Mayor Criswell called the meeting to order. Mayor Criswell gave the Invocation. Pledge of Allegiance Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found tol be present. Councilwoman Moss made a motion to accept the minutes of 12/28/2017 as corrected. Barney Marsh should be listed under Citizens Addressing the Council as Barney March. Councilman Martin seconded, as corrected, all favored, none opposed, motion carried. 1 CITIZENS ADDRESSING THE COUNCIL Mayor Criswell asked for the list of citizens to address the Council. Brother. John White announced that on Friday, 1/19/18 7pm, there willl be a Youth Rally @ Creola Assembly of God featuring "The Nicavàngelists." There will be ai full service featuring the group for the Sunday AM: service. They will walk the neighborhood like they did when they were here 2 years ago. RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene reminded everyone that Congressman Bradley Byrne will be hosting a Town Hall Meeting 4:00 - 5:00PM on' Wednesday, January 24t"a at Creola City Hall. We will post on Facebook for the other cities to see. Everyone is encouraged to Councilwoman Greene presented a quote for a new: sign to be installed at the red light at Hwy. 43 and Dead Lake Rd. Crenshaw Park will be added to the sign. This sign would replace the one that is there now. Councilwoman Moss suggested that we add to the sign, "EST. 1978" showing when the City of Creola was incorporated. There will be a second sign on Dead Lake Rd. to match the sign on Hwy. 43, with the arrows showing the direction of all facilities listed on the sign. This will be at two-sided sign 72x60 aluminum sign. Blue and white layout (non-reflective). It will match the color scheme of the other signs. The quote is $1,225.00 per sign, including labor andi installation. We would want to list all city facilities, North Mobile Soccer Club, Creola PD, VFD, Public Works Department, SAIL Center, City Hall, Creola Municipal Park and Crenshaw Park. Mayor Criswell stated that the Crenshaw family donated the park and would like to see signs to identify the park. We would also want to include Mobile River Delta and Dead Lake Marina. Councilwoman Greene will get a new price and new drawing listing attend. everything and bring back to next meeting. The proclamation for the City of Creola School Choice Week will be brought back to next An Ordinance for RDS, for the price increase of our Business License Issuance fee from $10.00to$ $12.00, effective January 1, 2018 will be brought to next meeting. RDS needs meeting. an ordinance supporting this increase. PLANNING AND ZONING COMMITTEE Councilwoman Greene stated the next meeting will be Tuesday, January 16+h 6PM. A Public Hearing will be held at 6:30, immediately following the meeting. Linda Youngi is asking to subdivide their three lots in Delta Estate. This has been posted int three places 2 PARKS AND RECREATION Councilwoman Moss stated that she spoke with Advanced Disposal about the 25 garbage cans not picked upi from the Nov. 4thL LIP Day. They will be picked up immediately. Councilwoman Moss asked for a dumpster with a lock on it for the park. Mayor Criswell stated he has had several conversations with Advanced Disposal and that a! 5-year contract was signed with Advanced Disposal the meeting before we took office in 2016. Mayor Criswell stated that he will ask Attorney Mims to review this contract and there is a possibility we can get out of this contract. We may get tot the point, we will write al letter stating that we will rebid. Mayor Criswell stated that he gets at least 5 calls a month concerning garbage pickup in Creola, not picking up debris or garage S scattered everywhere or garbage cans lefti ini the middle of the street. They will let her know something by Monday. UTILITIES AND SENIOR CITIZENS Councilwoman Moss stated that everything is fine with the SAIL Center. She reported that Mr. Ray Van Slyke fixed a cabinet and did some painting over the holidays. These were recommendations by the Mobile County Board of Health. ZONING BOARD OF ADJUSTMENTS more. member before they can meet. City Attorney Daniel Mims stated they need 5 members and will need to appoint one FINANCE Councilwoman Greene gave the financial report, giving a copy tot the Council. Also copies available to citizens attending the meeting wishing to have one. On page 1, the Revenues listed totaled $46,321.51 for 1/2/2018 thru 1/10/2018. Linda Hoiles, the Court Magistrate, has to wait until all her court bills are paid and books are cleared before she can write the check tot the city. It typically runs about a month behind. December check should be coming soon. Onj page 3 oft the financial report, the beginning balance listed January 1, 2017:$31,521.29. Ending balance December 31,2017: $118,059.94. Also, listed were all We have received the AMIC invoice for $42,785.00 and the Workman's Comp invoice for $20,974.00. Both oft these bills will be paid on January 31, 2018. Mayor Criswell stated that we will be receiving a check for Alabama Power on 1-31-2018. Wei receive over $100,000.00 a year from Alabama Power. Wer receive a $1,000.00 a year from loans and pay out dates. Norfolk Southern RR for them to run thru our city. POLICE. AND FIRE POLICE ChiefKirkland reported that Bro. John White has been hired as a consultant with the Creola Police Department. Bro. John will assist with certifications, audits, APOST, CEU's, etc. APOST came down and everything looked great. They told us to keep up the Nicholas Wentzell, ai new officer, will be leaving Tuesday, 1/16/2018, for the Police Academy in Anniston, Alabama. Officer Atwood will graduate from the. Academy April 12, 2018. At1 that time, he will sign a 2-year contract and will be a full-time officer. Chief Kirkland reported we have ai new part-time dispatcher, Ty Goram and several new police officers. Travis Atwood has served as a Reserve Officer with the PD for the past six months. He will start full-time with PD next week. Officer Atwood will be leaving Chief Kirkland stated that the PD: is looking for 2 new police cars from the county bid list. Also, looking for 5 cars from the City ofMobile bid list. Looking for Tahoe'sand ChiefKirkland reported that we now have 8 police officers + Chief and 6 dispatchers and all will be thru the Mobile County Personnel Board. This does not include our auxiliary officers. Chief Kirkland stated that Councilman Walker has been al big help to the PD good work. April 30th for the academy. Crown Vic's. and we appreciate him sO much. FIRE: Councilman Hadaway has nothing to report and stated that everything is running smooth with the fire department. Mayor Criswell praised Mark Kent with the Call News for the nice article on the "Frat Boys w/ Creola VFD". A Great Job! 4 STREETS Mayor Criswell stated that we are continuing to work on our Public Works Dept. We have lots of pieces to inventory int the street department. We have Laura Love, our Girl Friday doing inventories for our audit with Betancourt and King. Betancourt wants an account for all chain saws and all equipment and their value. When someone calls in they will talk directly to Laura Love. A call came in today and it went to 3 different On a brighter note, we paid ini full Phillip Anthony for the audit for the previous administration. We had $250,000.00 in bills. 1- $30,000.00 for Mobile EMA; 1-$54,000.00 for MCPB. We are working with Mike Evans w/ EMA and Mr. Sullivan w/ MCPB and we may get some of these monies washed. We arèpaying quarterly and they Mayor Criswell stated that he is working with Corey Hudson. He is doing some estimating for us. We can go out on bids for repairs to the VFD and the old city hall. Mayor Criswell stated that we do not have a Sally Port. We don't have a location for a person when we bring them in for lockup. They have to be taken out ini the rain, put thru a steel door to docket area. He could hurt the officer if we are not careful. We need an enclosed area; a drive in, where the door comes down, roof up, chain link Mayor Criswell stated that Corey Hudson is working on estimates to repair the old city people. In another 6 months we will have PWD in place. are looking at this. It's been tough but we're getting there. fence, gate closes and everything is secure. hall. He reminded us that we have a serious mold problem. BUILDING INSPECTOR Don Moss reported that Mr. Kirby Horton is looking to buy more trailer parks. We have 7 trailer parks in Creola and hel has purchased 4 of these. They are working to fencing and paving Bentley Rd. Also, adding lighting. Mr. Horton has placed an order with a manufactured home company for 220 new trailers to put in the 2 parks. Hei is working on ad dog ordinance for these parks, as well. Hei is cleaning upi these parks. He has spent 650,000 w/ Integra Sewer, putting ini new water meters, all new power. A/C units will be mounted on trailer sO they won't be stolen. He will put rock and sod around the trailers. Mr. Horton is definitely above board with all this. He brought his plans to the Planning and Zoning and he didn'thave to do that. He is working with us really well. Mayor Criswell reported that 80% ofi fire calls come from trailer parks; 80% ofPD calls come from trailer parks. Not to mention the dog problems. ChiefKirkland agreed with Mr. Moss reported that he has issued CO's for 3 houses this week. Has new plans coming ini next week. Hei reported that we. have 1145 houses ini the City of Creola. Mayor Criswell 5 MAYOR'S DISCUSSION Mayor Criswell stated that the City of Creola has come al long way in one year. Weare paying off past due balances, some as far back as 2011. Phillip Anthony, CPA, we paid off the $4,900 Balance with him, ALDOT 15,000.00 balance paid in full January 15, 2018, Mobile EMA: and Mobile County Personnel Board and Mobile County Health Department. We are paying on a regular basis and they are working with us, hopefully to Mayor Criswell stated that hei is working with Cory Hudson getting estimates toi repair 2 buildings, metal roofing and soffits. We do not have a Sally Port. We will be repairing wash out some oft the past due balance. the old city hall for the new. Public Works Department. OTHER ANNOUNCEMENIS Councilman Martin reported that hel has been working the Alabama Power Co. about putting lights at the intersection at Dead Lake Rd. and Creola Axis Loop Rd, Long Road and Marina Rd. to Campground. Citizens have expressed concerns about this intersection. There are 2 stops signs and people don'treally stop. They can install a 350- watt light with arm that swings out. The quote is $27.50 month for the lighting. Councilman Martin had 2 lights repaired on Marina Rd. A motion was made by Councilman Martin to install the lights at this intersection, seconded by Councilman Hadaway, all favorèd, none opposed, motion carried.
