This meeting the council will do no voting, take no resolutions and states in a meeting like this, we are determining how much money the city owes, how much revenue the city has and to do a little bit work toward determining how to best spread the money out across the year and determine what possible grants that we might be able to get to assist the city. Rev. Ellen Leslie gave invocation. Pledge of Allegiance Councilman Hadaway Councilwoman Moss Councilman Walker Councilman Martin Councilwoman Greene Mayor Criswcll Upon the call ofroll, the following were found to be present: City clerk and City attorney were present. FINANCE Mayor Criswell states that he called this meeting today because he has a committee of Ms. Tonya Moss and Mrs. Lee Anne Greene that is working to derive a budget for the city. They have been working on it about 2 months, since they have taken office in November and attempting to discern what the city owes and who the city owes it to because the city is getting a lot ofold bills where they are past due. The council is attempting to find out all oft those bills and who they owe them to and what they need to do. Some of them the council might have to do some negotiating on. Mayor states that they have some invoices coming in, involving insurance and other bills that are yearly types and the dues and other items and materials for the city. Mayor asked Ms. Moss and Mrs. Greene where they are with the budget. What do we need to do Councilwoman Greene states that they worked up a preliminary budget a while back but now that they have all the bills in front oft them they are going to have to rework it. Councilwoman Greene asked Kim is she knows what the totals are that she just sees the amounts. Kim states to keep talking that she will get it. Councilwoman Greene states that Kim will get that then theyj just need to sit down and: see the best way to distribute and get some of the bills paid off.. Mayor states that he does not see the internal revenue bills. Councilwoman Greene states that on the second page they need to ask about the internal revenue. Mayor states that he sees that internal revenue but he thought it would be more than that. Councilwoman Greene states that they had a good meeting last night; well not a meeting Councilwoman Greene and Kim sat down and Kim looked thru some bank statements and this type thing. Councilwoman Greene states the incoming, RDS business license is down this year compared to last year, and maybe January will be a better month with the business license coming in. Councilwoman Greene states that there are Mayor asked if wel have a list ofthe trailer parks where they are paying this rent. Councilwoman Greene states that she and Kim talked about reports last night, business tax and the trailer parks. Kim states the trailer parks pay annually. What the trailer parks do, they are not ap problem, they pay based on 1-10 trailers, 11-20 trailers, and they have to pay a base fee. The people that rent homes, individually, we have to find a way to locate them. Some people will not come forth and this is money we are not getting. Councilwoman Greene states that this is an ordinance from back in 2008. Kim states that it was done 6-8 years ago, sO there is revenue there that the city is not getting because we do not know who all rents houses. Kim states that all ofthe trailer parks pay. Kim states that maybe we can get Mr. Mims to submit a letter to an apartment place that is here locally that has not paid the rental fee and they have about 20-25 units. This is $100.00 per unit and they refused to pay last year until they got a visit or a letter. Then this year they have refused. Mayor states that what we need to do is generate a letter to those people. Kim states that she has a letter or he can generate a letter. Mayor asked if Don Moss the building inspector that handles. Kim states that he would have to go to Bay Minette or somewhere up the road where ever they live. Mayor states on these houses that are being rented that we know are rental houses that are rented by people that own a couple of houses, why can't we. get Don Moss to go to that house determine who owns the house through the county records. Kim asked would that be an option. Kim states that most of them were done by who we knew and some people reported them. We did search some homesteads. Mr. Mims states that you can check to see who owns the property thru the revenue commissioner's website. It will not tell you who is living in the house but typically if there is not going to be al homestead exception claimed that would tell you that it IS not occupied. Kim states ok. Mr. Mims stated that itthere IS some questionsabonra particular house the first place would be to go to the revenue site. Kim states that there are some questions about several. Mr. Mims states that can be pulled without al lot oftrouble. Kim askedi if wej just need to enter the address. Mr. Mims states to let hem know ifs she is able to get on the site orl he can doi it. Kim states that she can, that she is familiar with the site. Mr. Mims states that you can search by name, or by address. Kim states that she will look by address because there is one person that lives in Mobile and they have three and they are refusing to pay as well. Mr. Mims states that ist the first place to go. Mr. Mims states that this will not give you a comprehensive list. The only way to get a comprehensive list of everyone in the city would be to know ever address in the city and to go thru them and would have to have a way to verify the owner was not living there. Kim asked ift they are claiming homestead somewhere else. Mr. Mims states that if they are claiming homestead in Mobile or somewhere else then that tells you that iti is not owner occupied here. Mr. Mims states that the Revenue commissioner website is not going to show you the actual owner oft the property; it will only show you the accessed tax payer. So you might have to check a deed in probate court. Km asked would it be worth a visit down town to found out how other to move forward to achieve that budget? still a few people that has not paid on there rental tax. cities do it. Mr. Mims states that first thing to do would be to check the Revenue Commissioner's website and then if you have other questions get with him and then they can make a decision Councilwoman Greene states that revenue she wanted to talk about, she knows she can't talk about the contract because this is a finance meeting, but to let them know what the city received from Mount Vernon, Kim printed it last night, in 2016 year to date $63,838.78. We can talk about this more during an actual council meeting as far as the contract goes. Kim asked Councilwoman Greene if she wanted to explain what else they paid for or have you done that. Councilwoman Greene states that she has not yet. Councilwoman Greene states that she was told last night and that it helped her out. They paid for a portion of the meals, they paid for any educational issues for the two people involved as well as out oftown expenses most oft the time. The base pay was $3750.00 but often times it was $4,300-4,500.00 because they helped pay for gas of Taylor and Davis for driving back and forth, meals and daily allowance for housing and Chief Conferences. Kim states she has asked for an itemized bill to show whatever was paid for. Kim states that it probably paid for 2 dispatchers a month. The check that was giving December 2 was $1666.00 and this was just dispatching because we did not house any prisoners. Councilwoman Greene states that on an average of this year was about $41-4,400.00. Councilwoman Greene states shej just wanted then to know what the income was coming in. Mayor asked ifs she knew about the State of Alabama Department of Revenue approximate $4,000 paid quarterly ini internal revenue service $3-5,000 due quarterly. Is this 940 or 941? Councilwoman Greene asked Kim about a check that was talked about the other night for $6200.00 to the revenue that gets paid quarterly that was cleared in December? Kim states the $6,300.00; this was actually first and second quarter. She states she would have to look it back up but they do hold the checks about that long. Councilwoman Greene states that they discussed putting the money in the money market account. Kim stated that is two different things. Kim states the checks when we do the end of the quarter are there is a balance then we write a check. On the money market account, is an account that is separate account that the IRS suggested that we have because if there is ever any issue and they put a lean on something, they will not put the lean on the general fund it will only effect the money: market account. The only thing that is put in the money market account is tax money. There is nothing else held in this account. It does not have checks to it or debt card. Councilwoman Greene what are we behind on with the IRS? Kim states that we have to file the quarterly taxes by the end oft this month and whatever that balance is the report has not been done as of yet it is due by the 31*. Councilwoman Greene states that approximately there is $3-5,000.00 on the list. Kim states that is just estimating. Kim states that she has to do the bi-weekly report and bi-weekly deposits, and with us knowing that the first two months was prelly high (here may be a balance, we do not know yct. Kim statcs shc hopes not, that she is hoping she over paid. Mayor asked if wel handle a state of Alabama the same way. Kim states yes the same way and the department of industry relations and there is just a couple of hundred dollars and she did forget to add that one to the list, this is unemployment taxes. These are not penalized until February 1St. Kim states that she also has some reports for the revenue comparison. Kim asked Councilwoman Greene if she had them from last night that she did not make copies ofit. Councilwoman Greene states that she did not have those. Kim states that they talked about it and if she remembered there was a big difference from the year 15 to 16 which makes a big difference in what we have now. In October we got $119,000.00 in 2015, in 2016 October we got $49,000.00. Councilwoman Greene states that Hicks Pallet bought a million dollar machine. (We got sales tax). In November $71,000 and this November $50,000.00. So there is a $20,000 difference. Kim states that the only month that was comparable was December 2015 we got$55,000 and December 2016 we got $60,000. Kim states that ad valorem is down and we were expecting it to be up. Councilwoman Greene states that we. had more houses sO it should show up next year. Kim states that we had it in by January sO she thought we should have had it about going down town. because we pushed to get that deadline to have it in. We had it in last January in order to get it SO we should have been accessed for it. Kim states that she would hope that the check that comes in the next day or two for the end ofl December would be significantly. Councilwoman Greene states yes because we annexed 30 or maybe 40 properties. Kim states probably more than that plus we did commercial property. Councilwoman Greene states that is right. Kim states that we are hopeful on that but it is down a lot. Kim states that in the first few months we play catch up we spent $75,000 extra in payroll. This was the first 61 months of last year. Mayor stated that was the first 6 months of last year. Kim repeated the first 6 months of last year. Mayor states an additional $75,000. Kim repeated an additional $75,000. Kim states that she thinks those reports are old but she probably has them, sO we spent a lot of money and that just kind of flipped us backwards for everything else to go. Kim thinks in an email she covered the personal board and a couple of other things. Kim states not the previous administration but the administration before that or the mayor before that, four year's things went unpaid. Mayor asked four years. Kim states yes the whole administration. Mobile County personnel board was open and was not paid. Kim states that when she took over in 2004/05 this is what she got hit with. So even though we are trying to stay caught up or be caught up we are still 4 years behind. Councilwoman Greene state that we are $43,000 is what it says we are behind. Kim thinks attorney Johnny Lane actually talked about it several months ago. Councilwoman Moss states we owe them $43,000. Kim states because they never stopped billing and they will not help us. Mr. Mims asked if he could ask a question. He asked ifthere was ever any type of repayment agreement introduced. Kim states yes they agreed, Mr. Lane set it up for us to pay every other month. Mr. Mims asked if this is in writing anywhere. Kim states that she thinks iti is, he should have a copy ofi it. Mr. Mims asked if he could get a copy ofit. Kim states she will. Kim states that EMA is the same way. Kim states that nothing was paid including the IRS. Kim states that Mr. Walker may remember this because she thinks he came in and this was to the tune of$100,000. Kim states that this is something that she has been battling over ten years. Councilwoman moss states playing catch up. Kim states Mr. Mims states he has one more question, sorry he knows this is not his meeting but he may want to have a conversation with the personal board about remitting some ofthis. How much is aside of what you have listed on the sheet what is the normal current payment that you make. Kim states that it averages, she actually has a bill, it avenges about $1,900.00 a quarter. Mayor state about $750.00.Kim states that this is the last one she got and she got it in November and it averages $1,900.00 -$2,500.00 a quarter. Kim states that what they did ask to pay the most recent bill and as we get extra go back and pay extra. Mayor asked Kim next week to formulate sheet that tells them all these old bills. Kim states that she has it right there, she can. Mayor asks ifshe has a sheet of it. Kim states for the Personal board or all separate. Mayor states he wants the whole thing 80 they can see how much they need to pay forthe-lasr4) years or8 yearsto whatever. Kim states 12 years. Mayor states that with the adjustments that they have made in people that went on to other. jobs, we. have gotten some additional revenue but it is being burned up by paying some of this stuff. Kim states that as we. have discussed also. Councilwoman Greene states with overtime with the police and dispatcher still. Kim states right. Councilwoman Greene states that they know that she is short nobody is saying this is just what is going on. Kim states right but in comparison, one month that was picked in general was December. In December 2015 we spent $24,000 for one pay period. This December 2016 we spent $20,000, even with the decrease in staff, Kim states that she is not picking on anybody, you know. Councilwoman Greene states that it is what it is. Kim states that it is still, and she thinks on the statements they noted for the month of December we took in $112,000 but we wrote checks and spent $129,000. Kim states that she has that information here; it is on one of the sheets that she gave them. Kim states that she and Lee. Anne pulled that directly form the statement. Councilwoman Greene states yea. Mayor states that they had some additional expenses with the change of people on the election and everything. We paid people that were finishing out, Mr. Ivy; you did not donate your yes. last (jokingly). Mayor states anyway they paid the councilman that was there and picked up the new council at the same time. All of this came in November and December. Councilwoman Greene states that is $10,000. Kim states that this is the bond. So this is an extra $10,000. Councilwoman Greene states that we are not used to paying. Kim states SO the hope is on the second sheet it shows some expenditures from when we put the freeze on the over time and what we tried to do a few weeks ago was cut checks for people that are no longer here and get that off of us. We did this back in December. Councilwoman Greene states this was done early December. Kim states that this was only a few thousand dollars and this was extra. Kim states we average about $80,000 in expenditures. Mayor asks that next week for Kim to run a sheet on that sO that we can look at it and we can look at it. Mayor states that we: may need to get some help in to negotiate with some oft these people, Mr. Mims maybe, for the personal board. Kim states that the personal board is really easy to work with. Kim thinks there is a new person, Ms. Brandy Burk was there but know there is a new, gentleman that is al little more aggressive. Councilwoman Greene states it was a gentleman that she has spoken to. Mr. Mims states there is a gentleman named Mark Madden. Kim said maybe that is who we got notices from. Kim states that Ms. Burk had said that when you get just send it in but when the other guy come in he was a little bit more aggressive. Councilwoman Greene said he was. Kim states he knows the situation and he knows that he got no communication for four years. Kim said when they got in here it is like Ib brought the new council in and they asked what we got. First we got a $100,000.00 worth ofIRS we got to pay. Kim states nothing was paid for a 4 years. Kim states that were the first loan that Mr. Walker. Mr. Mims asked if this was instructions not to pay. Kim states she does not know that she was not here then, none of us were here in 2000-2004 administration. Kim states that when they came in, Councilwoman Greene states they walked into a mess. Kim states that she walked into ar mess and has been trying tol keep things going for the last 12-15 years. Sometimes Mr. Ivy asked Mayor if he could ask a question. Mayor states yes. Mr. Ivy asked why the city canceled the Mount Vernon contract. Mayor states that it is cancelled but they are negotiating. We are still working with that. Itis a live negotiating, is this right Chief. Chief states yes sir. Mayor asked Councilman Martin ifit was being worked on and he states that is the way he Mayor asked Councilwoman Greene when she thinks they will have a budget put together with what Kim's going to give you. Councilwoman Moss states that they are going to have to get Kim to get the outstanding before they can make a budget; ; Kim states that it can be done, we got the numbers plugged in and can get the outstanding really quickly. Councilwoman Moss states that they have tol know what they owe. Kim states that we have a format fori it and thinks she gave itt to them a few weeks ago. Mayor states that Chiefand Councilman Martin are working on the police budget. Kim stated that she thought they were done. Mayor and Councilwoman Moss state that Chief Reeves and Councilman Hadaway are working on the fire department budgct and putting it together. Mayor states he is working with Councilman Walker with CAMP 3 with the county to put that budget together. Mayor states that we should be able to pull something together with what Kim has and what we owe on quarterly and yearly and this kind of stuff. Kim states ok. Mayor states that we can set out and get some of this stuff paid off. Kim asked the mayor if he wants them separate or do you want like the regular stuff kind oft to the side and then the big stuff to another side, how you want it done. Mayor states what he is looking for is if we got to pay $24,000.00 in the next 3-4 months, we will know it is there, and we will have all that so we can pay it. Kim asked did he see, Councilwoman Greene asked if AMIC was on there, she knows the 24, Kim states that AMIC is on there and Mobile Workman's Comp, Councilwoman Moss states yes AMIC is on there. Councilwoman Greene states yes approximately $49,000.00, Kim states that she got he bill yesterday. Councilwoman Greene asked if she got the AMIC bill and Kim said no the Mobile Workman Comp bill. Councilwoman Greene states that Kim showed her that and it was $24,000.00. Kim states that she does not know why they have not got it check maybe because they added some more stuff so maybe they are waiting. We have to pay $3,300.00 Kim understands. states that she just got this call today. Councilwoman Greene states that we get the Alabama Power check the last day in January. Kim states that they will deliver it on January 315L Councilwoman Greene asked how much was last year and .Kim states last year it was $108,000.00. Councilwoman Moss stated that she thought it would have been more. Councilwoman Greene states that she thinks it will be a little more. Kim states that will be another task that they can give Mr. Mims to see if they can renegotiate the franchise Kim states that franchise has been in place and not been reviewed. Kim states that Mediacom, BellSouth, Alabama Power, Mobile Gas has been in place. Kim asked if she was missing anyone and Councilwoman Moss states AT&T and they have not been reviewed in many years. Mayor asked about the Mediacom, is this the one they want to expand? Councilwoman Greene states they are the one coming on the 12th to the council meeting during the workshop. They have looked at the streets that everyone requested to bel looked at and hopefully will let us know what they can do. They will pay us a franchise fee it will not be any cost to the city. Kim states that they are already paying know. Councilwoman Greene and Kim state that they are hoping to get more. Kim states that she does not know how many clients we have. Kim states that we get abut $5,000.00 a year from Mobile Gas. Kim states that she has not received this yet but she is waiting. Councilwoman Greene asked ift they send this once a year or quarterly. Kim states mobile gas once a year and BellSouth and Mediacom does quarterly. Councilwoman Greene asked what BellSouth runs. Kim states last one was $762.00; most people are on cell phones now: SO BellSouth is not as big as it used to. Councilwoman Green states that is right. Mayor states that what we need are a couple of cell phone towers that pays taxes. Mayor asked Kim to also give them a debt sheet of what we think is coming in that we are going to owe but can you give another sheet ofr revenue coming in. Kim states she has that already and can do that. Mayor states that they can compare those two and then they can go to the department and see how much they need to trim or add or do whatever. Kim states that they got a new dispatcher and should help with dispatcher over time. Councilwoman Greene states that there was a question about her hourly. Kim states that shel had a question but she has not talked to Ric. Kim states that this is financing SO can it be talked about just not call a name. Councilwoman Greene state this is finance sO yes just don't call ai name. Kim states they were wondering because they started on Monday they were thinking they were getting overtime because they worked 60 hours. Kim states that we do not do it this way; they have to work a full pay period. Kim states that the mpsiasnddileaty. Chiefstates he will take care ofit. Kim stated that she thought because she worked 60 hours at 12 hours everyday, that they would get 40 hours and 201 hours overtime. Kim states that we do not do this and councilwoman Moss states that she did think SO. Councilwoman Greene stated that she sees what she was saying. Kim stated that her start date was. Monday. Councilwoman Greene states that it is8 80 hours anyway for the whole, but we get paid every other week basically. Kim states that she did not answer her that she was going to refer her to. Chief states that one will not get Councilwoman Greene states that we will be receiving a $1,000.00 from Commissioner Ludgood very soon for the washer and dryer. Kim states that they do not have it yet. Councilwoman Greene states that we will order it and get a Purchase order for it. Councilwoman Greene states that she will send Kim the money but the city will pay forit and we do not send her the bill. Councilwoman Greene states she asked her and shes said she would just forward you the $1,000.00. Kim states that they might have it in the police it, the one that just started Monday. equipment fund we will check and see. Councilwoman Greene states that ifyou do then just put the check back in there. Councilwoman Green states that they willl have rules with this washer and dryer Chiefs said. He is putting al Do Not overload sign onit. Councilwoman Greene states that the others were old and she feels sure they were old. Chiefstates that they were old. Councilwoman Greene states that this is a good added addition. Mayor asked ifI Lowers takes the old ones away. Councilwoman Green states yes. Mayor asked Councilwoman Greene if she had anything else. Councilwoman Greene asked when payroll was due again. Kim states the 13th. Kim states that she put an explanation on when it is due and what we. have now on one ofthose sheets and int the middle oft the sheet there is an explanation. Councilwoman Greene states she sees it. Councilwoman Greene states that another thing they have discussed in the finance meeting is retirement; she said Kim said we do 6% and this was done by an ordinance. Councilwoman Greene asked what the employees pay BCBS it is not much? Kim states about $50.00 ai month. We break it down into 26j pay periods and it comes out to be $26.08. Today with just the minimal employees we have it was around $9,000.00. Kim asked can they tell her how to find out if we are required to do, law enforcement gets 6% and regular employees get 5%. Mr. Mims asked ifthis isi for the retirement. Kim stated yes. Mr. Mims asked if we are under, Mayor states RSA. Kim states yes. The police are not under the RSA are they? Kim states yes everyone is. Mr. Mims asked what Kim needed to know? Kim states ifiti is optional to renegotiate it. Councilwoman Greene states for finance reasons and it will only go for 80 hours not for an over all. Kim states that when it went for over all it was. Councilwoman Greene states that when it was matched for 6% it was only for the 80 hours it is not for what ever else is worked. Mr. Mims states that know we are only doing the 6% right? Kim states that they are doing it anyway. Councilwoman Greene states that she did not know ift the council might want to think about 3% or 4%. She does not know just an option or go up on BCBS one or the other this isj just an option. Kim states that right know BCBS a family coverage aj person pays just $50.00 a month that is $23.08 aj pay period, for individual coverage that do not pay. Kim state that she thinks there are only 3 employees that have individuals. It averages for a full family is $1300.00 a month. In addition to all the other things we were Mayor states that he has a question about the electronic system $6,717.00 and then we have a wireless Verizon bill for $5.000.00. Mayor stated that Councilman Hadaway was working on the phones and asked him if they had got that work out. Councilman Hadaway states that they have got one of them swapped over and they are making progress with it. It is not completely fixed yet. Mayor asked how many phones? Councilman Hadaway states 25-28 total lines. Kim states that she has it. Kim states that some of them ofi myfi. Mayor states these are for the police department. Mayor asked Chiefhow: many does hel have. Kim states it is the big ones in the vehicles. Chief states 7-8. Mayor asked ift this was for one month. Kim states that is the last one: she received. Kim states that this bill runs $12-1,500.00 a month. Mayor states that this is more: SO there are some months not paid. Kim states this is the last bill she has got sO this is the total that is due right know. Mayor states this is for several months. Kim states yes. Mayor states this is going to be around $1,100.00 every month. Kim states around $1,200.00 but ifthey are cutting it down it will be less than that. Councilman Hadaway averaging about $19,000 a month for health insurance. states it is $1,233.00 and they are about to cut some lines. Mayor asked what he thinksit will down to around $8-900.00. Councilman Hadaway states yes SO where around there. Mayor asked if the electronic bill was for the police department, is this Hurricanes electronics? Kim asked if! he was looking at election system, is that what is at the top. Mayor states that it is for the elections. Kim states yes that is all the printing, and the runoff that Councilman Martin made us have. Kim states this does not include we paid each person a minimum of$450.00 to work it. Andifitis a city election the city eats this. Thel highest person is the inspector and they get paid $225.00 or $250.00, the person under them gets $175.00 and everyone else get $150.00. Mayor states that this $6717.00 is going to go away this month when it gets paid. Mayor states we won'tsee it next month. Kim states you will not see it for another four years. Mayor asked about the department oft transportation for $782.00 is going to go away to. Kim states that when you see them up there fixing the lights that they are not being nice we have toj pay them. Councilwoman Moss states that this one will go away to. Councilwoman Moss states that every time we call them to the red light we. have toj pay. Kim states for anytime we call Mayor asked about the. Anthony Finance which is the CPA. Kim states yes. Mayor states we got a bill for $9,239.00 from October. Kim states hei is willing to take a portion, half orat third. He is willing to work with us, He has done it before. Kim states that they have tried a couple of other places and they wanted it up front and it was $21,000.00 Councilwoman Greene asked about the Alabama power all accounts, this has come out already. Kim states that ist the new bill. Councilwoman Greene states this comes directly out oft the bank, that we do not write a check. Kim states that they do not write a check it is auto pay. Councilwoman Greene asked about the gas for the vehicles are automated as well. Km states that when you look at the bank statement it says McPherson oil. Mr. Mims asked about the CPA. Councilwoman Greene states he did the audit. Kim states he is from Gulf Shores. Mayor states he did the audit for 2014 and 2015. Kim states yes. Councilwoman Greene states yes he has done the last 3 or 4 years actually. Kim states he is actually the one that caught us up from 1998. Councilwoman Greene states that she remembers him. Kim states that was not done either. Kim states that she has every copy ofthem. Mr. Mims states that might bel helpful. Kim states that if they remember this is another thing that is due every year and when she started in 04-05 when she started being the city clerk, they have not been done since 98. Philip started catchingt them up.
