Councilman Walker made a motion to accept the minutes from the meetings 11/28/16 with the Councilman Martin seconded, all favored, none opposed, motion carried. CITIZENS, ADDRESSING THE COUNCIL Mrs. Janiece Tarver asked if she could have an update on the Ducey Rd. Mayor Criswell states that on November 18 it was turned over to an engineer firm through a county grant. The will be looking for what type ofdrainage and culverts that is needed ini the area. Mr. Melvin Enzor asked if the council had an answer for him about the status of] his road. He states he was told to check back after the council had an attorney. Mr. Enzor states that he has requirements that have been asked of him. Mayor states that the council will talk to the attorney Mr. Mims and for Mr. Enzor to come back to the next meeting. The council will have an answer for him. New police vehicle (2 new Chevy Tahoe approx $38,000 each) yes yes yes yes yes yes Councilwoman Greene would like to bring media-com in and see the dead areas for cable internet. Councilwoman Greene states that on January 12, 2017 a rep from Media-com Mr. Melvin Enzor states that the trash is not being pickup. Councilwoman Greene states that she has an email and if he can provide her with an email she will send it in. Mr. Mayor Criswell would like a letter drafted requesting to open a drainage ditch through part of Creola that was opened in the past by a Previous Mayor Ken Moss about 20 years ago. Mayor Criswell states that he is working with CAMP 3 which is the County part that covers this area. Mayor explained the process of how county equipment can be used in the city by only paying for the operator of the equipment only, the city would not have to Major Criswell states that he is planning a presentation to the axis community. He would like to contact the First Baptist Church ofAxis about using their faculty to host this event. will be al the workshop to discuss options. Enzor states that it is on Ellison Ave. pay to use the equipment. Cm12/12/16 2 Mayor has spoken with Dr. Walters and Ms. Robins with Satsuma School Board to come do a presentation. Mayor states that he does not want to change Axis just make it available to come into Creola ift they would like to. Mayor states that he would like to do Ms. Becky Smith asked him to elaborate on the School issue because there are some children from Axis that already attend Satsuma schools. Mayor states that a lot of the information that was provided to. Axis in the past was not correct. Mayor states that thisi is why he is having this meeting sO Dr. Walters can talk about the information correctly. Mayor states that it was explained to him that the one time charge of $850.00 is the difference between7 1/2% mil tax in Satsuma and the 5 mils in Creola. Mayor states that this in the month of January. they will do al mail out for this event. PLANNING COMMITTEE Councilwoman Greene states that the next meeting will be 12/20/16 at 6pm at the senior building. No business ZONING BOARD OF. ADJUSTMENTS PARKS AND RECREATION Councilwoman Moss states that the bathrooms being built in the park are moving along. Mayor states that he, Councilman Walker, Councilman Hadaway and the Building inspector Don Moss, met with the contractors and engineers for the bathroom. UTILITIES AND SENIOR CITIZEN Councilwoman Moss needs someone to sit and monitor the building during events while it is rented out. Councilwoman Moss states that the council decided to use police officers to do this. Councilwoman Greene states that this will not be overtime it will be a contracted side job. Councilwoman Moss states that the rent will not go up: it will still be $300.00 to rent with a $250.00 security fee, the officer would be paid out of the $300.00 A citizen asked ifl lights were fixed outside yet. Councilman Hadaway states not yet. Councilwoman moss states that the Senior Citizens Christmas party/dinner will be from 10-12pm. Baskets will bc given to cveryonc and you can make donations if you would fee. like. FINANCE Mayor Criswell states that they have instituted a purchase order system and nothing gets bought without having a purchase order. Mayor states they have been working on a budget and by next month a completed budget for the fire department, police department Councilwoman Greene states that Chief Dave's needs a check cut to LEEDS ($1578.00) and Clower Electric ($208.00) need a check cut as well. Mayor states that just about all the lights in the police department were out and Clower Electric fixed this. and general fund to: run the city. Cm 12/12/16 3 Chief Dave's states that LEEDs is something that law enforcement can get on to check on stolen property at local pawn shops. Councilwoman Greene made ai motion to pay bills. POLICE AND FIRE yes yes yes yes yes yes Councilman Hadaway made a motion to take a city vehicle to an ISO (insurance grading) class in Tuscaloosa on 1/21/16, the class is free. Councilman Martin second, all favored, none opposed, motion carried. Chief Reeves states that this class will give them a little more insight on how to be more proficient in the inspections SO they can get the grade down and it helps on home insurance rates. Chief Reeves states for on ISO point can save a homeowner roughly Chief Reeves states he has spoken to Pitts and should have a price in the morning about Chief Reeves states that his steering column in his truck is broke. It will cost $175.00 for the part at Councilman's and Chief Reeves states he can do the labor himself. Councilman Walker made a motion to purchase the steering column for the truck. Councilman Martin second, all favored, none opposed, motion carried. Councilwoman Greene made a motion to move the fire truck for $150.00. Councilman Walker second, all favored, none opposed, motion carried. about 30% a year. pulling the old fire truck out. Councilman Martin states he is waiting on one more estimate on changing out the locks Councilman Martin states that one of the radar units in the police car is unserviceable. A new: radar is going to cost $2200.00 but ChiefDaves has made arraignments with P &B electronics in Kentucky to rebuild and recertify the radar and put it back in service for Councilman Martin made a motion for council to approve this expenditure for the radar and this money will be recouped back by writing traffic tickets on Hwy 43. Councilman Walker second, all favored, none opposed, motion carried. before bringing before the council. $632.50. Cm1 12/12/16 4 Councilman Martin states that Chief Daves brought a request to council to consider Chief Daves gives an overview about Mr. Stringer being in law enforcement for 30 years. Chief Daves states that he would be a benefit for the city because we would only pay him an hourly rate. He does not need insurance, retirement, or life insurance. Councilman Martin states that when you're serving warrants you are collecting money Councilman Martin made ai motion to hire Mr. Matthew Stringer as a part time officer to serve warrants for the Creola police department under the supervision of Chief Daves at the rate of$14.00 /hour with no insurance, no retirement which will be the same pay as Councilman Hadaway second, all favored, none opposed, motion carried. Councilman Martin states that ChiefDaves has been working with the council since November 10, 2016 and doing a very fine job. He has really polished the department up. Councilman Martin made ai motion to provide a contract with ChiefDaves at the pay rate of$1615.39 per pay period with no insurance and no retirement sO we are gettinga bargain. There will be an automatic review in 6 months for a consideration to bring this Mayor Criswell asked ChiefDaves if this agreement was acceptable. Chief Daves states hiring aj part time warrant officer Mr. Matt Stringer. for the judicial system. an entry level police officer. up. itis. Councilman Walker second, all favored, none opposed, motion carried. STREETS Mayor Criswell states he has been speaking with Bobby about the equipment that was purchased about 9 years ago. (Zero turn lawn mower and a gator) Cm1 12/12/16 5 Mayor states that the lawn mower has 2 flat tires and in need of a deck that cost about $4800.00 and gator has ingested a lot of bad gas and it is not working probably as well. Mayor states that they have to plan for next year toj purchase those 2 pieces of equipment Mr. Bobby Smith has been servicing equipment one piece at a time. Mayor Criswell and Councilman Walker are going tol be working with Bobby and will utilize county as much as they can. COMMUNITY GROUP Councilwoman Greene states the nativity will be 12/21/16. Pastor John White states that St. Andrew Chapel will be hosting it, Creola Assembly will provide hot chocolate, and other churches will provide cookies. All is welcome to attend.
