Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Absent Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present with the exception of Councilwoman Moss made a motion to accept the minutes of 02/08/2018 with the correction on page 6 under Mayor Discussion - they have received one new truck years ago thru a grant to they have received one newi fire truck years ago. Councilman Walker seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL None Cm 2.27.18 1 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Brian Morgan w/ Neel Schaeffer Engineering explained and gave an update on Ducey Rd. Mr. Morgan states that the plans are 100% and will submit to county tomorrow. It isa also in the utility relocation phase. He has permit with Corp. of Engineers for drainage easement the are acquiring the right of way for easement for the county. They are still trying to get in touch with 1 of the property owners. Mobile County uses ALDOT's specs and they were just updated. Mr. Morgan doesn't have a time frame but once they get all the information from the County they can get a package ready to bid. The Grant did not cover paving it was put in as a bid alternate. The total grant: $355,000.00. The bid will cover grading and cutting ditches sO the road will drain. Mr. and Mrs. Lowe donated dirt and Tim Tew hauled in mill slag. PLANNING AND ZONING COMMITTEE The Planning & Zoning Board met on 2/20/18. Two applications were approved. (1). Jason Bunch and (2) Axis Tires. A public hearing was held following the meeting w/ Linda and Larry' Young application to divide lots in Delta Estates Unit 2 was approved. The next zoning board meeting will be March 20, 2018 6PM. We have two applications as of now. PARKS AND RECREATION everything looks good. Councilwoman Moss reported that the slab has been poured for additional tables and UTILITIES AND SENIOR CITIZENS Councilwoman Moss reported that the carpet and shelves have been installed. Everything looks really nice. ZONING BOARD OF ADJUSTMENTS Attorney Daniel Mims has set the date for the organizational meeting for March 12, 2018 5:30PM @ Creola City Hall. All members have been notified and it will be posted. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. (Details of report listed below), making motion to accept, seconded by Councilwoman Moss. Also Cm 2.27.18 2 copies available to citizens attending the meeting wishing to have one. Revenues totaled $140,867.70 for 2/1/2018 thru 2/26/2018. The analysis charge was $574.68. General Fund Money Market 4-cent Gas Tax Acct. (including 5 cent) 7-cent Special Gas Tax Acct. Center Account Police Department Fire Department Total: (in bank) $195,318.39 10,331.59 33,274.03 24,126.68 30,461.32 18,578.68 3,819.11 1,113.31 11,292.94 2,982.24 $ 331,298.29 Councilwoman Greene stated that the proposed budget will be revised and brought to Councilwoman Greene made a motion to authorize attorney Danny Mims to supplement the previous request for the attorney general opinion on using the gas tax funds for street lights, paying the backhoe loan and fixing the public works building. Councilwoman Moss seconded, all favored, none opposed, motion carried. the next meeting. POLICE AND FIRE POLICE Chief Kirkland is attending the Chief's conference this week. Corporal Turberville introduced our newest police officer, Blake Bosarge and stated that Officer Nicholas Wentzel is in his 7th week in the police academy and doing great. When Officer Wentzel returns, Officer Bosarge will be going to the academy. We have a new Reserve Officer- Chris Tindle works for. O'Reilley's. Corporal. Iurberville. reported.that. we.may-be. getting another officer by the end of the week. We now have 9 officers plus auxiliary Mayor Criswell stated that we paid off 2 Tahoe's and asked the council for their approval for 3 police vehicles for $99,575.00 from Long-Lewis Ford. Under the state bid contract, the base bid is $26,199.50 per vehicle. We are working with Ford Motor Credit for the financing. We can pay monthly, quarterly or annually. Councilman Walker motion a made to purchase 3 vehicles fori the police department. Councilwoman Moss seconded, all favored, none opposed, motion carried. guys. Cm 2.27.18 3 Councilman Martin asked to amend the motion to include a purchase of a medical emergency vehicle for the fire department not to exceed $32,000.00. Mayor states that this is not in the state contract for the bid. A Roll Call Vote was taken. Councilman Hadaway, Chief Jeff Reeves and Assistant Chief Stephen Criswell were all out due to working at their regular job. STREETS/PUBLIC WORKS Wayne Miller and the inmates has been brush cutting, cleaning out ditches, etc. getting things in shape for spring. Doing lots of cutting on Dead Lake Marina Rd., Lister Dairy Rd. Mayor Criswell stated that we will rebuild old city hall into the Public Works Dept. Then we can put the building back on the AMIC insurance. We are trying to reach a point to get all requests logged into the computer and have someone follow up on requests. We want to service the people of Creola. We will make a log book for streets. Bids for bridges have been posted and will be opened at the council meeting on March We have received 1- $5,000.00 donation for bridge repair and expecting 2 other and Lyons Rd. They will get Ducey Rd. next week. gth. Bids will be accepted until 4pm on March gth. donations of $5,000.00 each next week. BUILDING INSPECTOR Don Moss reported that G.A. West should be in their new building by next month. Mr. Moss reported that we have 4 new homes and will be getting 2 new sets of plans next week. 4 houses have been condemned under the Nuisance Ordinance. The trailer parks on Bentley Rd have pot holes that need to be filled. Within 30-60 days, the sewer will be installed ini the trailer parks. Cm 2.27.18 4 MAYOR'S DISCUSSION Mayor Criswell introduced Lt. Col. Frank Barrow, whom he met at Citronelle Academy. LtCol. Barrow spoke on the Career Tech Education - a co-op for students. Students will come here, get experience, working in City Hall 5 days a week. These students will be qualifying seniors from Citronelle Academy. Amy Mills is their sponsor. We have Sabrina Presley, a co-op student from Citronelle Academy and she has done a great job. Anna Lewis, a senior at Satsuma High School spoke and thanked the Mayor, council and the Creax Scholarship Foundation for allowing her to attend Satsuma HS on the Creax Scholarship Fund. She is a swimmer and has won a full swim scholarship from Campbellsville University in Kentucky.
