Councilwoman Greene states that Resolution 2018-011 is recognizing the name change Councilwoman Greene made a motion to accept Resolution 2018-011 in the restructure Councilwoman Moss seconded, all favored, none opposed, motion carried. Councilwoman Greene read Resolution 2018-010 which was created by Attorney Mims for the Municipal Intercept Service (MIS) for the City to adopt and establish this Cm 2.8.18 1 program. Councilwoman Moss states that this service uses Alabama state taxes not federal and Councilwoman Greene states that once the money is collected it will go into a separate account and cannot be used just for anything. A citizen asked ift the council had asked other municipalities if they used this service. Councilwoman Moss and Mayor state that several municipalities in Mobile County use this service. Mayor states that our CPA, Mr. Betancourt recommended this program. Mayor states that Councilwoman Moss and Court Clerk, Linda Hoiles have already attended a workshop class held by the Alabama League of Municipalities to get information for this program. Councilman Hadaway seconded, all favored, none opposed, motion carried. Councilwoman Greene states that the Alabama League of Municipalities Convention is May 19-22, 2018 in Montgomery, Al. Councilwoman Greene made a motion for the city to pay for each council member that would like to attend. Councilman Martin second, all Councilwoman Greene states that Mr. Terry Foster has requested to use the SAIL center tot teach a free Hunter Education Class on. March 10, 2018 for children 10 and up. Councilwoman Greene states that they need to address Ordinance 2018-009, the business license issuance fee increase from $10.00 to $12.00, which was tabled at the last meeting due to it needing to be advertised in the paper for 15 days. The City clerk, Ms. Carolyn states it will go in the paper tomorrow with others that need to be posted and they can vote on it March 8. Attorney Mims states that the motion and second was addressed at the Cm2 2.8.18 2 last meeting, they need to do a roll call vote but it can not be passed until after it is posted inj paper for 15 days. The meeting has been re-scheduled for February 20, 2018. Mr. Jason Bunch and Axis Tires will be on the agenda. A public hearing will be held following the meeting for Delta Estates unit 2 for the Young's. PARKS AND RECREATION Councilwoman Greene states that they have a quote of $2000.00 from Mr. Sam Sanders to add a 3 foot wheel chair ramp to existing slab for handicap access, and a additional 18x20 slab w/3' on each side for wheelchair access. UTILITIES AND SENIOR CITIZEN YES YES YES YES YES YES Counciwoman Moss reported they have a quote from American Flooring in the amount $2052.05 for new carpet for Mrs. Frieda office and the carpeted area outside the office at the SAIL center. This carpet has not been replaced since the building was built. Councilwoman Moss states that it will come out oft the court fund. Councilwoman Moss made ai motion to replace the carpet at the Sail center. Councilman Walker seconded, all favored, none opposed, motion carried. Cm2.8.18 3 ZONING BOARD OF ADJUSTMENTS Mayor states that Ms. Gloria Myers is the new board member. The board will meet soon. Councilwoman Greene states that each council has a sheet with a list of payouts with the Alabama Power money. Councilwoman Greene states the money received from the power company was $111,092.95. AMIC insurance has been paid out of this in the amount of $42,723.04. Councilwoman Greene states that the Regions loan ($50,000 loan was to assist with payroll in 11/2013) will pay out in 11/2018 in the balance of $9413.07 ($967.38 a month), service first loan (Tahoe's) will pay out with a balance of $12,573.05/8799.21 ai month). A Bond will be paid out in March and the monthly note is $3516.66. If we pay out the 2 loans, the bond will pay out inl March. This will give at total of $5283.25 that can go toward purchasing 2-3 police vehicles. The payoff amounts are good until tomorrow (2/9/18). Councilwoman Greene states that the proposed budget was passed out at the last meeting and since the loans will be paid off she would like to update the budget and put a new copy in council's box next week. POLICE Councilwoman Greene states that Chief Kirkland paid to attend a conference for the Alabama Associates of Chief of] Police in Montgomery, Al for the cost of $300.00, hotel and membership. He also paid Walkers Frame and body shop to repair a vehicle that had to be paid. Receipts were turned in with a balance of $2,120.00 that was transferred back into the police department account from general fund. FIRE Chief Reeves reported that the fire dept had 16 calls SO far this month. The Chiefattended al board meeting and learned that 911 will celebrate their 50th anniversary next week. The first 911 call was: made in Haleyville, Al on February 16th- -50 years ago. STREETS Mayor states that they have asked the Mobile County Personal Board to create a working supervisor position for the public works department and it was approved Tuesday. They Mayor states that they have got 5 computers back that were struck by lightening that AMIC has paid for. One computer is going to the public works dept. Ms. Laura Love will be taking the calls for this department and keeping a log of all calls that come in, what was done to fix the issue and the cost of the project in the computer. This will help budget for the next coming year. BUILDING INSPECTOR Mayor states that Don Moss has the new finalized plans for 3 trailer parks with all the updates. 222 new mobile homes, new LED lighting, paving streets with rocks, and paving areas to park vehicles on, area for recreation, fencing all around with a gate, required to have a manager in each park, hooking up to sewer system with grinder pumps, new water meters, fire hydrates in park. The parks have strict policies in place for example "no dogs 25 pounds or over." Cm2.8.18 5 MAYOR DISCUSSION Mayor states he is still talking to Mr. Corey Hudson on some specifications for the white building that is a partial public works building and also for a Sally port for the police dept. Mr. Hudson has turned in an estimate for these two projects that is listed in the They have a proposal to power wash and paint the building, put a new: metal roof, new Mayor and Councilwoman Moss states that the city has not bought new police cars for about 20 years, they have always had second hand with the exception of the 2 Tahoe's that are fixing to be paid off. Mayor states that we spend a lot of time and money on working on police cars. Mayor states that the city in a financial situation that under the state bid we could get 3 vehicles for less than $100,000.00, possible pay cash for 1 or 2 cars and finance the others. (Looking at 6 cylinder engine, all wheel drive with security package and lighting package, for around $25,000-$30,000.00 delivered) Officer Turberville and Chief Kirkland spoke about how they have been repairing the vehicles and getting radiators donated and fixing it them selves to save the city money. Councilman Martin says he gives support on the police dept vehicles and it is a good idea but to also think about the Fire Chief a new vehicle. Chief Reeves and council had a discussion about how old his truck was and where it came from. His truck is a 2000 and it was aj purchased from the police department in 2001 that was confiscated through a drug Mayor states he is asking the council for authority to start talking with these people about Councilman Martin made a motion to start pursuing the purchase of police cars through state bid and amend it to include a small vehicle not to exceed $32,000.00 for the fire Councilwoman Moss states they will have to work on the finances before they can do that. Councilman Martin asks to let them look at the finances before he can make a motion. Mayor states that what they are looking at with finances is the Alabama Power check and what is available. Mayor states this is why they were looking to purchase 3 vehicles and purchase the others in the fall. Councilman Martin states then they can look Councilman Martin made a motion to start pursuing the purchase of police cars not to exceed $100,000.00, and in October to look into purchasing a vehicle for fire department iffinances are available. Councilman Hadaway asked how they were purchasing these vehicles. Councilwoman Greene states out of general fund. Councilman Hadaway states he does not see an issue with purchasing one vehicle now. Councilwoman Greene asked if the other Tahoe could go to Chief Reeves if they purchased 3 new vehicles. Chief Kirkland states they can look into that but their vehicles are broke down and the citizens need police protection.
