Officer Don Turberville gave the Invocation. Mayor Criswell asked everyone to please turn off cellphones. Mayor Criswell introduced our newest employee, a Co-Op student from Citronelle Academy/High School. She is an Honor Student with a 4.37 GPA. She will work 3 days a week this summer, upgrading our ordinance, resolution & minute books. Welcome aboard..Sabrina Councilwoman Greene made one correction to the minutes on last page (page 6) under additional notes: $3,000. Should read $30,000. Motion made by Councilwoman Moss to accept minutes as corrected. Councilwoman Greene seconded, all favored, none opposed, motion Presley. carried. CITIZENS ADDRESSING THE COUNCIL Mayor Criswell asked for the list of citizens to address the Council. 1 1. Cynthia Martin spoke about the Summer Fest on. June 24, 2017, a fundraiser for the PD. Stated we are grateful for our community- Everyone has come together to support our PD. We appreciate all sponsors, and all donations, etc. for thet fundraiser. Everyone come out and enjoy the day and support our PD. RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene introduced application for annexation from Mr. and Mrs. Nicholas Evans, 1340D Radcliff Rd. They have signed to come into the City of Creola. We will post for 15 days and bring this back tot the council at the next meeting. The others that were posted for 15 Councilwoman Moss asked for a Resolution to have a Title VI program in place. She read the Non-discriminatory statement. This will apply to all programs, hiring, etc. w/ Dept. of Transportation. Councilwoman Moss made a motion to make a resolution for Title VI, Councilman Walker seconded, alli favored, none opposed, motion carried. days, we will bring back to council at next meeting. Councilwoman Greene asked for a resolution showing that the City of Creola supports the Back to school Tax free weekend from 12:01 am, Friday, 7/21 to 12 midnight, Sunday 7/23/2017. This resolution encourages citizens to support the tax-free weekend. Councilman Martin seconded, all favored, none opposed, motion carried. Mayor Criswell mentioned that he has been working with Mobile County Personnel Board since November 2016 to resolve issues with the involving the payroll fori the past 3 years. There were 3p payrolls generated which were incorrect. One being a contract payroll for employees not under MCPB. We are working to roll the SA for police officers into their salary. Mayor Criswell asked for a resolution to go to the MCPB on. June 20, 2017. Councilman Martin made a motion; Councilwoman Moss seconded, all favored, none opposed, motion carried. PLANNING AND: ZONING COMMITTEE Councilwoman Greene stated there will be a meeting June 20, 2017 6PM for regular meeting. A public hearing at 6:30 pm for Mr. Tim Foster's property on Old Hwy. 43. Will get a count and bring back to next meeting. 2 PARKS AND RECREATION Counciwoman Moss stated that Bobby Smith has swings up: and the other 2 swings will be up Josh Skidmore was invited to attend tonight's meeting but he was a "no-show". He had asked about playing ball at the park for 8 weeks but we needed more information from him. Councilwoman Moss stated that the grant for the senior van was mailed on June 2nd. Wea are The Senior/Veteran breakfast wasi really nice. Wej prepared 85 meals. Next year we will consider asking other cities to join us. Maybe have it on a Friday ànd include Satsuma and Mt. soon. We will have new: swings for the park and they look really nice. UTILITIES AND SENIOR CITIZENS waiting tol hear from it. Vernon. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. Also copies available to citizens attending the meeting wishing to have one. All revenues for the month totaled: $28,826,56 Also, a Find Report for April and May were: available. The current bills totaled: $5,358.86 This is our standard bills. Councilwoman Greene stated that she approved for the city clerk to order checks for a total of $384.86. She was down to 7 checks. Councilwoman Greene made a motion to pay our bills. ALDOTS16,00.From611.2011.They, will work with us. We will pay $300.-$500.. AI month and they will apply our payments to the oldest bill. Mayor Criswell stated that the former Mayor had received al letter dated 10/4/2016 from ALDOT but no action was taken on this letter. This is for repairs on the red lights at Hwy. 43. We followed up when we received al letter from ALDOT in March 2017. POLICE AND FIRE Police: Councilman Martin stated that the Creola PD: is sending Officer Don' Turberville to school for re- certification for. APOST. ChiefKirkland stated that we: need to send a $500. check with him for registration. The training will be. June 11-23, 2017. This is at two-week training and is required for re-certification. We will reimburse his expenses. He will bring receipts. The lodging will be $1,043.40: and there will be a gas & food expense. This training is required for certification. 3 Officer Turberville recently issued 24 tickets on Hwy. 43. The lowest speeder was going 70; the highest being 84mph. The speed limit is 50mph. Councilman Martin gave a recap of the PD Police Account: Balance: Deposits: Fees: Checks: 8290.45 April 29th 450.00 29.79 940.32 7770.34 May 31st Councilman Martin made a motion to accept the PD financial report. Councilman Walker Councilman Martin stated that the PD is working great on limited funds. County Commissioner Ludgood has been great helping us with funding. We have made a request to Commissioner Councilman Martin encouraged everyone to come out and support the PD fundraiser on June 24th. We have dignitaries coming to Summer Fest sO come out enjoy our beautiful park, eat BBQ, drink iced tea, eat ice cream and support Creola PD. We have invited the Sheriff, Commissioner Ludgood, Mayors from neighboring cities, Judge Jay Ross and other dignitaries. Volunteer Fire ChiefJeffery Reeves gave a detailed report on the trucks and equipment for the fire department. They are bringing everything up -to -date with refurbishing, repairs and maintenance. We operate on limited funds. Ifew get at truck from surplus we can fix it up and after 1 year, we can sell it, ifv we don'tneed: it. The '83 truck still a good running truck. Weare working to get all our trucks and equipment up to speed. We got a truck for $350. Which would have costs us $1,000.00. It was a Navy Base truck and will give us 20 years of service. We are working to get everything in shape for the. July 5th ISO: inspection. The ISO rating is very important. Some insurance companies don'trecognize but most do. This will save everyone money on their homeowner's insurance. With the annexation in mind, we are working on a 5- year plan. We got tol have trucks to cover this area. Our station must be within a 5 mile radins. ChiefReeves explained that Saraland pushed their response area back. We get complaints from the Saraland residents. Ours jurisdiction ends at SSAB at Richie Rd and Richie St. Itis Turnerville's District but when you pull up the address it recommends Creola. Same with Creax Mayor Criswell asked about the Maritime response. Chief Reeves stated the we have 2 boats in place. We will be out making contact with the residents, not writing tickets but encouraging them ChiefReeves stated that the fire dept. will be getting a $14,000.00 grant, although it is $1,000.00 less than last year. ChiefReeves asked that the County Association dues be brought up-to-date seconded, alli favored, none opposed, motion carried. Ludgood for officer bullet resistant vests. FIRE: With anticipated growth, we must expand. Rd. tol be safe. 4 so they willl be able to get the grant. The annual dues are $150.00 but hei failed to geti it last year. ChiefReeves! is the President oft the County Association for Firefighters. Councilwoman Moss made ai motion that we pay the association dues, when we: receive the invoice, Councilman Councilman Martin commended Chief Reeves on a great job with the fire department. Councilman Martin also thanked Chief Reeves for coming to his rescue when he had his fall on April 4th. He didn'tremember dialing 911, but Chief] Reeves was there to! help and informed him that al helicopter was on the way for him. And for that, Councilman Martin is forever grateful. Councilman Martin stated that we really appreciate ChiefReeves and what the department doing Walker seconded, all favored, none opposed, motion carried. for our community. STREETS Councilman Walker made a motion to get 2 more loads of rock for Ducey Rd. Councilman Martin seconded, alli favored, none opposed, motion carried. Councilman Walker will get with Councilwoman Greene will get with the county and get them out here on a Saturday to help Mayor Criswell stated that he had spoken with the Engineer that is handling the grant for Ducey Rd. They wrote an ADEM drainage program and turned it over to the Corp of Engineers. Schaffer Engineering to update it. The $350,000. Grant will probably be released in December Mayor Criswell is happy to announce that both trailer parks have sold. Mr. Horton from Nashville will be upgrade them soon. He will have a park manager in both parks. He gladly signed a release for the City of Creola to use his condemned trailers as a training tool for our Volunteer Fire Dept. Hel has condemned 12 trailers and our fire department will burn them. Mayor Criswell said that we have al health and safety initiative in place. We will clean the main ditch out ini from of the trailer parks that Mr. Kirby Horton bought. He will sign a statement giving the City of Creola permission to burn the condemned trailers and to clean out the ditches, as well. In addition to the trailers, we have 2 sub-standard houses with blight. We are cleaning up Creola. Our safety and health are important. We are putting a burn ordinance in place...no burning household garbage. We have a garbage service with trash pickup and there Two residents of Creola expressed concern about a septic tank leaking next to their homes. One of the residents, stated that the contaminated wateri is going into his fish pond. There are 3 small kids that live ini the trailer and this is al health hazard. The field lines are collapsing. The trailer is owned by Casie Bennett. Mayor Criswell asked Bldg. Inspector, Don Moss, to get with Ms. Bennett to bring these problems up to code. The family that rents this trailer from Ms. Bennett may have to move out until we can get the field lines repaired. Mr. Moss stated that hei is in touch with Ms. Bennett almost every day but he will follow up to see that this problem Councilman Martin and get the county grader back on Ducey Rd. Bobby with the grass cutting. 2017. should not be any household garbage burned ini the City of Creola. 5 isresolved and update the Council. This is on old septic tank, no mound. The neighbors said that people are fishing int this pond and the pond is definitely contaminated. We will ask our City Attorney, Mr. Mims, to issue a warning letter and this may be a health department issue. Mayor Criswell stated that Safe Span received a letter from ALDOT taking responsible for the bridges on Hwy. 43. They will replace both bridges and a 3rd bridge will be built. This removes that responsibility from us. Looking at other bridgework..one bridge has a crack and needs Mayor Criswell said he is excited about Summer Fest 2017 on Saturday, June 24th, ai fund-raiser for the PD. There will be bone end Boston Butt, pulled pork and lots of other foods, soft drinks and desserts. Thanks to Cindy Martin for all her hard work on this fund-raiser. Ms. Bennett does not have a Business License with the City of Creola. epoxy. Repairs will be done on the washouts around the bridges. UTILITIES AND SENIOR CITIZENS Councilwoman Moss stated that the Senior/Veterans Breakfast sponsored by Arkemai is scheduled for tomorrow 10am at the S.A.I.L. Center. All Seniors & Vcterans are encouraged to attend. Councilwoman Moss stated that we applied for the Van for Seniors but was turned down due to the fact that we did not] have a' Title VI grant in place prior to applying for the van. Wei now have the Title IVi inj place and can re-apply for the Senior Van in September 2017. 2
