Upon the call ofroll, the following were found to be present: Pledge of Allegiance Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell City clerk was present and City attorney was absent Councilman Howell made a motion to accept the minutes from the meeting 9/22/16. Councilwoman Moss seconded, all favored, none opposed, motion carried. 1 Cm 10.27.16 CITIZENS ADDRESSINGTHE COUNCIL Ivy, and Mayorl Nelson for their service in the past years. Mrs. Joan Stringfellow thanked Councilman Howell, Councilman Heathcoe, Councilman Mr. Melvin Enzor addressed council about his road. He states he has the same as he had before and he has also went to the proper divisions (probate court) to verify that the city can take road and he also spoke with Nicole Taylor with SARPC and the city has power to accept if they choose. Mr. Enzor wants to know what the city will accept. Mayor explained rules and states that the new council would like to wait until they have legal council. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mayor presented the 2014 audit statement and Mr. Anthony is working on the 2015 audit. Councilwoman Greene states that Pastor Ellen Lesley with St. Andres Chapel would like to get with the Creola Axis Ministerial association to present a live manger scene on December 21, 20161 in the park near] pavilion. Snacks and hot chocolate will be served. Councilman Howell made ai motion to use park near pavilion for live manger scene. Councilwoman Moss seconded, all favored, none opposed, motion carried. Councilman Howell made ai motion to renew the cities contract with Advance Disposal Councilman Heathcoe second, all favored, none opposed, motion carried. Councilwoman Greene states that with the new council coming in and the! hard work put in with. Advance is appreciated, she feels like this topic should wait until the new council comes in sO they can talk to some new companies and offer a: few options. Councilwoman Greene states that if Advance is willing to give a good rate now they should be willing to wait about 10: more days. Councilwoman Greene states that she is happy with the service she just feels they owei it to the citizens to check for other rates. Councilman Howell states he will revisit the dumpster issue. ZONING BOARD OF ADJUSTMENTS Mayor states that Mr. Bill Bunch tendered his resignation for the board. Mayor appointed Mr. Eddie Duke to the zoning board. PARKS AND RECREATION Councilman Howell stated the slab was poured this week to the bathroom and starting the walls next week. Councilman Howell states he will be meeting with mobile fence tomorrow to get the final say on where to put fence between soccer field and street. The fence is being put in by Commissioner Ludgood. Councilman Howell states that Commissioner Ludgood has been an asset to the community and she has been very involved in this city. She is very much appreciated. UTILITIES AND SENIOR CITIZEN Councilwoman Moss states that traffic is backed up on Saturdays and maybe needs a 4 way stop at old Hwy 43 and dead lake after soccer games. Councilman Howell states that they need an officer in that area on sat during the games. Chief states that a 4 way aldadhupiaileon DeadLakeRd. Mayor and council will look into solutions. Mayor states that Senior center guidelines Is toj protecting the cityby saying thatthe city will abide by all the department of urban development rules and regulations and abide by the City of Creola rules and regulations and by the county development grant guidelines. Councilwoman Greene states that Commissioner Ludgood will have a table set up for November Cm 10.27.16 3 POLICE AND FIRE Mayor read resignation ofl Madelyn Cody. Councilman Howell motioned to accept Madelyn Cody resignation in good standing. Councilman Ivy second, all favored, none opposed, motion carried. Chief Taylor thanked Mayor and council -past and present- for all they have done for him over the years. He loves this city and appreciates everyone making feel at home. He states that: over the last few weeks a lot has been said about him and the police department and his leadership ofi it. He apologized for his failures. He states that the city has a lot of good guys and ladies at the police department and to please take care of Councilman Howell states that Chief has lead this city very professional and they was Mrs. Loraine Bryan stated he adds a personal touch to all he does. Mr. Buddy Bryan Mayor spoke on past and present Chief and how blessed this city has been to have them. Mayor states that Chiefhas gone above what he! had to. Mayor shared Mrs. Betty Phillips story about Chief and Cleo Phillips and how he helped out in the community. Mayor states that Chief loved this town and it showed. He states that Councilman Heathcoe stated that he really enjoyed working on the city council, working with all the employees and the citizens. He wished new council member the best ofluck, opportunity that he has had to be a councilman. Councilwoman Moss- no comments he is still Creola and wants it to stay Creola. He thanked everyone. Councilman Howell states that if he has met the criterion that says it is legal for this city tol be able to service that road for some families, he feelsi it is the city responsibility.
