Upon the call of roll, the following were found to be present: Pledge of Allegiance Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell City clerk was present and City attorney was absent Councilman Heathcoe made a motion to accept the minutes from the special meeting 7/28/16. Councilwoman Moss seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSINGTHE COUNCIL Mr. Duke states that he received a flyer in the mail and asked who authorized the usé of the sail center building for the meet and greet. Mayor states he did not authorize anything but the building can be rented out for use. Mr. Duke asked who rented it and where were the flyers put together. Mayor states he will get answers in a few days. Mrs. Stringfellow asked if Councilman Howell was pro-tem at that time. Councilwoman Moss states that Councilwoman Greene was at the time. Mrs. Stringfellow asked about who authorized the use oft the building. Mayor states that he will get an answer in a few days. Mr. Fisher states that Saraland is running a speed trap on Hwy 43; they are stopping vehicles on Hwy 43. Mayor said he went out and put out signs. Saraland and Creola share police jurisdiction. RESOLUTIONS, ORDINANCES OTHER BUSINESS Cm8.11.16 1 Councilwoman Greene made a motion for the city to donate $100.00 to bark for life on Councilman Howell seconded, all favored, none opposed, motion carried. 9/17/16 that will be hosted in Creola Park. PLANNING COMMITTEE requested by Mr. Walter Hill. Rev. Chambers states the next meeting on 8/15/16 at 6:30pm, a subdivision has been ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION church fundraiser on 8/27/16. No business Councilman Howell made a motion for Mr. Abrams to use the park and ball field for a Councilman Ivy seconded, all: favored, none opposed, motion carried. have a dedication ceremony for Crenshaw Park. Everyone invited. Councilman Howell asked for Prayers for Mr. Ard. UTILITIES AND SENIOR CITIZEN Councilman Howell states on September 24, 2016 at 10am, Commissioner Ludgood will Councilwoman Moss states that they finally got the ice machine fixed. FINANCE Councilman Ivy made a motion to accept the financial report. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilman Howell made a motion to pay the bills that were presented. Councilman Ivy seconded, all favored, none opposed, motion carried. POLICE AND FIRE No business STREETS been trimmed. Councilman Heathcoe states that Bobby is back at work and his wife is doing better. Councilman Heathcoe states that there was a tree limb low on James Burkett that has Mr. Melvin Enzor spoke with council about taking in his road, he stated that he had requested it before but was turned down. Mayor states he asked Mrs. Diane with SARPC about the city taking in this street before it came to a vote and she stated the city can do it Councilman Howell made a motion to bring in Mr. Ensor'si rd and name it Bama Lane. Councilman Heathcoe seconded, all favored, none opposed, motion carried. Councilwoman Moss asked how wide the road was. Mr. Enzor states 15ft. Councilwoman Moss states that this road can not be put on the pay as you go program SO because iti is a non conforming street. Cm 8.11.16 2 it will not be paved, she also stated that the city can not do any more than rocks and maybe graded once everything is finalized legally. Roll call to accept Mr. Enzor's road. Councilman Howell Councilwoman Moss Councilman Ivy Councilman Heathcoe Councilwoman Greene Mayor Nelson Motion carried by majority vote. yes yes yes yes yes yes Councilman Ivy stepped down and spoke as a citizen on behalf of the citizens on Carney Road. Mr. Ivy states that Carney Rd is one of the oldest roads in Creola. It has 35 feet right of ways and 322 feet long. Mr. Ivy states that he has almost everybody down there signature because it is aj pot hole full road and water stands on it. Councilwoman Greene asked why this was not brought up: in the pre meeting. Councilwoman Greene asked what Mr. Ivy wanted to do? Mr. Ivy states he would like the city to keep it up. Councilwoman Greene states that she feels like they are being hit out of the blue with a couple of streets that they were not even aware was going to happen. Mr. Ivy states that he has spoke Councilwoman Moss asked if this was just for maintenance. Mr. Ivy states just a few rocks and grading. Councilwoman Greene states it would have been nice to have brought it up in the pre meeting. Mayor states he apologies for not bringing it up. Councilwoman Greene states to maybe just discuss it and bring it up at the next meeting and that way Councilman Howell made ai motion to bring in Camey Road for city maintenance. Councilman Heathcoe seconded, all favored, none opposed, motion carried. about this road several times but was turned down. they can go look ati it. Roll call to bring Carney Rd into the city. Councilman Howell Councilwoman Moss Councilman Ivy Councilman Heathcoe Councilwoman Greene Mayor Nelson Motion carried by majority vote. Mayor states he supports it but he will abstain. ADDITIONAL NOTES yes yes abstained yes yes abstained Mayor asked Kim if they are having a brief council meeting to canvas the election. She said yes the following Tuesday. Mayor states that it will be the council call if they choose to do the Thursday night council meeting or wait till the Tuesday because he may not be in town Thursday. Cm 8.11.16 3 Councilman Howell states just for the record he spoke with advance disposal and without them raising the rates they have agreed to pick up limbs and debris every Tuesday of every week for now. They also stated that they will pick up debris and garbage on Ellison Ave this week. Adjournment Councilman Ivy made a motion to adjourn.
