ChiefTaylor gave invocation. Pledge of Allegiance Mayor Nelson Councilwoman Greene Councilman Heathcoe was absent Councilwoman Moss Councilman Howell Councilman Ivy The city clerk was present. Upon the call ofroll, the following were: found to bej present: Council discussed the budget, councilman Howell had questions about the figures, and if chief Taylor was sure the city could afford a raise for the employees, mayor nelson stated that he did not think the city couldn't afford not to give the raises, he stated that it had been 5 years. Councilman Howell asked why the $50K was borrowed and it was explained that we had big items to pay last year. City clerk and chief stated that the revenues were up and even with adjusting the revenues for the next year to reflect possibility of oil production being reduced. Councilman Howell stated that they had just given per diem, mayor stated that was several years ago and it was only for the police department personnel that worked 12 hours. Chief stated that the city is about 20% below the other municipalities in salary, with a 5% raise, it will bring city closer but still behind. Councilman Howell stated that Melvin Taylor made more than he did last year SO the overtime needs to be addressed. Mayor stated everyone was aware of the salaries, but it was cheaper to pay the overtime than to hire more employees and pay benefits. Chiefalso explained that several personnel spots were never filled at the police department after resignations and retirements. It was explained that the $50K that was borrowed was from outstanding expenses carried over from previous year. Mayor stated that the council can honor the 5% and continue to watch finances closely. Sales taxes and ad valorem continue to increase and there are a few more businesses in area. Mayor suggested passing the budget and ifit is necessary to go back and adjust then we can. Councilman Howell stated the city will be in constant debt with the police cars, Kenny Walker stated that the city had agreed to buy one car per year. Councilwoman Greene made a motion to approve the 2014-2015 budgets in its entirety. Councilman Howell seconded, all favored, none opposed, motion carried. MOUNT VERNON CONTRACT Mayor asked was the provision about the housing the inmates addressed, chief stated that it was corrected. Chief stated that there will only be 2 instances where our jail would be necessary and Councilwoman Greene asked if chief would administer advice to Fire and Police departments, chief stated he would, it is normal expectation ofal Public Safety Director. Chief stated that the city will not be dispatching for the fire department, only the police department. Creola Police department is not being contracted to patrol in Mt. Vernon, the cities will continue to do mutual aid with all departments as always. Chief also stated that he will not be compensated personally for this position, the contract is between the cities not him and Mt. Vernon. Councilman Howell stated that basically nothing will change with the exception of the dispatchers dispatching calls Councilman Howell made motion to accept the contract between Creola and Mt. Vernon. that Is for pubicintoxication/DUL arrests and Domestic violence arrests. for Mt. Vernon. City clerk will add Mt. Vernon income to the report starting in November. Councilwoman Moss asked if chiefwould have to attend meetings, chief stated occasionally. Councilwoman Greene asked who had the authority to make changes or decisions in reference to the contract, Mayor said it is a council decision, he and the city clerk are just authoritative signatures. Adjournment Councilwoman Greene made motion to adjourn. Councilwoman Moss seconded.
