Upon the call of roll, the following were found to be present. Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Rev.. John White gave the Invocation. Pledge of Allegiance Councilwoman Moss made a motion to accept the minutes of 11/9/17. Councilman Walker seconded, alli favored, none opposed, motion carried. Councilwoman Greene made a motion to accept the minutes of the Public Hearing of 11/92017,Counclman Martin seconded, all favored, none opposed, motion carried. Mayor Criswell asked for the list of citizens to address the Council. CITIZENS ADDRESSING THE COUNCIL -None- 1 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene presented a quote of $250.00 quarterly, from Kelly's Pest Control for spraying the grounds at the Park. They will come back as needed, at No Charge to the City. Councilwoman Greene made a motion to accept this bid, Councilman Walker Councilwoman Greene presented a quote of $134.00 for the City of Creola Flag w/ the City Seal tol be placed on the flag pole under the U.S. Flag. A motion was made by Councilman Hadaway to purchase the City Flag, Councilwoman Moss seconded, all Mayor Criswell stated that he will speak to Jason Peacock w/ Data-Byte to review the Councilwoman Greene reported that we have the Nuisance/Trash Ordinance signed and dated. We passed the ordinance on 10/26/2017 and it has been posted and advertised. Councilwoman Greene stated that she and Councilwoman Moss have the Ordinance and Resolution Books up-to-date and will be getting copies to Attorney Mims. Mr. Mims will work on getting the Municode added to the City website. The Ordinances and Resolutions can be kept up-to-date and can be viewed on our website, as well. Councilwoman Greene made a motion to move the December 14th council meeting time to! 5:00pm to hold the City Christmas Dinner at 6:00pm at the SAIL Center. Councilman Councilwoman Greene made a motion for the City to buy the meat from Honey Baked Hams, not to exceed $250.00, seconded by Councilwoman Moss, all favored, none seconded, all favored, none opposed, motion carried. favored, none opposed, motion carried. Mayor Criswell stated that the City is required to have al Drug Policy in place to receive a 10% discount with AMIC insurance. The2012 Council approved a policy but there were errors regarding random drug screens. We have amended the policy of10/17/2012 and put the new Resolution #2017-008 of 10/26/2017, in place sO we can receive the discount. Councilwoman Greene read the Resolution in detail. Councilwoman Greene made a motion to accept the resolution for the new drug policy; Councilwoman Moss seconded, all favored, none opposed, motion carried. Attorney Mims stated that the Drug Policy should be signed, attested and permanently attached to Resolution #2017- 008. Mayor Criswell stated that we need a Safety Policy, in place, as well. We are working to get the Safety Policy in place. 2 PLANNING AND ZONING COMMITTEE Councilwoman Greene stated there is no business on the agenda and the December meeting will be cancelled if no business comes up for December. PARKS AND RECREATION Councilwoman Moss reported that the 2 oblong, 2 round tables and benches will be ordered to go under the awning. These are used by the soccer teams. UTILITIES AND SENIOR CITIZENS Councilwoman Moss announced that the Christmas Party for the senior's will be held Friday, December 15, 2017 10:00am - 12 Noon at the SAIL Center. Santa and his ELF will be on hand tol bring Christmas greetings to the senior's. There will be games. Everyone is asked tol bring a covered dish. Everyone is invited to the Christmas Dinner. ZONING BOARD OF ADJUSTMENTS Attorney Mims announced that he will get with the board members and schedule a meeting. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. (details of report listed below). Also, copies are available to citizens attending the meeting wishing to have one. Councilwoman Greene gave a report on the past due balance of $15,000. Since 2011 for Alabama Department of Transportation (ALDOT). We paid $4,920.00 in November, will pay $2,484.54 in December and pay the balance of $1,613.38 in January. This will clear the past due balance owed since 2011. We pay the current ALDOT bills as they come in. All revenues for the month as of November 30, 2017 totaled: $125,292.66. Also, each council member has al Find Report for all paid Our analysis fee: $571.20. Today we received a check from the Court for $4,681.55 but will show for December as it will be deposited tomorrow, December1 1St. bills thru today. Seconded by Councilwoman Moss seconded, all favored, none opposed, motion carried. POLICE AND FIRE POLICE: ChiefKirkland reported that the department has hired 1 F/T and 11 P/T dispatcher. The department has 7 F/T and 2 P/T police officers, as well. All are certified thru Mobile County Personnel Board. The Chiefs stated that we have filed ai request with MCPB for more dispatchers and police officers. FIRE: Fire Chief. Jeff Reeves presented bills for repairs for the VFD. (1) Engine #2 - steering sectors are leaking & tires are out of] line. McGriffTires will repair Engine #2: sectors and replace 2 tires Quote: $3,116.85 (2) Chief's truck F-350: needs 4 newi tires + alignment. Last tires were purchased over 8 years ago. Councilman Hadaway asked toj purchase gifts for volunteers at the Christmas Party. 30 gifts @ $19.59 ea. = $587.70. These gifts are safety equipment for volunteers to be used int their position. Councilman Martin made a motion toj purchase gifts and be reimbursed by the General Fund, Councilwoman Greene seconded, all favored, none opposed, Chief Reeves presented an invoice of $150.00 for the 2018 Association Dues for the Fire Department. Councilwoman Greene made ai motion to pay this bill, Councilman Walker Mayor Criswell reported that the City has turned the old area ofthe Building Inspector's office into living quarters for 4 volunteer firemen. We now have 24/7: fire protection cutting our response time down to 4-5 minutes. ChiefReeves reported the Creola VFD had 59 calls this month and 40 for the month of October. Mayor Criswell spoke with the Mayor of Satsuma and he reported that they pay an average of $43,000.00 for 4 guys. We have certified firemen at No Charge. Thisi is another reason why we don'tmind bringing Door -$1,575.00. The City had some concrete donated and this saved us a tremendous amount of money. It would have cost $2,500.00 but it wasi no charge. When the concrete plant has overage, they will Mayor Criswell reported that the Trucking Co. on Old Hwy 43 backed out on paying % oft the $7,000.00 fix in front of their company. We have patched it with rock. Pavers in the area have agreed toj pave it with asphalt. Itj may work out to: no charge to the City. Councilman Martin reported that he will contact Alabama Power as there are several street lights not working. A citizen attending the meeting commented that trees on Dead Lake Road need to be trimmed as they are blocking the lights from shining on the road. contact us to see ifwe can use it. Concrete runs $90.00 per yard. We will check on this. PUBLIC WORKS Mayor Criswell reported that he has requested al Public Works Supervisor thru the Mobile County Personnel Board. He has 26 names and will start interviews next week. It will take us several months to complete the renovation of Old City Hall. Wayne Milleri is doing an awesome job. He and 2 inmates are picking up trash. Wayne has the brush mower running now: and using the backhoe. We have 2 good pieces of equipment and Mayor Criswell also reported that we. have Laura Love with Public Works. She will be the Office Assistant I thru MCPB. When a call comes in, it will go straight to Ms. Love and she refers it to Wayne Miller. This way the call doesn't have toj pass thru several they are great assets to us. hands to get to Wayne. BUILDING INSPECTOR In the absence of the Building Inspector, Mayor Criswell reported that he and Don Moss met with Paul Picard, the engineer from Tennessee concerning the old Reed trailer parks. The CEO of the company, David McKee and Kirby Horton reported they will have 165- 200: new trailers. Several of the current trailers are not worth saving sO they will scrap those and replace with new ones. They have 3 trailer designs-all new trailers. They are paying $600,000.00 to Integra for sewer. There will be a grinder pump for every 2 trailers. They will have all new power service (underground), LED: lighting, and all new water meters. They will have a new: manager fulltime-for both parks. Both parks will have the same name and referred to as Park 1 and Park 2. Mayor Criswell stated this will increase 150: roof tops in Creola. The tenants will pay $650. Per trailer for 85 months, at that point, they will own it. Will only have toj pay for a rental a space after that. The owners are looking at the new. Federal Flood plan and the flood: flow area. The new owners will add soil tol build up the grounds. They have some issues with the parks but will work thru these to clear up. The legal department and PD are helping with these 5 issues. Mayor Criswell stated wel have 7 trailer parks in Creola. The new owners will spend $5,000.00 to: move trailers in their 3rd park. That will leave 4 parks left to get up to standard code and we are working on those items now. MAYOR'S DISCUSSION Mayor Criswell stated that we have come a long way ini the past 12 months. We came from al building that was falling apart, we. have a new. Public Works Department, still working on the annexation of Axis, and working on1 the school issue for our citizens. We are. moving in the right direction and we value the input from our citizens and Mayor Criswell reported that beginning December 1st, 9 miles ofHwy 43 will be re- paved from Satsuma to. McIntosh.
