Councilman Howell made a motion to accept the minutes from the meeting 1/22/14. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Mayor thanked the police department and fire department for their quick response for the accident on Hwy 43. CITIZENS ADDRESSINGTHE COUNCIL Mrs. Delite Stephens spoke on behalf of the North Mobile Relay for Life for the American Cancer Society, asking for sponsorship from the city. Mrs. Stephens also said the city can put together ai team. The relay for life will be held. April 25, 2015 from 3-10pm at the Saraland High school. Mayor states that it will be put on agenda for next meeting. Mayor states that he will participate with the walk but will get with council about sponsorship and will have answer at the next meeting. Mayor asked that this topic be placed on the agenda for the next meeting. CM 12.12.15 Page 1 RESOLUTIONS, ORDINANCES OTHER BUSINESS The council passed the amended zoning book ordinance in a public meeting prior to council meeting. PLANNING COMMITTEE Rev. Chambers asked the council to pass a motion to allow the Zoning board to apply for the Alabama Coastal Area management program. We would use Government Coordination and Local Government Planning. It also could help with the city comprehensive plan (5 year plan). This grant can be paid for in- kind. The city would not have to spend any money. The board would have to get volunteers to help. The cost is $35,000 but our part is $17,500. Councilman Howell made a motion for the Creola Zoning Board to apply for the Alabama Councilwoman Moss seconded, all favored, none opposed, motion carried. Councilwoman Greene states that the next meeting will be February 24 due to Mardi Gras holidays. There is one application request and then the LCAP meeting at 5:45pm. Coastal Area Management Program. ZONING BOARD OF ADJUSTMENTS No business CREOLA COMMUNITY DEVELOPMENT GROUP Councilwoman Green states that the business of the year is Creola Chevron. UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that the seniors had a Valentine's party today (2/12) and Tuesday (2/10) the seniors had ball room dancing that was: really nice. Councilwoman Greene made ai motion to accept the financial report. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilman Howell made ai motion toj pay the bills that were presented. Councilwoman Moss seconded, all favored, motion carried. Counciwoman Moss states that the balance in the: senior account is $4193.61. Mayor stressed that all departments should be using the purchase order process. Councilwoman Moss states that they went to school in Montgomery and anytime the senior building, police department; fire department receives any type of money it has to come to the council. Each department has to give a detailed list of what the money is used for. Chief Reeves ask does the council want a yearly or monthly account balance. Mayor states that they will discuss it in the financial meeting on February 24 at 3:45pm. FINANCE Mayor states that the 2012 audit was faxed over (draft). POLICE AND FIRE ChiefTaylor- -No business Chief Reeves- No business STREETS Councilman Heathcoe states that Bobby has put out asphalt and picked up a lot oftrash. Mayor states that Bobby is doing a great job. Mayor asked the council to start looking ahead for part time help for summer time help. Mayor states that everyone in the community brags about how well Bobby takes care of the city. Councilman Heathcoe asked that the park section be added back to the agenda page. ADDITIONAL NOTES Councilman Heathcoe asked the Mayor if he had spoken to Councilman Ivy about Mayor pro- tem. Mayor states he will get up with him. Mayor states that he will be out oftown for 4 or 5 days next week. Mr. Wayne Fisher asked has anyone ever been arrested or fined for littering on Lister Dairy Rd. Mayor states that if you get a tag number of someone littering, bring it to the police department. Mayor states that City Hall and court will be closed Tuesday, February 18 for Mardi Gra holiday.
