CITIZENS ADDRESSING THE COUNCIL Mr. George Zoghby, running for district court judge for Mobile County, introduced himself and spoke about why he is running in the election for district court judge. Mr. Zoghby is asking for your vote on June 5, 2018. Cm 3.22.18 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene made a motion for Mr. Terry Foster to use the SAIL center to have a educational hunting class on April 28, 2018. (Children 10 and up) Councilman Hadaway second, all favored, none opposed, motion carried. Mayor states that they have al Proclamation for back to school tax for. July 20-22 Councilwoman Moss made ai motion to accept the Proclamation back to school tax for. July 20-22, Councilman Walker second, all favored, none opposed, motion carried. 2018. Councilwoman Greene explained how the in-kind grant process works (the use of volunteer hours) and would like to revamp the zoning ordinance and maps but to do this it will cost Councilwoman Greene made a motion to introduce Resolution No 2018-013 authorizing application for grant and execution of necessary assurances and other documents for financial assistance from the Alabama dept. of conservation and natural resources state lands division, $60,000.000. coastal section grant fund. Councilwoman Moss second, all favored, none opposed, motion carried. Mayor states that the court clerk and magistrate need to attend the Municipal Court Regional Conference in Mobile, AI on May 3 and 4, 2018 to update their hours and it will be paid out of Councilwoman Moss made a motion for the court clerk and magistrate to attend the Municipal the court fund at the cost of $175.00 each. Councilwoman Moss states that they have had some issues with people renting the building and would like to add a check list for all renters to use when renting the building. Councilwoman Moss made a motion to put the rental agreement with check list into effect. Councilman Walker second, all favored, none opposed, motion carried. Mayor states that the rental agreement is the same one that was inj place just adding a check list to it. PLANNING AND ZONING COMMITTEE Councilwoman Greene states that they passed for Mr. David & Regina Plylar to movea manufactured home off Exit 22. Mr. Buffkin and Mr. Martin property was approved to be subdivided that is on Dead Lake Marina Rd. The next meeting will be April17,2018. Councilwoman Greene made a motion to purchase 2 grills from Belson Outdoor for Crenshaw PARKS AND RECREATION Park for $161.00 each. Councilwoman Moss seconded, all favored, none opposed, motion carried. UTILITIES AND SENIOR CITIZENS Councilwoman Moss states that all is good. Mr. Zoghby, a candidate for District Judge spoke Councilwoman Moss states that they are talking about having a lunch in May outside on the new with the: seniors today. picnic tables they got for the soccer team, Cm 3.22.18 2 Mayor states hel has asked the police dept. to help with parking on Soccer Saturdays. ZONING BOARD OF ADJUSTMENTS that they have two applications to review. Mayor states that the board as met and Mr. David Boucher is the president. Mr. Boucher states FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. (Details of report listed below), making a motion to accept financial report as read, seconded by Councilman Walker. Revenues totaled $ 57,193.81 for 3/1/2018 thru 3/21/2018. - $8,100.00 will be deposited tomorrow.. General Fund Money Market 7-cent Special Gas Tax Acct. Mayor and Councilwoman Greene state that every penny is watched and the IRS debt from 4th quarter 2016 is being paid in 3 installments which total $24,000. Mrs. Bryant commended the Mayor and Councilwoman Greene states that Regions Bank will be doing the loan for the 3 police vehicles council for doing a great job with the finances. for $81,000. Mayor states that Regions gave the city a fixed rate. POLICE AND FIRE POLICE Chief Kirkland states that they have a new acting sergeant, Officer Don Turberville. Chief states He has been training the new cadets. Chief states that they have 2 new cadets fixing to go to the academy and one is coming out. Chief states that they are possible going to hire one more person in April. Chief states they are moving forward. Chief states that the new cars have been ordered. Chiefs states that every person that isi in the jail is out on the street helping Mr. Wayne. Mayor and that Officer Turberville has helped him out everyway that he could. Chiefs state that they are proud oft the officers. FIRE Councilman Hadaway states that there is no new business at this time. Cm 3.22.18 3 STREEIS/PUBLIC WORKS Mayor states that Mr. Wayne is running the brush cutter. Mayor states that the large brush pile in Mayor states that they have ordered signs. Councilwoman Greene states the signs cost a little over $1700.00 and this money will come out of the 7-cent gas tax. (Stop sign, speed limit signs, no litter sign, yield sing, children at play signs, and new poles for the signs, etc). Mayor states they Mayor states that parts are ordered for the Mahindra tractor and the zero-turn mower needs two Mayor states that they have indicated to the Mobile County Personnel Board for 2 positions (a working supervisor position and a field person to help Mr. Wayne) on the public works dept. The personal board will have to approve the positions and the utility person on the agenda to be approved on April 3, 2018 once the position is approved the city will ask for a list of people that Mayor states that the city is in a lot better shape with the person board now. Mayor states that each payroll the clerk sends in the payroll to the personnel board to audit and approve. Mayor states that the Mims firm has the paper work on the bridge work from Safe Span that needs to be done on Radcliff Rd. One culvert on Dead Lake Rd needs riprap rock put around it; Mayor states that Mr. Cory Hudson from HPI construction CO. has looked at the fire dept. which isi in very bad condition and gave an estimate of $17,000.00 that was put in the budget. Mayor states that they will be advertising for bids under the state bid requirements to restore the building. Once this building is complete then they will look into the public works building. Mayor states that they will have a couple of co-op students working over the summer and they will be helping put some oft the calis or complaints in the computer to have al list. Chief Kirkland states that in the last few weeks the police dept has sent 4 felonies up the creek. Chief states that if you see someone walking or in the neighborhood that should not be there to Councilman Walker states that] he is] proud oft the police dept and what they are doing ini the city. the park is going to be burned by the fire department. are working on getting all street lights back in service. new tires. has applied for the city to interview. will be getting prices for this. please call the dept and they will check it out. BUILDING INSPECTOR MAYOR'S DISCUSSION Mr. Boucher asked if they could invite Lemoyne Water people in like they invited Advance disposal to discuss what their short and long-term goals are in the city. Mayor states that he has spoken to Mr. Frank Shelter. The city has approved a resolution for Integra to reorganize their indebtedness to BB&T on the 2 wells and the tank that they have in their system. Mr. McDonald was not sure exactly what he is planning on doing here. Mayor states that he invited Lemoyne water board member and Integra Mr. McDonald to meet with each other. Mayor states that he is aware ofs some business having brown water. Mayor states that he will contact Lemoyne and see ifsomeone can attend the next council meeting. Cm 3.22.18 4 Mayor states that Spire (Mobile Gas) franchise agreement has expired. Mayor states that Mr. Mims and Spire are working on an updated agreement and at the next meeting they should havea Mayor states that they need to purchase some slag for Lister Ln.
