ChiefTaylor gave invocation. Pledge of Allegiance Mayor Nelson Counci/woman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Upon the call ofroll, the following were found to be present: Attorney Johnny Lane and city clerk were present. Minutes from the council meeting held on, May22, 2014 were presented. Councilman Ivy made a motion to accept the minutes from the last meeting. Councilman Howell seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSINGTHE COUNCIL Steve Platt from Platt's Grocery was present, he stated that there was a rumor floating that he was closing down the store; he confirmed that he IS NOT planning to close down and doesn't A citizen complained about goats running free and damaging yards and crops, Chief Taylor stated that they are aware that goats are back loose again and will be talking to the owners. Kenny Walker said the livestock law should apply if property is damaged, Chief stated that it should apply with the goats as well, itj just needs to be reported and documented, he stated he will know why or how rumor started. Everyone applauded and thanked him. be looking into the situation. Cm 5.22.14 Page 1 Bonnie Harper asked ifs she could make a statement in reference to Greer Waste Management, the mayor said that it was Planning Committee Business and the attorney stated that iti is al Planning Committee issue and should not be discussed because the board has acted already. Joan Stringfellow asked about Ordinance 158 referencing HazMat was still in effect because she could not find it, attorney stated that any duplicate ordinances were codified years ago. Mayor read the rules of issuance for a new business in the area and stated that those rules were followed. Bonnie stated that she has no problem with Phase 1 of the project, she doesn't like the next meeting was, and Councilwoman Greene said it would be after the July 4th holiday but it Phase 2. Kenny Walker asked when will be posted. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mayor explained process of the Pay as You Go through the County Commission; he stated that a list needed to be submitted by close of business Friday, June 13, 2014. The council discussed Councilman Howell made motion to submit letter tol Pay As You Go requesting the following: road that needed to be paved or resurfaced by priority. 1. Brown Road-Pave 2. Holmes Road-Pave 3. Hardy-Resurfaced Councilman Ivy seconded, all favored, none opposed, motion carried. Councilwoman Greene asked city clerk if she would be able to deliver the list by the deadline, the city clerk stated she has already written the letter and she will sign it and take it down early Friday. PLANNING COMMITTEE Prayer for Mr. Chambers in the loss ofh his mother. Phase 1 of Greer Waste Management was approved and the meeting for Phase 2 will be announced. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION Councilwoman Greene announced the Movie int the Park for Saturday June 14 at 7 and the movie will be "We Bought a Zoo" if nothing changes, she stated that the screen was rented for $350 from Eastern Shore Inflatables and the license to show the movie was also purchased. Satsuma will partner and sell concessions and there will also be door prizes. Cm 5.22.14 Page 2 Councilwoman Greene presented certificates to Kenneth Bennett, Kiersten Bennett, Gabby Davis, Layla Knight and Billie Myers. UTILITIES AND SENIOR CITIZEN Councilwoman Moss stated that she got some prices for the door at the center but was wanting to get a few other quotes because what she had was pricey. Councilwoman Greene will help out and make some calls to get repair and replacement costs to stay in thej price range ofunder$1300. ARKEMA will bej providing dinner for the Seniors at the Center on June 20, 2014. FINANCE Councilwoman Greene made ai motion to accept the financial report. Councilwoman Moss seconded it, Councilman Howell asked why the NAPA bill was SO high Chief Reeves stated that it is for parts for several vehicles that the volunteers did the labor on. All favored, none opposed, motion carried. COMMUNITY GROUP POLICE AND: FIRE Movie in the park and the financial report for CCDG is available. ChiefTaylor asked to hire one oft the part time dispatchers on full time basis. Councilwoman Greene seconded, all favored, none opposed, motion carried. Councilman Ivy made motion to hire dispatcher full time., Chief Reeves stated that the ladder truck was committed to the Creola VFD, the legal paper work just needs to be finalized. He also stated that he is proud to say that all of the VFF are FF1 &2 Chief Reeves mentioned the interest that Saraland wanted the city to sign a mutual aid agreement for Radcliff Road, Council discussed the option and citizens stated that if this was an automatic agreement with Saraland and other agencies why did it need to be a written agreement with just Saraland. Chief Reeves stated that if the city was not interested that is fine, nothing will change, the city will still have mutual aid support as always, citizens and some council members stated that they wanted nothing to do with an agreement with Saraland. Mayor told chief reeves to Councilman Ivy asked how the pump test was going on fire truck. STREETS Mayor stated that he has been requesting estimates on repair for culverts, there was some discussion on some culverts being installed years ago and they were lower than the ditch SO that caused problems then and now. Mayor stated to Mrs. Myers that the ditches are full because the ground is really saturated and there isj just nowhere for the water to go. He stated we have gotten quite al bit of rain lately and its not normal for this time of year. There was general discussion on the ditches and city clerk stated that the county was out putting pellets in ditches for the mosquitos SO hopefully that will help until the water: recedes. Cm 5.22.14 Page 3 ADDITIONAL NOTES Mayor stated that he had spoken with legal counsel on Ducey road and stated that previous owners of property did not follow through with what they should have on completing the road there, a citizen stated that he and several residents put up about $3,000 each to do road work years ago with the owner and he disappeared and the road never got fixed. Mayor stated that the road is privately maintained for 40 or 50 years. A citizen stated that if that were the case, why was any work ever done and why did the mayor pursue annexing them with promises of fixing the road, mayor stated that he would talk to some engineers and bring findings back to the next meeting, Bonnie stated that the park looks awesome. Chief Taylor stated that if people see others littering please call and report it with make, model, and tag of car if possible and area they were seen littering in.
