Pledge of Allegiance Mayor Criswell Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Upon the call ofroll, the following were found to be present: City clerk and City attorney were present. Councilwoman Greene made a motion to accept the minutes from the meetings 12/12/16, and 1/6/17. Councilman Martin seconded, all favored, none opposed, motion carried. CITIZENSADDRESSINGTHE COUNCIL Mrs. Joan Stringfellow asked why employees have walked off and left Creola. Mayor Criswell said officers have left for new jobs making more money. Mrs. Stringfellow states they were not happy with how they were being treated and two more employees are leaving tonight. Mayor Criswell said the city pays low pay rates. Mrs. Stringfellow asked ifit had anything to do with new people being hired getting more money than current officers. Mrs. Stringfellow asked what city records were missing and what he was doing about it. Mayor states he cannot comment, but they are looking for records and the person that has them will be dealt with. Mrs. Stringfellow asked why the new administration gave up the Mount Vernon contract worth $50,000.00 before the budget was done. Mayor states the contract is less that $30,000, not worth the liabilities. Mayor stated it cost city $50,000.00. Mrs. Stringfellow asked if the city is still accepting prisoners from Mount Amended Cm1.12.17 1 Vernon. Chief Daves stated that he hasn't had any this month. Mrs. Stringfellow states that the citizens are not happy with how the new administration is running the city and that the city isn't protected with the decrease in personnel and especially police officers to work shifts. Mayor states we are covered. Mrs. Stringfellow states that we only have 2 officers. Chief Daves state they have 5 full times and 4 part times. Mrs. Stringfellow states that the new administration needs to step down because they do not seem to have the citizens' best interest in mind. Mayor states the officers are on streets daily 24/7. Mrs. Stringfellow will be checking into this. Mayor states that they working daily. Mrs. Stringfellow asked if the mayor asked the file clerk (Kim Norman) to be the city clerk and perform her duties, Mayor stated that the city has a city clerk; Mrs. Stringfellow asked why they tried to give the job to the file clerk that they fired. Mrs. Stringfellow asked Councilwoman Greene if she fired the file clerk, Kim Norman by text, and Councilwoman Greene stated she did not fire anyone, Mrs. Stringfellow states she has proof that Kim Norman was fired by text by Councilwoman Greene. Councilwoman Greene states that Mrs. Stringfellow did not have her facts correct. Attorney Mims stated that no personal matters in public meeting. RESOLUTIONS, ORDINANCES OTHER BUSINESS Mr. Enzor needs his answer. Mr. Mims told Mr. Enzor to contact his attorney and have him contact him or he can give him a letter. Mr. Mims stated that Mr. Enzor needs to go to planning committee to subdivide property. Mr. Mims says he sees no record and says this is an easement not a road, must be 50 feet. Enzor says he has documentations. Mr. Mims said that they should talk after meeting Mims says he will review documents. Councilman Hadaway made a motion to purchase 18 locks for the amount of $603.50. Councilman Martin second, all favored, none opposed, motion carried. Councilman Hadaway made a motion to accept resignations of Andrew Byrd from position of Police Officer One and William Brown from Jailer Dispatcher 1 in good standing. Councilwoman Moss second, all favored, none opposed, motion carried. Mr. Mims interjected and recommends ALL employees go through personnel board. Councilman Martin motion to hire the chaplain, Mr. Turberville as a part time police officer, subject Mobile County Personnel Board approval at $13 per hour. Councilwoman Moss seconded, all favored, none opposed, motion carried. week of the council meeting. Councilman Martin states that Mr. Turberville's pay rate is based on the city not having to Mr. Tuberville will have to attend the 2 week refresher course with the state of Alabama pay insurance and retirement. at the expense of the city to be in compliance. PLANNING COMMITTEE yes yes yes yes yes yes Planning meeting 5-6 workshop, 6pm meeting Councilwoman Greene states they already received $15,000.00 and paid $15000.00 in grant funds. Nothing ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION UTILITIES AND SENIOR CITIZEN 18,2017 at the Senior Citizen Center. Councilwoman Greene made a motion Terry Foster will hold a hunting class on February Councilwoman Moss seconded, all favored, none opposed, motion carried. Mr. Mims states that if an organization is going to use the center, all organizations need to be treated the same, they need to have their own insurance and security in order to have access to the building. Councilwoman Greene stated that Mr. Foster is just a citizen offering a free service to the community, Mr. Mims stated that all citizens and organizations need to be uniformly treated the same to avoid confusion, he stated that before anyone is allowed to use the building, they need to provide proof of liability Amended Cm 1.12.17 3 insurance. The city clerk stated that the building is listed as a public facility and should be covered; Mr. Mims stated that he needs to see the policy. Council stated that Boy Scouts, Girl Scouts, Soccer Association along with private citizens use the building, Mr. Mims stated they all need coverage and if the city is going to charge for anything. everyone that uses it needs to be charged. Mr. Mims stated that usage needs to be assessed based on what it cost the city to run the building when in use, ie, electricity, personnel, insurance, water and then a price can be calculated on use. Councilwoman Greene stated that citizens are asking for an hourly rate, Mr. Mims stated again he needed tol know the amount cost to run per hour to access hourly cost and stated that there will be no profit. He also state that if security is necessary, the renter is responsible for that hourly amount as well. FINANCE Next meeting POLICE AND FIRE Chief Daves has some surplus equipment that he would like to sell, he stated he spoke with someone and they told him that it did not have to be auctioned. Chief Daves stated that call the Feds, the people that donated the weight equipment in the building behind the Senior Center and he was told that he can sell the equipment. Mr. Mims stated he needed more information. Any equipment sold needs to be considered surplus by the council before it is sold, auctioned, etc. City clerk asked if they could use Gov Deals as it has already been set up for the city. Chief Daves said it wasn't necessary to use Gov Mayor states he is working with axis, the Pastor from Axis First Baptist and he has agreed to allow usage of the fellowship hall to allow citizens of Axis to voice opinion and be given an opportunity to become part of Creola. This meeting will be meeting with citizens, council and Police and Fire departments, Satsuma schools system officials will Mr. Enzor how far up, Mayor said county doesn't! know and he doesn't know either. STREETS Bobby has one estimate on repair of the window for $165 for the flat bed's back window. Councilman Walker thinks they can get a better price and wants 2 more estimates. Mrs. Stringfellow asked how much was the attorney bill and can she have a copy of it, Mr. Mims stated the council needed to make a motion to go into executive session to discuss some folk's good name and character. Mr. Mims stated that they also need to announce that the council will not reconvene, the meeting will be held in the Fire Councilwoman Greene stated it was $3100. Department.
