.14 Page 2 PARKS AND RECREATION Gunnison Creek. Councilman Howell states that they are still waiting on plans for the nature trails at the park on UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that the bidding of the door for the building has been done and will be between $850-$1300 depending on the size. Lowes charges $35.00 service fee to come measure the door. FINANCE General fund 4cent gas tax 7cent gas tax Councilwoman Greene read report and gave bank balances as of5 5/8/14. $65,394.84 $9,081.16 $18,820.42 Councilwoman Greene made a motion to accept the finance report as presented. COMMUNITY GROUP Councilwoman Greene states that the group was discussing the deaths in area and decided to purchase a death in the family sign. Councilwoman Moss states that Councilwoman Greene, she and Mr. Crisswell went down to the maps and the map people said it is a public road. In 1994, anything before this date was private and stayed private but if you annexed property after then it would be a public road. Mayor stated that the same people told him it was not. Councilwoman Moss states that they also went to Alabama league of municipalities and asked this question to an attorney and they said if you incorporate an area the roads belongs to that city.
