Upon the call of roll, the following were found to be present. John White gave the Invocation. Pledge of Allegiance Councilwoman Greene made a motion to accept the minutes of 8/10/17. Councilwoman Moss seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL Mayor Criswell asked for the list of citizens to address the Council. -None- RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene made a motion to vote on Resolution No. 250, not) just the Mayor and City Clerk, as previously stated, but for the Mayor and Council to agree on all bills. It has been posted and the public hearing was held. Councilwoman Greene made a motion to vote to re- zone the Foster property from R-2 to B-2. Seconded by Councilwoman Moss. Councilwoman Greene presented information and made a motion on the AMIC bond for all council members and all city employees that sign checks or handle money to be bonded. This includes Jeff Reeves with the fire department. They will be parking 4-71 trucks on their lot, that are not being used, next to Creola Ace Hardware. They haul steel on flatbeds. No toxic waste per Building Inspector, Don Moss. They will be putting up lights on their lot for some sense of The next Planning and Zoning Committee meeting will be held September 19, 20176p.m. security and preparing the parking lot, putting down gravel. PARKS AND RECREATION No report UTILITIES AND SENIOR CITIZENS Councilwoman Moss reported the. Joel Pike, Pike Electric, repaired/replaced lights, ballasts, capacitors and flood lights. The invoice of8/24/17 for the repairs was $348.00. Councilwoman Moss stated that we are applying for a CDBG grant fort the senior building. Ms. Nayyer Madhi will be coming the first of September to look at the senior building. ZONING BOARD OF ADJUSTMENTS Mayor Criswell announced the names he had presented for approval to the council for the Zoning Board of Adjustments: Carl Walker, Harold Martin, David Boucher, Jennifer White and Liz Lassiter. The Police account has a balance of $6670.00 with ai total of $432.96 was reported for checks Councilman Martin mentioned that SARPC will be hosting al Planning and Zoning Workshop on Tuesday, August 29th. The City will cut a check for 10 employees to attend. The registration is $25. Per person and includes lunch. SARPC has 1701 RSVP's so far. It will be held at the International Trade Center. FIRE: Volunteer Fire Chief Jeff Reeves stated that all is quiet now.... just training tonight. Mayor Criswell reported that we met with Le Moyne Water Board Tuesday, August 15, 2017. We offered advice and help. We both have had many complaints on brown water. Jeff Reeves stated that the fire department flowed plugs in June for the ISO inspection and again in. July when they had the Bennett structure fire. The Chiefasked everyone to report leaks and if you see anyone stealing water or messing with the plugs-please let the fire department know. Mayor Criswell spoke with Larry Parker ofLel Moyne Water two days ago. Mr. Parker stated they are now on a flushing cycle that the board has put him on. Hopefully, this will eliminate the brown water problem. STREETS Councilman Walker stated that Ducey Rd. isi in dire need of work but it's been too wet. It will have to dry out before we can grade it. We will get the county grader with operator. We pay Mayor Criswell stated that we are the only municipality that does not have a Public Works Department. We are proposing to create that department. We need al backhoe. We can'tafford a new one: sO we need one with experience. We went to Beard Equipment and Thompson Equipment and asked them tol look in their rental/lease fleet and find something they are moving out with approximately 2500 hours. We need backhoe, with a ditching bucket to clean out ditches, a diesel with a mechanical thumb. Councilman Walker went with me to Beard Equipment, Councilman Walker got up on the machine and operated it and blessed it. We can get one from Beard Equipment for $35,000. With an offer for John Deere to finance the balance, whatever we don't pay. We understand all the concerns, but we, just don'thave anything to work with. We also want al local dealer to service equipment and. John Deere will the operator when jobi is complete. finance it. We received a second quote from Thompson Equipment for $58,000.00. COMMUNITY GROUP None ADDITIONAL NOTES None MAYOR'S. DISCUSSION Mayor Criswell stated that our revenues are good. Mayor Criswell reported that he met with the. AMIC Insurance adjuster and filed claims on damages to the Old City Hall and Police building that was sustained during the recent storm. AMIC won't pay everything due to maintenance on the buildings being minimal for the past 15 years. Buildings need to be maintained to keep them in shape. Normal maintenance requires your attention at least every two years. We will use insurance check for PD repairs. The Fire Department will be getting a $2,500.00 grant soon that will help them. Mayor Criswell announced that City of Creola will be hosting the next Municipality Dinner on 9/21/20177PM at Creola Assembly ofGod Church. Judge Edmond Naman will be our guest speaker. Thisi is a great time for us to visit with other municipalities, legislators, judges, lawyers, county commissioners, school board representatives, etc. and for them to know what's going on. Mayor Criswell stated that we have just about finished our move to the new City Hall. The ribbon cutting for the new City Hall will be announced soon. We are waiting on our signs.
