Rev.. John White gave the Invocation. Pledge of Allegiance Mayor Criswell Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway City Clerk-Carolyn Sue Cain Upon the call ofr roll, the following were found to be present. City Attorney Assistant- Theresa Williamson Councilman Walker made a motion to accept the minutes, as corrected, from the meeting of April 23, 2017. Councilwoman Moss mentioned that Mr. James Lambeth, addressed the Council on April 13, 2017 but his name was misspelled as Lambert. Needs to be corrected 6 places in the minutes. With that correction to the minutes, Councilwoman Moss seconded, all tavored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL Mayor Criswell asked for the list of citizens to address the Council 1. Joan Stringfellow- Had many questions about the police cars, old & new. She asked, "Did we auction off the cars?" Mayor Criswell explained that we traded out some cars We scraped the F150 Ford P/UT Truck. We got rid of the Dodge Maximum, 2 Crown Victoria's & the Dodge Stratus. Mrs. Stringfellow stated, " OK, that's what's gone, How many do we have left? Where are they? She asked Chief Kirkland, "How many do you have on your property?" Chief Kirkland stated he had 5 on his property and we have 3 1 that were donated from City of Mobile. Councilman Hadaway stated that this makes 17 total vehicles on the insurance. Ms. Stringfellow then asked do we have an auxiliary? Chief Kirkland stated that we have a Reserve Program. Ms. Stringfellow asked," How many do we have on the Reserve force?" Chief stated we have 5 Reserve Officers and named them for Ms. Stringfellow. RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene made a motion to amend the agenda. She introduced the paperwork for Mr. James Lambeth to come into the City of Creola, we will post it for 15 days then bring back to the council at the next meeting fori them to agree to bring Mr. Lambeth into the City. This motion was seconded by Councilwoman Moss, all favored, none opposed, motion carried.. Mayor Criswell mentioned that we are working on BP Grant. Councilwoman Greene stated that all Municipalities can apply for Infrastructure sO we are working on this grant for a new City Hall Complex and Public Works. We will turn in costs and we have al list to by October 2017. Mayor Criswell explained what the BP settlement is. There is 571 M in Bucket 1; 9M in Bucket 2; 18M in Bucket 3. Commissioner Ludgood informed us that we were noti in Bucket 18 &2. We met with the BP Recovery Act Team and this is a good opportunity for us to get some grant money. We will be included in Bucket 3. Jimmy Lyons with the State Docks sits down with the Governor & Commissioner Ludgood to decide who get what. The Mayors of Orange Beach, Gulf Shores, Fairhope, Dauphin Island and Bayou La Batre decide who, gets what. Buckets 4 &5 are yet to come. Mayor Criswell stated that November 1st is the deadline. This is a good opportunity for us. PLANNING COMMITTEE Rev. Chambers stated that we are ini the process oft finishing our booklet..our goals for our City. Ms. Nicole with SARPC will bring back any changes to the committee. There is a 15 day waiting period. We will look at booklet, make changes and make the presentation at the next meeting. This booklet is a good representation of our city and our future. All things are included..BP settlement, infrastructure, new City Hall Complex, etc. We have several new businesses coming to our City. Last Tuesday was the ground breaking for Superior Carriers on Radcliff Rd. Councilwoman Greene stated that this will be a $2M building, & Mayor Criswell mentioned that 35 employees will be added. Councilwoman Moss mentioned that Delta Trailers held their annual Open House this week and it was really nice. ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION None Councilwoman Greene mentioned that she had contacted LIP and we will be receiving our $5,000. annual check to the City probably in June, no later than July. We will use this check to 2 extend our walking trail, add playground equipment, basketball court, bleachers for the soccer fields, concrete picnic tables & benches. We will get with Major and bring prices back to the Council no later than July for these items. We will work to have this project finished by our Rev. Chambers mentioned that the basketball goals were torn down by vandals' years ago and he was promised that they would be put back up but this never. happened. His children are grown and gone and never got to enjoy them. Councilwoman Greene stated that we would be getting new goals and asphalt. Former Mayor Nelson reminded the council that ifyouj put the goals in "Day in the Park" in November 2017. the asphalt that it will crack. UTILITIES AND SENIOR CITIZENS Councilwoman Moss stated that all senior centers in the area will be having a big day in Saraland In May. There will be games and prizes. The seniors always look forward to this big day. Councilwoman Moss mentioned that the awnings are up at the senior center. They are all around the center + we. have lights up, as well. Thanks to Commissioner Ludgood for this. Councilwoman Moss mentioned the Butterfly Garden at Dead Lake. Commissioner Ludgood along with the youth of St. Andrews Chapel, Creola Assembly & the Boy Scouts planted flowers in the Butterfly Garden last Saturday. Ifa anyone gets a chance, ride down and look ati it. Itis Councilwoman Moss stared that she is working on a SARPC grant for a Van. The grant is 36 really nice. FINANCE pages and the deadline is. June 4th. Councilwoman Greene gave the financial report, giving a copy toi the Council. Fire Department General Fund Police Department SAIL Center 7-cent Gas Tax Acct. 4-cent Gas Tax Acct. $ 444.68 119,915.20 6,321.21 1,925.76 10,110.68 $ 8,509.11 She stated that she and Councilwoman Moss are working on a budget. It is to a point fori the Council to look at it. Changes may have to be made but it a workable budget.5928277.01. This is a project balance and we can add to as needed. The Alabama Lcaguc of Municipalities ducs were left off the budget as we: are not sure of the amount. ALI League will let us know the amount. Councilwoman Moss made a motion to accept this projected budget. We will add to it, as needed. Seconded by Councilman Walker. Revenue from Mobile County will be listed on a separate spreadsheet. 3 Councilwoman Greene also mentioned that the City has overdue invoices from ALDOT amounting to over $16,000. (Unpaid since 6/11/2011). They will work with us and we can pay one or two a month or whatever we can afford. An e-mail was sent tot the Interim City Clerk, Carolyn Sue Cain, stating that the past due invoices and letters were not being answered. Councilman Martin stated that first of all, he wanted to Thanks all his friends and neighbors for their prayers and concerns for him during his accident and recovery. He really appreciates everyone. He mentioned that we were adding Chief Kirkland to the Police Dept. checking account. Now we have three that can sign on this account 1) Mayor Criswell; 2) Harold Martin and now, 3) Chief Kirkland has been added. This gives us 3 that can sign on the Police Department account. Councilman Martin made motion to add Chief Harold Kirkland to the account. Seconded by Councilman Walker, alli favored, none opposed, motion carried. Councilman Martin stated that we are very fortunate to receive the police cars from the City of Mobile. We can filter out the old vehicles, bring ini the others slowly asi it takes lots of money to fix them up with radios, stripping, mechanical, etc. A motion was made by Councilman Martin to declare four vehicles excess and be sold '06 Dodge Magnum; '07 Crown Victoria; 07 Crown Victoria and the green Dodge Stratus. The old red truck can be sold for scrap. This motion was seconded by Councilman Walker; all favored, none opposed, motion carried. Councilman Hadaway gave a report on the Fire Department: POLICE AND FIRE Balance: $444.68; made a purchase from Tire Works for1 tires- $893.96 Councilman Hadaway made a motion to pay a bill to Sunbelt Fire to pay $1,553.47 fori the annual maintenance on the Fire Truck. The motion was seconded by Councilman Walker, all Councilman Hadaway made a motion to purchase a new recorder for the Interim City Clerk for $31.99 from Amazon. He stated the old one is not working property and had to use his as a back-up for the last two meetings. The motion was seconded by Councilman Martin, all favored, none opposed, motion carried. favored, none opposed, motion carried. Councilman Hadaway made a motion to contact a plumber to fix a leak on the Wash Rack. Ihe motion was seconded by Councilwoman Moss, alli favored, none opposed, motion carried. Councilman Walker stated now that Ducey Rd is fixed, we are having trouble with speeders. We need "15 mile an hour" signs and "Children at Play" signs, as well. He made a motion to get these signs up on Ducey Rd. Motion was seconded by Councilman Martin, all favored, none Councilman Walker made a motion to purchase a new: steel blower for Bobby as his was not workable. The steel blower will last 15 years or more. The last one last about 15 years. Councilman Walker stated that the steel blower costs a little more but well worth it. Councilwoman Moss seconded the motion, all favored, none opposed, motion carried. STREETS opposed, motion carried. 4 Councilman Walker mentioned that we need 2 loads of rock up at the park. We will get 2 loads as a backup as we can't always get the slag when we need it. There is a grant to build Ducey Rd. It will bid next year but we gave those folks on Ducey Rd. some help. Had it graded and iti is drivable now. COMMUNITY GROUP Mayor Criswell stated that the City has released an order to Safe Span this week to repair our bridges in Creola. This is a Federal & State requirement and our bridges are in bad shape. Former Mayor Nelson commented that the two bridges on Hwy. 43 belong to the State. Mayor Criswell he had met w/ ALDOT-They will be replacing both bridges on Hwy. 43 Mayor Criswell mentioned that we would be going to Axis) FBC at 10 a.m. this Saturday, April 29th for a meeting with the Axis residents. We will answer any questions they have. We will Councilwoman Greene stated BCBS for $52,000.00 is listed on1 the budget but keep in mind this Councilwoman Greene thanked Pastor John & his church and McDonald's in Satsuma for Councilwoman Moss reminded everyone that June 3rdi is the breakfast for Seniors & Veterans at the Creola Senior/SAIL Center. Councilwoman Greene mentioned that we. had pancakes left from the Pancake Breakfast and we can use those for the June 3rd breakfast for Seniors and Councilwoman Greene mentioned that AKZO had 933 + workers from plants sign in last take our charts w/ easels...Our 20 year plan for our City. is for 81 months not 12 months. She said "This is a work inj progress. 46 sponsoring the Pancake Breakfast and Egg Hunt for the children Veterans. November.
