Upon the call of roll, the following were found tol be present. Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Mayor Criswell City Attorney Mr. Danny Mims City Clerk Carolyn Sue Cain Rev. John White gave the Invocation. Pledge of Allegiance Councilwoman Greene made a motion that the minutes of 11/30/17 be held over to the next meeting on 12/28/2017, as she had not had an opportunity to review them. Councilman Martin seconded, all favored, none opposed, motion carried. Mayor Criswell asked for the list of citizens to address the Council. CITIZENS ADDRESSING THE COUNCIL Rev. John White, Pastor, Creola Assembly of God, made two announcements about 1) Sunday, 12/17/2017 10:45. am "Joyland Christmas Program" 2) Sunday, 12/17/2017 6:00 pm "ATime for US" Presented by the Special Christmas plays. Needs Citizens in our community & Satsuma. 1 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene introduced Attorney Dugan representing Kenny' Walker. Councilwoman Greene stated that Attorney Dugan came to the Zoning Board asking that a right of way be given to Mr. Walker to his property. The property is surrounded by properties owned by two Gunter families. Attorney Dugan explained in detail to the council that Mr. Walker is seeking the council's approval for the right of way. Attorney Mims stated that Mr. Walker is entitled to a private right of way, has to go to probate court to get it and he has to pay for it asking Judge Davis to grant this right of way. Attorney Mims stated that this was approved by the previous administration but there was a problem with the legal description. The Gunter's were sent a certified letter for both meetings but they did not respond to either certified mailing. After much discussion between Attorney Mims and Attorney Dugan, Councilwoman Greene made a motion to grant permission to Mr. Walker to proceed with his plans. Councilwoman Moss seconded. Councilwoman Greene reported that she received information for the official training for Planning & Zoning held by SARPC, January 18 & 29, 2018, help in the Council Chambers in Bay Minette. The cost of the training is $199.00 per person. Councilwoman Greene stated that she would like for Bldg. Inspector, Don Moss, to attend and anyone Am motion was made by Councilwoman Greene to amend the minutes of 9/14/20171 by adding Ordinance # 2017-006 to the minutes. Councilwoman Greene made a motion to amend the minutes of 8/24/17 changing the ordinance #2017-002 to read Ordinance # 2017-004 for the annexation. It was incorrectly listed as 2017-002. PLANNING AND ZONING COMMITTEE Councilwoman Greene reported there was no business for December. The next meeting will be held the 3rd Tuesday in. January (January 16, 2018). PARKS AND RECREATION Councilwoman Moss reported that 4 tables will be here after the first of the year. 2 regular tables and 2 handicap-accessible: tables. 2 UTILITIES AND SENIOR CITIZENS Councilwoman Moss announced that the Christmas Party for the seniors will be held Friday, December 15, 2017 10:00-12Noon at the SAIL Center. Santa and his Elfwill be on hand to bring Christmas greetings to the seniors. There will be games. Everyone is asked to bring a covered dish. ZONING BOARD OF ADJUSTMENTS No report FINANCE Councilwoman Green reported that the City of Creola revenues for December 1st- December 13 totaled $30,283.49. We have approximately $90,000.00 in the bank. A detailed finance report will be given on 12/28/2017. POLICE AND FIRE POLICE: ChiefKirkland reported that he has hired 2 new police officers and 1 new dispatcher. Mayor Criswell reported that Laura Love will go thru the Mobile County Personnel Board for the Office Assistant 1 with our Public Works Dept. All calls will come in to Mayor Criswell reported that we will be making repairs to the old city hall building as we Mayor Criswell stated that he has requested a Public Safety Supervisor 1 thru the Mobile County Personnel Board. FIRE: Councilman Hadaway reported that the volunteer firemen that are living at the station installed the carpet in the bunkrooms and has made other improvements. He also reported that Engine #21 has new tires and new steering sectors and will be back in service Counciman Hadaway stated that we have a Facebook page and as ofnow, we have 41,000 likes and 283 shares. With the volunteer firemen living on the premises, it has cut our response time down to 4 minutes. He reported that we have had 2 structure fires this this Monday. month. Last month we had 59 calls, some being medical issues. 3 STREETS Councilman Martin reported that several street lights have been repaired.
