Center 9618 Old Hwy. 43 Creola, AL 36525 Mayor Criswell called the Emergency Meeting to order for the purpose of determining our next step due to the recent rains and flooding of the Creola City Hall at 190 Dead Lake Rd. Bro.. John White gave the Invocation. Roll call found all present with the exception of Councilman Hadaway. Mayor Criswell stated that the purpose of this meeting is to let Citizens know about the water damage to the city clerk's office and other parts of city hall this past weekend. Due to the large amount of water that fell, city hall sustained some very large leaks. At least 20 gallons of water fell when the ceiling tiles collapsed in the city clerk'so office. Leaks were also found in the mayor'soffice, kitchen, bathrooms, storage rooms, court magistrate office and council chamber area. We have received several quotes, one being $10,000. for just the roof. City Hall bldg. has been leaking for several months due to all the rain we have had. We have seven (7) leaks in the police department. We will do an evaluation for damages and file with AMIC, our insurance company. Mayor Criswell has been in contact with Naheola Credit Union concerning the purchase of the bldg. located at 9615 Old Hwy. 43 next door to the Creola Post Office in 2018. Due to the water damage to city hall, Mayor Criswell spoke with MarkJohnson, CEO, Naheola Credit Union, to see what our options would be to move forward to the new bldg. We can move forward with an 11-month lease to own beginning July 1, 2017 @ $1,500.00 month, after that to purchase the bldg. the payment would be $2,000.00 month for 20 years. This plan requires no down payment. We can pay off anytime with no penalty for early payoff. This is with the review of our City Attorney, Danny Mims. Councilwoman Greene states that we have a $3200. month bond that pays out April 2018, a $50,000 loan that will payout February 2018. We will set up an account after February 2018 to deposit the monies from these two accounts after they are paid off. We have auto payments that will pay out in March 2018 for $965.08 and another account that will pay out in May 2018 for $3200.00. We will deposit these monies in a separate account for payments on the Naheola bldg. We will have 2 acres on the North side and 1 acre on the South side. This building has been appraised @ $1.2M. Naheola has cut the price $50,000. from the original price two years ago. Naheola closed the Creola Branch March 31, 2013. We found out three months ago that the City of Creola was the only municipality that did not apply for the BP Grant in 2013, 2014, 2015, or 2016. The BP Grant can be used for infrastructure. We applied for the BP Grant and we are listed in Bucket 3 of the grant. Buckets 1&2 2 have already been distributed. We are waiting to hear from the BP Grant. Since the BP Grant can only be used for infrastructure, we can purchase the Naheola Credit Bldg. with the BP Grant. 2 Naheola has been cleaning the bldg. and cutting the grass on a regular basis. We will power wash the bldg. and sidewalks. We have a few minor repairs to make. There are nine offices in the building and there is a $68,000. Security system in place. The security system just needs to be activated. The Credit Union left thousands of dollars' worth of furniture, pictures, etc. in the bldg. We spoke with McAleer'sa and we can purchase other needed items from them. These items were traded in from University of South Alabama when they purchased new furniture. A motion was made by Councilwoman Moss to move forward with our plan to obtain the tentative lease from Naheola Credit Union, subject to review by City We can get these items at a very reasonable price. Attorney, Dany Mims. Seconded by Councilwoman Greene. Mayor Criswell stated that we need to consider what to do with the police department. We will take lowest bids and not to exceed a certain amount. There is water in the police department Water is coming up thru the floor. There is mold and mildew in the PD, as well. PD is open 24 hours a day, 7 days a week. A motion was made by Councilman Martin to get quotes to repair PD. Councilman Walker seconded, all favored, non-opposed. Motion carried. Ar motion to adjourn was made by Councilwoman Moss, seconded by Councilwoman Greene.
