Councilman Howell made ai motion to accept the minutes from the meeting 12/8/15. Councilwoman Greene seconded, all favored, none opposed, motion carried. Mayor states that the City of Creola has a clear deed for right of way of Ducey Rd. Mayor gave summary of what they are trying to do for Ducey Rd. CITIZENS. ADDRESSINGTHE COUNCIL Councilman Heathcoe states that he has been trying to get rocks to put on Ducey Rd but there have been many obstacles but he will continue working through them to get some help. Mayor and Councilman Heathcoe states that the tractor has been down and this is held up spreading rocks as well. Mayor states they are also trying to work with county to get some county workers tol help out and also the CBDG with the county has to be turned in February 3 tol help as well. Mayor read the scope of what is being presented to county for phase 1 is costing $350,000.00. There should be a breakdown and additional proposals turned in by the deadline to have more A very disgruntled citizen states to the council SO you say you are moving forward? Mayor states options to consider. yesma'am. 1.14.16 Page 1 and you started in January. Mayor states that the council has been working on Ducey Road for months. Citizen states that the rocks did not show up until January. Mayor states that the city has been working on getting right of ways for the road, there had to be a survey done and all citizens had to sign off after survey was done and paid for by the city in order to even put a rock there. This was a lengthy process that was completed over a period of more than 7 months. Mayor states that the city could not do anything until they had the legal ability to be on the road. The citizen asked at what time the city got the legal ability to be on the road. Mrs. Kim states that the right of way was probated in November. The citizen states that the city sat for a whole month? Because Christmas was horrible, mayor states that the city did not sit for a month, once the deed was recorded, it had to be returned to the city and it did not get returned from probate until after January 15t. Mayor states that they were unable to get rocks and the tractor has been down as well, mayor asked how long the tractor has been down and was told almost 2 months. This citizens states that she is a teacher and when you fail to plain, you are planning to fail. The citizen asked is there is any plan in motion that if the people of Ducey Road needed emergency vehicles down the road, how was the city going to get them down there? How are you going to get emergency vehicle to the people who need it? She states that there is a child on oxygen, a child on a feeding tube, her mothers health is very delicate, and a sister n law who is 70 that is on oxygen. She asked if these people need emergency vehicles how would the city get them sown there. Mayor asked Fire Chief Reeves if they could get down Ducey Rd. Chief Reeves replied yes they could, that there is a road in the jurisdiction that is worse. Another citizen asked Chief Reeves if they had been down Ducey road today. Chief Reeves replied not today. The citizen states that until you come down there, don't say you can pass through it. Chief Reeves state that he will send a fire truck through there tonight. The citizens states that the plan is for Chief Reeves to drive the fire trucks down Ducey Rd because they want to know what the plan is. What is the emergency plan if they were to need a vehicle down that road to get to their family members in a timely manner, she is aware that things can happen, but how are you going to get them to administer some type of emergency plan for them and then who is going to direct. She would personally like that when they call emergency, that they already know weather or not to go down Ducey Road or go around, because Ducey is too bad. She states that something needs to be in motion there. Mayor asked Chief Reeves if he could get down there. Chief Reeves states that he will take care of it tonight and all of! his units have had to go down and help citizens on Ducey road, it was not easy but they did succeed. Mrs. Lawanna Brown asked if she had his word on it. Chief Reeve's states yes ma'am. That he has a fire meeting later tonight and there should be 10 firemen there and they will go down the road with every truck they have. Chief Reeves states that they are used to Ducey Road and that they have roads that are worse than Ducey in their jurisdiction and they make it down them with the trucks just fine. Chief Reeves states that they will go down Ducey and the other way tonight. Police Chief Taylor states they are aware oft the road when it rains and know which way to come in. ChiefTaylor states that they do have contingencies in place if an emergency arises and they can get there. This citizen asked ifall of this was going in the minutes, Mayor states yes, she then states that because ifiti is not in the minutes you people do not react. She states she want this in the minutes because she wants Councilman Howell states what he wants instead of her criticizing, she states she is not criticizing; he states she is and would like her to tell them a plan that is any better than the process that they have to go through to do what they need to do. to make that road accessible. The city is doing all we can do. The citizen statés to the councilmember that is your. job. Councilman something done. 1.14.16 Page 2 Howell states he is doing hisj job. The citizen states that she is doing herj job. She states that she is holding him to it because that is what he gets paid to do. Mrs. Lawanna Brown states that her sister has not been to the meetings before but she has and she and the other residents do appreciate the effort made on behalf of the city, she also thanked Ms. Tonya, Leanne and Curtis and all the rest oft the councilmen for the year and half that you all have been putting in hours of getting a solution for Ducey road, she thanked for Kim sending in paper work to Mobile and Montgomery and her multiple trips downtown to get things legal and for all that has been done. Mrs. Brown states she has a picture that shows Mr. Heathcoe has put one load of rocks that was put in the biggest mud hole and they can get down that road, not two cars passing. Councilman Heathcoe states he would have put more if they would have had them. Mrs. Brown states that after it gets through raining tonight they will have 12 more mud holes. But this does not only happen on Ducey Rd, when we have these hard rains around by Ski Chaste they flood. Mrs. Janice has a picture and she could not attend church that morning. This is when emergency vehicles can not go through flooded water. Mayor states that Chief Reeves has a vehicle that can go through any thing. Chief Reeves tries to tell what kind of truck they do have. Mrs. Brown appreciates all the work. They don't know that ya'll have spent hours and hours getting this through. Mrs. Brown states that shel had asked bro Ken for 20 years to get that road fixed and he worked on it. That man worked but did not know how to go about doing it because you have to go by property by property. The residents do not always know that. Mrs. Brown appreciates everything that the council has done and don't let negativity effect this work. Mrs. Brown states that they are aware they have only been in Creola since November. Mayor states that he appreciates where they are coming from but this problem has been there for at least 40 years. Mayor states that the city does not have the resources to fix this road all at one time. But we will get there. Mayor states that the council will never do anything illegal. Mayor states that they are trying to help the people over on Ducey Rd. The building inspector, Don Moss states that he has talked to the county about trying to get one of there graders to come shape the road up and they Mr. Janice Tarver states that she understands that the grant will be turned in February 3. Do you know how long it will take before you know if it is approved or not? Mayor states probably Mrs. Jeanette James asked about putting a storage container in her yard. Mayor advised her to speak with Councilwoman Greene to set up a meeting with the zoning board. Councilwoman said at this time they cant. They will try to work something out. around June. Greene states there is a meeting at the Sail center building, Tuesday at 5:30pm.
