Pledge of Allegiance Mayor Nelson Councilwoman Greene Councilman Heathcoe Councilman Ivy Councilwoman Moss Councilman Howell Upon the call ofr roll, the following were found tol be present: City clerk was present and City attorney was absent ACCEPTANCE OF RETIREMENT FO POLICE CHIEF Mayor presented. a letter ofretirement for ChiefTaylor on 10/28/16.. Councilwoman Moss second, all favored, none opposed, motion carried. Councilman Howell made a motion to accept the retirement of Chief Taylor in good standing. Roll call for retirement ofChiefTaylor Councilman Howell Councilwoman Moss Councilman Ivy Councilman Heathcoe Councilwoman Greene Mayor Nelson Motion carried by majority vote Special cm 10.19.16 yes yes yes yes yes yes 1 DISCUSS ALEA, NCIC, AND CJISACCESS Chief explains that under the Alabama Peace Officers standards and training rules and the Alabama Criminal Justice Rules, A Municipal Police department has to have a Chief Executor at all times with no breaks. Mr. Criswell asked Chief Taylor ifhe would stay on in an interim chief position until November 11 and if there are no objections ChiefTaylor would stay on until then. ChiefTaylor states that there are a lot of rumors going around at this time and at the end of the day it is not about him, the mayor or the council, it is about that work here and the people they Chief states after October 28, he will not be a full time employee with the city. He will be an After to 10/28/16. Mayor asked whose payroll Chief will be on at that time. Chief states he will Councilman Ivy asked what will happen if Chief does do this? Chief states that it would shut us out of access to the NCIS system and would not be able to run tags, license, warrant, etc. The Mr. Criswell states that He and Chief have spoke about him having time available to help out. They want a smooth transition for all. Mr. Criswell states that like chief said there is a lot of Councilman Howell states that absolutely to make the transition to be as smoothly as it can be and appreciates the Chief going above and beyond like always and appreciates Chief doing this to Councilwoman Moss agrees that it would be good for him to stay on and to have smooth Councilman Ivy states that he fills the same way but wants to compensate him. Mayor and Councilman Heathcoe agrees and asked Mr. Criswell ifhei is starting the process to replace chief? Mr. Bill Criswell states yes. Councilman Heathcoe states that you will not have much time come November 71 to find somebody. Mr. Criswell states that it will be timely and on schedule. During that period of time when chief makes his move until then he is working with his schedule. Mr. Criswell states that they are not doing anything right now, that you guys are the council. Councilman Howell states that ifyoul have the opportunity to be making this process happen, Not sure what is legal or not but it should be happening. Mr. Criswell states that it is happening. And he has talked to Judge Jay Ross and Daniel Mims (which will probably be the city attorney starting in November) and they are graciously giving the in coming council and mayor free advice for this month to assist them in transfer of power. Councilman Howell states that is a Councilwoman Greene thanked Chief and glad he staying until then and she appreciates it. They want a smooth transition. help out. transition. Councilwoman Moss states that you can't pay at 2 systems. good idea. he has been a wonderful Chief. Councilman Walker states iti is a great idea. Creola, not about government officials. Mr. Martin thanked Chief Taylor and states they go back along way. He thanked him for his service and this transition he is seeing today is a wonderful thing. It is all about the people of Mr. Bill Criswell states that Chief came to him on Monday and talked to him and gave him his decision. He wishes Chief the best oft the world and hel has done a good] job for the city. And hei is moving on to better things. A tremendous opportunity and hei is happy for him. Mayor Nelson states that hel has been blessed to have been ini this city since 1978 and! been around some great chiefs. Mayor spoke highly about past and present chief and asst chiefs. Mayor states ChiefTaylor states he wants a smooth as possible. Special cm 10.19.16 2 that ChiefTaylor is not leaving. just to be leaving he has a once on a life time opportunity and you Mayor asks the council and everyone in the community to always watch what is being said. Everything that is said gets heard. They can not be saying things to employees because once it is said you can'treach out and pull it back. Mayor states that we are liable for what we say. Mayor states that this will be his charge to the new council to please be careful what you say, you are accountable for your words, especially if it is a person that belongs to the personnel board. Mayor states to conduct your self accordingly at alli times. Ifyou do say something, own up to it. Chief Taylor states that this city means a lot to him and all of his co-workers. Iti is not easy to leave. No matter his short comings or his failures he does love this city and its people. And Bro. John White states that not only is this a transition for Chiefand all the council new and old but it is at transition for the officer next door. They have counted on Chief and relied on him. They are down to 4 full time officers and asking for help from the reserves. Bro. White states his recommendation to make a smooth transition is to communicate with them. Go talk to them and share your plans with them. Let them know that you are looking out for them and that you care Mr. Bill Criswell states he will be working with Chief Taylor through transition and will talk to the officers. He states he is staying out of the council way because he does not take office till November. You guys are in charge. He has cautioned everyone oft the council to stay out oft the way and let you guys finish your term. Mr. Criswell states he would want that if he was in their position sO that is what they are doing. He will communicate with Chiefa as it progresses. Mayor states that the chain of command on supervision flows from thel Mayor to the employees. Itis not the council it is the Mayor or Mayor elect. Mayor will appoint committees but the Mayor states that chief has kept him informed and kept the police department run very efficiently have to take them when they come. whoever gets the position will take good care oft them. about them. Mayor states that there is no secret in Creola. committees do not direct the work activities of the departments. and the key thing is nobody got hurt in the line of duty.
