Upon the call ofroll, the following were found tol be present: Pledge of Allegiance Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilwoman Moss was absent Councilman Howell Councilman Ivy was absent. Attorney Johnny Lane was present The city clerk was present. Councilman Ivy made ai motion to accept the minutes from the meeting on 9/25/2014. Councilman Howell seconded, all favored, none opposed, motion carried. CITIZENS. ADDRESSING THE COUNCIL Ted Landrum, Cub Master approached the council about putting a building or possibly 2 buildings on site near the SAIL center or the park to hold their meetings. He stated that they are outgrowing the SAIL center, and although they greatly appreciate the use oft the SAIL center, and are excited about the growth of the troop they are quickly getting to large and need to look for ways to accommodate the growth. Attorney stated that he would have to speak with them after the meeting because he needs to research to see ifit is legal for the city to allow a structure to be placed on city property. RESOLUTIONS, ORDINANCES OTHER BUSINESS None PLANNING COMMITTEE updates for the book. No business Will be meeting on October 21, this is a regular meeting and they are continuing to work on the ZONING BOARD OF. ADJUSTMENTS CREOLA COMMUNITY DEVELOPMENT GROUP Floors will be buffed Friday at 2:00 PARKS AND RECREATION No business UTILITIES AND SENIOR CITIZEN FINANCE Councilwoman Greene made a motion to accept financial report. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Council discussed the budget, Councilman Howell had questions about the figures, and if chief Taylor was sure the city could afford a raise for the employees, mayor nelson stated that he did not think the city couldn't afford not to give the raises, he stated that it had been 5 years. Councilman Howell asked why the $50K was borrowed and it was explained that we had big items to pay last year. City clerk and chief stated that the revenues were up and even with adjusting the revenues for the next year to reflect possibility of oil production being reduced. Councilman Howell stated that they had just given per diem, mayor stated that was several years ago and it was only for the police department personnel that worked 12 hours. Chief stated that the city is about 20% below the other municipalities in salary, with a 5% raise, it will bring city closer but still behind. Councilman Howell stated that Melvin Taylor made more than he did last year sO the overtime needs to be addressed. Mayor stated everyone was aware of the salaries, but it was cheaper to pay the overtime than to hire more employees and pay benefits. Chief also explained that several personnel spots were never filled at the police department after resignations and retirements. COMMUNITY GROUP Becky Smith stated the group is having a "Follow the Light" motorcade on December 20, 2014, ac citizen is donating live animals for nativity scene, solar lights will be used throughout the city as a path to the nativity scene. Mayor verified that this will be a continuous drive thru and police department will ensure safety. Council has no objections, Becky asked for solar light donations. Toys for Tots deadline is 12-12-14, city hall and SAIL center are drop off stations. There is a chili cook-off coming up at Methodist Church LIP Day is 11-1-14. POLICE AND FIRE Chief1 Taylor announced the annual 10mile run is 11-22-14 but will not interfere with Christmas Councilman Ivy made al motion for city toj participate in the run providing police support. Councilman Howell seconded, all favored, none opposed, motion carried. parade. Councilman Ivy stated the Mount Vernon contract can be considered at next meeting if necessary. Councilwoman Greene stated that Lenzing donated $300 to Fire Department. Brown Road project was completed; the next project is Ellison Avenue. STREETS Bobby will get something for the ants before 11-1-14. Motion by Councilman Howell and seconded by Councilman Ivy to get a golf cart for LIP day. ADDITIONAL NOTES meeting. Adjournment Councilman Howell stated that the Eagle scouts will have drawings for the park project by next Councilman Ivy made ai motion to adjourn.
